JUNIOR PHILIPPINE INSTITUTE OF ACCOUNTANTS (JPIA)-STI COLLEGE OF

TAGUM ORGANIZATION CONSTITUTION AND BY-LAWS

PREAMBLE

We, the students of STI COLLEGE TAGUM taking BACHELOR OF SCIENCE IN


MANAGEMENT ACCOUNTING with the help of God, and believing in the need for a
better, semi-autonomous, and organized student government, hereby form a unified student
organization that shall embody the ideals and principles of democracy, in collective efforts to
promote the welfare of all management accounting students and the academic standards of our
Alma Mater, do hereby promulgate and adopt this constitution and by-laws that will promote,
implement, and maintain our goals and aspirations.

ARTICLE I: GENERAL PROVISIONS

SECTION 1. This Constitution and By-laws shall be known as the Junior Philippine Institute
of Accountants Organization of STI COLLEGE TAGUM.

ARTICLE II: NAME AND DOMICILE

SECTION 1. The name of the organization shall be known as Junior Philippine Institute of
Accountants

SECTION 2. The office of the Junior Philippine Institute of Accountants should be located
inside the premises of the school.
ARTICLE III: DECLARATION OF PRINCIPLES AND OBJECTIVES

SECTION 1. The Junior Philippine Institute of Accountants of STI COLLEGE TAGUM shall
promote mutual understanding through social, civic, intellectual, recreational, and scientific
programs and activities.

SECTION 2. The Junior Philippine Institute of Accountants adapts and observes the following
principles:
(1) Develop love of God and Country;
(2) Nurture the concept of transparency, rule of law, participation, and accountability;
(3) Foster the spirit of camaraderie among all constituents concerned;
(4) Observe “servire et conservare”; and,
(5) Uphold and strictly observe all provisions stated in this constitution

SECTION 3. The Junior Philippine Institute of Accountants shall have the following duties;
(1) Act as the highest and legitimate council of the BS Management Accounting and
studentry;
(2) Train members to have the intellectual capability in the disciplines of accounting,
business management, entrepreneurship, and economics to hone them in effective and efficient
leadership, with integrity and accountability in the form of capacity building, relevant training
and seminars etc.;
(3) Help the students develop self- confidence;

(4) Promote unity among students;

(5) Maintain school aspiration to promote quality education and academic excellence;

(6) Serve and protect students’ right and welfare, and,

(7) Represent the Junior Philippine Institute of Accountants in the policy making body of
the program, if necessary, concerning students' welfare.

Formulate and recommend programs that will address relevant issues or concerns of the
studentry.

(8) Plan and implement programs and policies designed to protect and promote students’
empowerment, rights, and welfare;
(9) Monitor and evaluate the student activities conducted and organized by Junior Philippine
Institute of Accountants in the school and in the community.

(10) Formulate and recommend programs that will address relevant issues or concerns of the
studentry.

(11) Plan and implement programs and policies designed to protect and promote students’
empowerment, right, and welfare;

(12) Monitor and evaluate the student activities conducted and organized by Junior Philippine
Institute of Accountants in the school and in the community.

(13) Create committees necessary to address the needs of the students;

(14) Make recommendations to Junior Philippine Institute of Accountants Moderator/s


regarding student matters, affairs, and activities;

(15) Serve as the representative of the studentry in voicing out their opinions, suggestions, and
grievances;

(16) Participate in the crafting or formulation of department improvement plans;

(17) Act as coordination council within the department BSMA

(18) Spearhead all mandated thrust, programs, and activities of the Junior Philippine Institute
of Accountants such as those not limited to anti-drug abuse, anti-smoking and governance and
leadership forums and seminars;

(19) Monitor and supervise the election of the Junior Philippine Institute of Accountants
officers for the succeeding school years.

(20) Monitor and coordinate elections of other department organizations;

(21) Recommend to the Program Head the granting, renewal, or revocation of accreditation of
BSMA student organization apart from Junior Philippine Institute of Accountants

(22) Turn over financial assets, papers, documents, properties, and other responsibilities to the
incoming Junior Philippine Institute of Accountants officers, and;

(23) Submit financial accomplishment reports to the Junior Philippine Institute of Accountants
moderator/s along with the incoming Junior Philippine Institute of Accountants officer during
the turnover ceremony.
ARTICLE IV: Membership

SECTION 1. All Bonafide BACHELOR OF SCIENCE IN MANAGEMENT


ACCOUNTING students are required to be the members of the studentry to whom the Junior
Philippine Institute of Accountants shall be always accountable.

