Topic Title: Identifying Social Issues in a Text
What is a social issue?
A social issue can be seen as a problem that has an impact on individuals in society.
❖ Social Issues as Theme
Literature has always been one effective way to explore and address social issues in human
culture. Stories, plays, and other types of fictional media often have some social or cultural concern
embedded in the thematic background of a narrative.
A social issue is some problem or concern connected to a larger issue that affects society in general.
Often, the social issues brought forward in fiction reflect contemporary concerns in the author's own
world. This type of issue in literature often shows up as a theme that affects the plot and outcome of
the story.
In reading a text, there are many types of social issues developed by an author:
1. Global Issues: social issues that affect the entire world.
2. National Issues or Regional Issues: social issues that affect a particular country
or region (e.g. Philippines, Mindanao); or
3. Local issues: social issues that affect people more locally in their communities,
schools or places of work.

Poverty means that a person or group of people cannot afford basic needs like water,
healthy food, clothing, shelter, and access to health care. The word is often associated with hungry,
homeless, people who live in rundown neighborhood in developing countries, or those without
jobs. However, even the richest nations experience poverty problems.
With poverty, many other social problems arise. Poor health is one example, as one-third of
all deaths come from poverty-related causes every year. Increased violence, drug abuse, and less
education for the young are included, too. These disadvantages can create a poverty cycle for
individuals and areas. For example, children who grow up poor will likely experience the same
condition as adults.

Directions: Read the text below and match the statements listed in column A with the appropriate answer in
column B.
Adolescents nowadays are seemingly engaged in premarital sex leading to early pregnancy. Teenage
pregnancy is a term used when a teenage girl becomes pregnant in ages between 13-17.
In developed countries like the Philippines, teenage pregnancies are associated with many social
issues, including lower educational levels, high rates of poverty, and other poorer “life outcomes” in
children of teenage mothers.
It is also claimed that peer pressure is a factor in encouraging both girls and boys to be involved
in a sex at such early age. Improper consumption of drugs and alcohol may possibly encourage
unintended sexual activity.
Teenage pregnancy could result to many consequences such as problems in raising their children.
Therefore, it is suggested that sex education would somehow effectively reduce the number of teenage
pregnancies by teaching them facts and risks of engaging themselves in premarital intercourse.
Additionally, proper guidance from parents should also be strengthened to reduce the number of cases
of young girls involved in such situation. “Global Social Problems”, Peter Laszlo (Kisdobos) et al.

Social Issues in a Text
What is a social issue?
A social issue is a problem that influences many citizens within a society. It is a common
problem in present-day society and one that many people strive to solve. It is often the
consequence of factors extending beyond an individual's control. Social issues are the
source of a conflicting opinion on the grounds of what is perceived as morally correct or
incorrect personal life or interpersonal social life decisions.
Social problems are the general factors that affect and damage society. Also known as
social issues sometimes. A social problem is normally a term used to describe problems
with a particular area or group of people in the world. Social problems often involve
problems that affect the real world. It also affects how people react to certain situations.
A social issue or problem is an issue that has been recognized by society as a problem that is
preventing society from functioning at an optimal level. It is essential to understand that not all things
that occur in society are raised to the level of social problems. Four factors have been outlined that
seem to characterize a social issue or problem. These include:
1. The public must recognize the situation as a problem.
2. The situation is against the general values accepted by society.
3. A large segment of the population recognizes the problem as a valid concern.
4. The problem can be rectified or alleviated through the joint action of citizens and community
resources.
List of most common social issues. All of these issues are problems that affect many people
in a society, rather than problems that affect only a few.

Zamboanga City is feared to become the next Cebu City. The coronavirus disease 2019 is also
spreading fast in Batangas and Davao City. Given these warnings, the government is urged to
focus on tracing high-risk individuals. The government should continue “significant restrictions”
in Metro Manila and Cebu City and make “aggressive contact tracing” – with the help of police
and volunteer students – a centerpiece of its strategy against the coronavirus disease 2019
(COVID-19), a University of the Philippines report recommended. The UP report cautioned
about a “resurgence” of infections as quarantine measures are eased to stop the economy from
crashing. It also warned that Zamboanga City may be on its way to being in the same situation
as Cebu City. Batangas and Davao City were also flagged as “high risk” areas in need of
monitoring by the government (Nonato, 2020, OneNewsPh).
Comprehension Questions:
1. What social issue/problem is presented in the text?
2. What are the impacts of this issue/problem on the lives of the people? (Cite three (3) impacts)
B.
Unwarranted panic about overpopulation is a big problem that has led to human rights abuses
and much pointless suffering. Consider the long history of overpopulation alarmism, and how
the doomsayers’ fears have failed to materialize again and again. Two centuries ago, Thomas
Malthus’s Essay on Population warned that out-of-control population growth would deplete
resources and bring about widespread famine. His preferred solution was to decrease the birth
rate by delaying marriage, but if that didn’t work he endorsed some rather extreme measures to
slash the population. To prevent famine, he thought it was morally permissible to “court the
return of the plague” by making the poor live in swamps and even to ban “specific remedies for
ravaging diseases.” After Malthus died, the Industrial Revolution brought about unprecedented
prosperity that funded the construction of safe water supplies and sewage systems at a scale never
before achieved. Living standards were transformed and lifespans lengthened. As farms
mechanized, food became more plentiful even as the population grew. Famine became rarer. Yet
Malthus’s ideas proved enduringly popular (Follett, 2018, How Big of a Problem is
Overpopulation?).

REMEMBER
Key Points
Understanding the Social Issue in a Text
• predict the topic of a news article by studying the headline;
• skim the first paragraph to derive a general definition of the issue;
• compile a list of keywords and phrases that relate to the issue;
• scan the article to identify and define unfamiliar words;
• practice pronouncing unfamiliar words;
• brainstorm ideas on the causes of the issue;
• brainstorm ideas on the effects of the identified causes;
• and brainstorm ideas about possible solutions that will address the issue.
Locating Social Issues
Before looking at some examples of social issues in famous works, we must first understand how we
can identify and understand the social issues brought up.
• It is important to remember that as you read, new issues will be revealed. It is important to make
notes while reading and, of course, read the entire book.
• Ask yourself how the plotline is affected by aspects of the world depicted in the story.
• Determine which aspects of societal problems in the fictional world change the actions of the
characters and the outcome of the narrative.
• Consider the contemporary social issues operating in the world of the author.
After exploring these questions in your mind (or on paper), you should be able to clearly state a theme,
perhaps something like 'how total control by a government can change the way citizens view their
world.' Then you know that you understand the idea of social issues underlying the narrative.
Engaging with the Text
Students will engage actively with a text by reading it aloud independently or in small groups to
improve fluency, answering questions about the text to demonstrate comprehension, and making notes
on the content of the text, e.g., causes and effect or implement solutions, using graphic organizers.
Consolidating Learning
Discuss, analyze, and evaluate the social issues about which have learned through activities such as
making presentations, conducting group discussions, and participating in role-plays.
