Biocidal product regulation: Regulation (EU) No 528/2012

Hand Sanitizer Definition

European biocide directive (REGULATION (EU) No 528/2012 OF THE EUROPEAN PARLIAMENT AND
OF THE COUNCIL of 22 May 2012) defines in annex V Disinfectant products of type 1 as :

“biocidal products used for human hygiene purposes, applied on or in contact with human skin or scalps for
the primary purpose of disinfecting the skin or scalp.”

Non-active substances

art 19 (9) - Where a biocidal product is intended for direct application to the external parts of the human body
(epidermis, hair system, nails, lips and external genital organs), or to the teeth and the mucous membranes of
the oral cavity, it shall not contain any non-active substance that may not be included in a cosmetic product
pursuant to Regulation (EC) No 1223/2009.

ANSM
In the European context, French national health agency ANSM suggests

Ethanol, Isopropanol or propanol (propane-1-ol or n-propanol) at concentrations between 60% - 70% v/v
or a concentration between 520 et 630 mg/g (equivalence obtained by approximation with a mixture of
ethanol and water) and that advises the use of final products that are compliant with NF EN 14476 to
clearly assess Virucidal activity.

anchor at 150 rpm for 10 minutes. Use rotor-stator homogenizer to