ARTICLE V: Rights of Students

SECTION 1. Every student has the right to enjoy responsible freedom of speech and
expression.

SECTION 2. Every student has the right to avail themselves of all services offered by the
Junior Philippine Institute of Accountants.

SECTION 3. Every student has the right to conduct and participate in all departmental and
school-wide activities.

SECTION 4. Every student has the right to information on all the issues and matters
concerning them.

SECTION 5. Every student has the right to vote, be nominated, and be elected in accordance
with the provisions of Article VIII.

SECTION 6. All students have the right to be represented in the different meetings and
assemblies of the departmental issues affecting the welfare of the studentry.

SECTION 7. Every student has the right to due process.

ARTICLE VI: Duties and Obligations of Students

SECTION 1. Every Bachelor of Science in Management Accounting student has the


responsibility to observe and follow, with integrity, the laws of the Republic of the Philippines,
the rules and regulations of the institution, and abide by the Junior Philippine Institute of
Accountants constitution and by-laws.
SECTION 2. Every Bachelor of Science in Management Accounting student shall pay the
departmental development fee as regulated and approved by the appropriate Junior Philippine
Institute of Accountants issuances;

a. 300 Php – Development Fee


b. 50 Php – Membership Fee

SECTION 3. Every Bachelor of Science in Management Accounting student shall support and
promote the thrust and objectives of the Junior Philippine Institute of Accountants and the
school.

SECTION 4. Every Bachelor of Science in Management Accounting and shall participate


actively in all school activities and strive for academic excellence.

SECTION 5. Every Bachelor of Science in Management Accounting and student shall, at all
times, wear their school identification card and uniform.

ARTICLE VII
Composition, Election, Qualification, and Term of Office of the Junior Philippine
Institute of Accountants Council

SECTION 1. The officers of the Junior Philippine Institute of Accountants are duly elected
President, Secretary-General, Vice President for Academics , Vice President for Finance, Vice
President for Treasury, Vice President for Audit, Vice President for Sponsorship, Vice
President for Multimedia, Vice President Membership, Vice President for Communication and
Projects, Vice President for Logistics

SECTION 2. Junior Philippine Institute of Accountants Council elections shall be conducted


every third and/or fourth week of May annually. The election may be suspended or extended
based on reasonable grounds and approval by the Program Head and noted by the School
Administrator.

SECTION 3. The campaign period shall not be more than five (5) school days prior to the
Junior Philippine Institute of Accountants Council election.
SECTION 4. Candidates for all Junior Philippine Institute of Accountants Council positions
shall be;

a. Bonafied BS Management Accounting


b. Have a good Academic Standing, with no failing grades and a GWA of not less than
2.50 or 82.50% from previous semester.
c. Have a good moral character.
d. Have not been subjected to any disciplinary sanction; and,
e. Have paid the departmental fees.

SECTION 5. Once elected, all Junior Philippine Institute of Accountants Council officers, ex
shall be considered resign and ineligible from all major elective or appointive positions in
STCL organizations. This includes the President, Vice President, Secretary, Treasurer, Auditor,
Public Information Officer, Peace officer or equivalent.

SECTION 6. Residency of one (1) academic year shall be required of the candidates for all
Junior Philippine Institute of Accountants Council position.

SECTION 7. The officers of the Junior Philippine Institute of Accountants Council shall hold
office for one academic year.

ARTICLE VIII: Duties and Functions of JUNIOR PHILIPPINE INSTTUTE OF


ACCOUNTANT COUNCIL Officers

SECTION 1. The president shall be the chief executive officer of the Junior Philippine Institute
of Accountants Council. He/She shall have the following duties;

A. Preside over all meeting and/or may designate another officer to preside for a specific
meeting;
B. Ensure the enforcement of this constitution, by laws and other regulations that maybe
promulgated;
C. Sign all official minutes, resolution, correspondences, and others official papers of the
Junior Philippine Institute of Accountants.
D. Represent the Junior Philippine Institute of Accountants Council or designate his/her
representative for any external or internal affairs/function;
E. Head the Junior Philippine Institute of Accountants coordinating council for department
co-curricular organization;
F. Spearhead the implementation of Junior Philippine Institute of Accountants Council
project, programs and activities;
G. Create Ad Hoc Committees as mandated by the Junior Philippine Institute of
Accountants adviser/s or Program Head and,
H. Perform such functions delegated and instructed by the Junior Philippine Institute of
Accountants adviser/s or Program Head.
I. To represent their local chapter in the federation serving as a link between the council
and its local chapter.
J. Take active supervision and control of their local chapter operation.
K. To render annual report of the council’s activities for internal and external users
L. To perform other duties inherent to the position.

