ABSTRACT

Dr. Vijay Pandurang Bhatkar is a renowned Indian scientist celebrated for his pioneering work in
the field of supercomputing and information technology. Born on October 11, 1946, in Maharashtra, India, he
holds a B.E. degree in Electrical Engineering, an M.E. degree from the MS University of Baroda, and a Ph.D.
from IIT Delhi.

Dr. Bhatkar's most notable achievement is the development of India's first supercomputer, PARAM, in 1990,
marking a significant milestone in the country's technological advancement. He has also played a pivotal role in
initiatives that bridge the digital divide, such as the GIST multilingual technology and computer literacy
programs, impacting millions of lives. Additionally, he has been instrumental in establishing various research
labs and institutions, including C-DAC and TechnoPark, and has supported numerous innovation-based
startups.

Recognized for his exceptional contributions, Dr. Vijay Pandurang Bhatkar has received several prestigious

Dr. Vijay Pandurang Bhatkar is one of the most acclaimed


and internationally acknowledged scientist of India.
Vijay Bhatkar was born on 11th October 1946 in Muramba, Tq
Murtizapur Akola District, Maharashtra, India.
He entered a B.E. degree in Electrical Engineering from Nagpur
University, Nagpur; ME degree from the MS University of Baroda,
Vadodara and a PhD from IIT Delhi.

He's presently the Chairman of Board of Governors of IIT Delhi From 2012 to 2017. He served the utmost of the
time in his exploration on Supercomputers and in numerous further. He's best known for the armature of
Supercomputers where he developed the India’s First Supercomputer PARAM in 1990, under the technology of
denial governance.
He's presently looking over the National Supercomputing Mission of developing Exascale( 1018) Architecture
Supercomputers for India.

He was the author and superintendent director the Centre for Development of
Advanced Computing (C- DAC) was created at some point between
November 1987 and August 1988. C- DAC was given an original 3 time
budget of Rs375 million to produce a
1000M FLOPS (1G FLOPS) supercomputer by 1991.

Bhatkar is also extensively known for bringing ICT to the millions through a wide range of path- breaking
enterprise, similar as the famed GIST multilingual technology covering India’s 22 sanctioned languages with 10
different scripts that has dissolved the language hedge on computers formerly for all; MKCL’s computer
knowledge programme that made a world mark by creating 10 million computer literates within a decade;
Education to Home( ETH) action for bringing the benefits of ICT to academy education. In the 80’s, Dr Bhatkar
mainly contributed to the steering of electronics revolution in India.

He's also credited with the creation of several public exploration labs and institutions, specially amongst them
being C- DAC, ER&DC Trivandrum, IIITM- K, TechnoPark, MKCL, IsquareIT, ETH Research Lab and
Multiversity. Contemporaneously, he has guided several invention- grounded launch- ups. Dr. Bhatkar has served
as a member of the Scientific Advisory Committee to PM, Member of the Governing Council of CSIR and a
member of the IT Task Force constituted by PM in 1998. He's a Life Fellow of IEEE( USA) and Fellow of ACM(
USA), besides being Fellow of CSI, INAE, IETE, NASI, MASC and GES.

He has served as the Chairman of e-Governance panels of Maharashtra and Goa. Dr. Bhatkar has penned edited
over 12 books and 80 specialized and exploration papers and addressed several university convocations,
transnational and public conferences and conventions and public functions. His ground- breaking articulations
have been extensively covered by both print and broadcast media.
His current exploration interests are in supercomputing, artificial intelligence, brain- mind- knowledge, and
conflation of wisdom and church.
Bhatkar was conferred with Krishi Bharat Ratna Award in 2017,
Padma Bhushan Award in 2015, Padma Shri Award in 2000,
Maharashtra Bhushan Award of 1999- 2000. He's the
philanthropist of the prestigious Jindal Prize 2012 for wisdom
and technology in the service of society. He was conferred with
the Saint Jnaneshawar World Peace Prize 2010 by World Peace
Centre. He was also nominated to the Petersberg Prize 2004 and
was conferred with the prestigious Dataquest Lifetime
Achievement Award 2003.Dr. Bhatkar has been poured with a
string of awards, specially amongst them being Adi Godrej

Supercomputer and its usages:


Primarily, Supercomputers are designed to be used in organizations and enterprises, which require massive
computing power. This computer incorporates operational and architectural principles from grid and parallel
processing. Although, supercomputers require substantial floor space and houses thousands of processors. This
system contains most of the key components of a typical computer, including peripheral devices, a processor(s),
connectors, an operating system, and applications. The Union Minister for Communications and Technology,
Kapil Sibal, commended C-DAC, Pune for developing a high-performance, energy-efficient supercomputer in
India. He emphasized the significance of supercomputing for the nation's comprehensive progress, and
highlighted the government's commitment to boosting capacity, advanced research, and development in this
domain.

C-DAC, Pune has made notable strides in various fields, including engineering, pharmaceutical development,
and nuclear technology. Through the National Knowledge Network, prestigious institutions such as IIT and IIM
can also access these resources. Supercomputing technology plays a pivotal role in driving advancements across
these sectors.

The government is gearing up to provide substantial support to foster growth in supercomputing. This initiative
aims to facilitate capacity-building and fuel advanced research and development, aligning with the broader
vision for India's technological leadership and innovation.

Pandurang Shripad Bhatkar: The Father of Indian Supercomputing

Pandurang Shripad Bhatkar was a remarkable Indian computer scientist and engineer who made a significant
impact on the world of technology. His most famous invention was India's very first supercomputer, known as
PARAM.

In 1991, Bhatkar and his team introduced PARAM, which stands for "Parallel Machine." This groundbreaking
