The document discusses several topics: 1. India signed MoUs with France, Papua New Guinea, and Trinidad and Tobago to collaborate on digital technologies and share India's solutions for digital identity and payments infrastructure. 2. Fertility levels in India have dropped below replacement levels, leading to concerns about a aging population and potential economic challenges if growth is not rapid enough. 3. The Dragonfly Festival in India aims to increase awareness of dragonflies and damselflies as indicators of freshwater quality and conservation of wetlands.

Cabinet nod to digital pacts with France, Trinidad and Tobago, Papua New Guinea
The MoU with France will focus on collaboration in digital technology, and the ones with Papua
New Guinea and Trinidad and Tobago emphasise “sharing successful Digital Solutions … at
Population Scale.”
The latter two MoUs represent India’s efforts to lead countries of the Global South in building out
Digital Public Infrastructure (DPI), by way of sharing open source versions of the systems used
in India to build digital identity and payments infrastructure. The MoU with the two countries is
valid for three years.

India may face economic trouble as fertility levels drop

The female fertility level in India has dropped below replacement level sooner than in many
developed countries, causing premature ageing of the population; The trend makes it imperative
that India grows its economy rapidly or it runs the risk of getting caught in the middle-income
trap
elderly population (people over 60 years old)
children (people who are younger than 15 years old)
dependency ratio (that is, the ratio of the number of elderly people compared to the number of
people in the working-age population)
National Family Health Survey (NFHS-5) released in 2022, female fertility levels have dropped
below the replacement fertility level of 2.1 in all Indian states except only five (Uttar Pradesh,
Bihar, Jharkhand, Meghalaya, and Manipur). Further, the fertility level in urban India, which
stands at just 1.6, is comparable to the low fertility levels seen currently in the developed world

Dragonfly: The faces of wetlands in India

The Dragonfly Festival, being conducted across 11 States in India by WWF India in
collaboration with other organisations, aims to create awareness for the conservation of these
insects
In both adult and nymph phases, dragonflies are a top predator of the insect world. Familiar to
the dragonfly is the damselfly. To help tell them apart, dragonflies are generally larger with
bulkier bodies than damselflies. Both dragonflies and damselflies have two sets of wings, but
damselfly wings are the same size for both the front and rear sets. When at rest, dragonflies
hold their wings out like an airplane, but damselflies fold their wings closed over their back.
The dragonflies and damselflies are best bio-indicators of freshwater quality. The moment the
water is polluted, the population of these odonates decline
The wetland biomonitoring is being conducted in three wetlands in Kerala as part of the
Dragonfly Festival - Vellayani Lake, Bharathapuzha River and Kole wetlands.

All subatomic particles can be classified as either fermions or bosons. Fermions are the building
blocks of matter; bosons are particles that carry the forces acting between them. Now, when a
bunch of particles are cooled to very nearly absolute zero, so that their quantum nature comes
to the fore, they would all like to have the lowest energy possible – but they can’t. This is known
as Pauli’s exclusion principle.
All particles in a system are distinguished by four quantum numbers, sort of like their Aadhaar
numbers. The values of the four numbers together tell us something about how much energy a
particle has. The exclusion principle states that, in a given system, no two particles can have the
same four quantum numbers – that is, they can’t occupy the same energy level. Fermions are
particles that are bound by this rule. So they recursively occupy the lowest one available, until
all possible energy levels are filled.
Bosons are not bound by the exclusion principle principle: they can all occupy the same lowest
energy level at a given low temperature. This is why, for example, superconductivity is possible.

United Nations Global Commission on Adaptation (GCA)

The Global Commission on Adaptation was launched in Hague in 2018 by then UN Secretary
General Ban Ki-moon.
Its mandate is to encourage the development of measures to manage the effects of climate
change through technology, planning and investment.
Secretary General Ban Ki-moon leads the group with co-chair of the Bill & Melinda Gates
Foundation, and World Bank CEO.
It was launched with the support of 17 convening countries including China, Canada and the UK
and low-lying countries vulnerable to climate change including Bangladesh and the Marshall
Islands.
The Netherlands initiated the Global Commission on Adaptation to share its knowledge on how
it has managed to adopt innovative water management solutions as sea levels rise.