SECTION 2. The secretary-general shall have the following duties;

a. To keep accurate minutes of all meetings.


b. To disseminate all notices required for their local chapter
c. To be the custodian of all records, documents, and papers of their Local Chapter
President
d. To make formal letters, other documents, and papers and for their local chapter and to
certify that all records are noted by the Local Chapter President.
e. To perform other duties inherent to the position.
f. Keep accurate records of the minutes and document proceedings of every meeting;
g. Keep a file of all pertinent documents and papers of all council members and make
them accessible to the studentry;
h. Call and prepare all notices of all council members' meetings;
i. Head the council members; secretarial and,
j. Perform other duties assigned by the council members.

SECTION 3. The Vice President for Academics shall have the following duties;
a. To supervise the implementation of academic projects, programs, and campaigns of their
local chapter.
b. To coordinate with other institutions, agencies, or organizations necessary for the
realization of the academic programs of the local chapter.
c. To perform other duties inherent to the position.

SECTION 4. The Vice President for Non- Academics shall have the following duties;

a. To supervise the implementation of non-academic projects, programs, and campaigns of


their local chapter
b. To coordinate with other institutions, agencies, or organizations necessary for the
realization of the non-academic programs of the local chapter.
c. To coordinate with other institutions agencies, or organizations necessary for the
realization of the non-academic programs of the local chapter
d. To perform other duties inherent to the position.

SECTION 5. The Vice President for Finance shall have the following duties;

a. To authorize together with the Local Chapter President the se of funds and properties;
b. To handle and safeguard all funds and properties
c. To keep all original documents pertaining to cash receipts and disbursement.
d. To perform other duties inherent to the position.

SECTION 6. The Vice President for Treasury shall have the following duties;

a. To take charge of all Council’s purchasing and keeping of properties


b. To be in charge in the receipt and disbursement transactions of the local council;
c. To perform other duties inherent to the position.

SECTION 7. The Vice President for Audit shall have the following duties;

a. To monitor all receipts and disbursement of the local chapter every month.
b. To audit the financial statements prepared by the Regional Council Vice President for
Finance.
c. To render reasonable assurance as to the fairness of the financial statements under audit.
d. To perform other duties inherent to the position.

SECTION 8. The Vice President for Sponsorship shall have the following duties;
a. To supervise all fund-generating activities, such as solicitation and sponsorship, that
will aid the financial needs of every activity and project of the council.
b. To act as the intermediary focal person between the sponsors and local chapter.
c. To make the sponsorship packages relating to external entities and firms;
d. To perform other duties inherent to the position.

SECTION 9. The Vice President for Multimedia shall have the following duties;

a. To document NFJPIA-RX1’S project, programs, and campaigns.


b. To prepare graphics and publicity materials;
c. To supervise the branding management;
d. To perform other duties inherent to the position.

SECTION 10. The Vice President for Membership shall have the following duties;

a. To keep a complete list of names of all local chapter members and their directories.
b. In charge of the Membership Fee Imposition together with the local chapter members.
c. Recruit local chapter members
d. Prepare all Membership Requirements
e. To perform other duties inherent to the position.

SECTION 11. The Vice President for Communication and Projects shall have the
following duties;

a. The dissemination of information and documents within the Regional Council and their
Local Chapter.
b. To implement publicity strategies of their Local Chapter.
c. To manage the official social media accounts of their Local Chapter.
d. To create and head council projects that embody the council’s objectives.
e. To perform other duties inherent to the position.

SECTION 12. The Vice President for Logistics shall have the following duties;

a. To take charge of the venue preparation, e.g., production, scripts, backdraft, etc.
b. To manage all the physical events and activities needed by the Council.
c. To look for suppliers for the events logistics and activities needed by the council.
d. To safe keep all the pertinent documents such as contract and memorandum.
e. To perform other duties inherent to the position.
ARTICLE IX: COUNCIL MEMBERS Adviser

SECTION 1. The council members’ Adviser shall be designated by the School Academic
Head/ Program Head

SECTION 2. The council members’ adviser shall have the following qualifications;

a. Preferably a Business Management teacher, and;


b. Bachelor of Science in Management Accounting instructor.

