concentration of economic activity, he says, gives Mexico City "an

technology and the highest levels of investment in Latin America.

Alejandro Encinas took over as mayor when his predecessor, Andrés


Manuel López Obrador, stepped down to contest this year's close-run- and
hotly contested-presidential election. Being in charge of such a huge city