SECTION 3. The council members’ adviser shall monitor all programs, projects activities and
meetings of council members always..

ARTICLE X: Commission on Election

SECTION 1. The commission on elections, wherein referred to as the council member


Comelec shall established within the day before election.

SECTION 2. The council member Comelec be the only agency that will manage the election
process including the campaign.

SECTION 3. The council member Comelec shall be composed of 2 members represented by


each year level who do not vested interest in the election, or in any way related to any of the
candidates, and who shall select a chairperson among themselves.

SECTION 4. The composition of the members of the council member COMELEC shall be
appointed by the adviser of the council members.

SECTION 5. The council member COMELEC shall have the following duties and
responsibilities;

a. Fair, honest and systematic elections;


b. Formulate an election process
c. Validate result
d. Accept or revoke candidacy
e. Proclaim the new set of officers;
f. Keep all pertinent election papers/documentations; and,
g. Do not protest relative to the conduct and results of the elections;

ARTICLE XI: The General Assembly

SECTION 1. The general assembly of the council member shall be composed of all elected
section class president of Bachelor of Science and Management Accounting.

SECTION 2. The General Assembly shall be a forum for information and consultations, which
decisions shall significantly consider.

SECTION 3. The General Assembly shall be convened by the president once every two
months starting in the month of July and as the need arises.

ARTICLE XII: Meetings and Quorums

SECTION 1. The council members shall conduct regular meetings or as agreed upon by the
officers.

SECTION 2. Special Meetings of the council members may be called upon by the president
or majority of the officers.

SECTION 3. The majority of the officers of the council members (50%+1) shall constitute a
quorum.

SECTION 4. Each officer of the council members is entitled to only one vote.

SECTION 5. No proxy shall be allowed when voting.

ARTICLE XIII: FINANCE

SECTION 1. The council members’ funds shall be classified into Trust Funds and Special
funds. Trust Funds shall consist of the council members' development fee, the amount of which
shall be regulated by the Junior Philippine Institute of Accountants adviser and with the
approval of the School Administrator. The Special Funds are funds that come from donations,
sponsorship, fund raising projects, or any amount derived from legitimacy.
SECTION 2. All recipients of money from all sources shall be evidenced by acknowledgement
receipt.

SECTION 3. The receipt must be collected during regular meetings, receipt and/or collections
made duly signed by the treasurer and president and noted by the public administration
coordinator.

SECTION 4. The council members may undertake fund-raising activities to subsidize its
projects or activities.

SECTION 5. The council members shall enjoy the freedom to determine their priorities in the
disbursement of its funds, if it all be, directly, and exclusively used to support and/or finance
the council members’ programs.

SECTION 6. The council members, through the Treasurer and the Auditor, shall promulgate
financial guidelines for proper financial management.

SECTION 7. At the end of every activity, the council members shall liquidate expenses, funds
shall be audited at the end of semester.

ARTICLE XIV: Impeachment, Resignation and Vacancies

SECTION 1. The officers of the council members may be impeached on the following
grounds;

a. Culpable violations of the Constitutions and By-Laws;


b. Gross misconduct, violence to persons in authority, negligence, and disloyalty to the
cause of council members and the school.
c. Non-attendance in both regular meetings 3 times without valid cause.
d. Abuse or misuse of power and authority.

SECTION 2. Two-thirds vote of the General Assembly shall be final, however, the officer
charged shall be informed 20 days prior to his/her impeachment case proceedings, of the
charge/charges against the accused the opportunity to be heard with or without a counsel his/her
defense.
SECTION 3. The resignation of an elected officer shall be written and shall take effect
immediately after the approval of most of the council members’ officers.

SECTION 4. The resignation of an appointed officer shall be written and shall take effect
immediately after approval of the appointing committee.

SECTION 5. Any vacancy in any of the positions for the reason of death, resignation, or
impeachment, shall be filled, subject to the recommendation of the council members.

SECTION 6. Any vacancy in the council members, except the position of the president, shall
be filled within ten school days from the day the position is rendered or considered vacant, by
appointing of the president from among the qualified members of the council members.
Immediately upon appointment, the appointee shall serve the remaining period.

SECTION 7. The council members Comelec shall certify the vacancy occurring in the council
members and the council members adviser shall certify the fact of appointment of the vacant
position.

ARTICLE XV: AMENDMENTS

SECTION 1. The constitution and by-laws may be amended or modified full or part once
every 1 year from its official issuance through a school president.
