I. INTRODUCTION
“Leadership is a service, not a position“ Being a leader means you have been placed
in that position to serve others. Effective leadership is the force that propels individuals,
teams, and organizations towards achievement and progress. It encompasses the ability to
envision a better future, inspire others to share in that vision, and guide collective efforts
toward realizing it. It is important for the people to know their leaders since good leadership
is essential for community development, conflict resolution, and representing residents'
interests. Effective leadership in a community involves several key characteristics and
practices tailored to the local community's needs.
The group conducted the interview on October 4, 2023, with the kagawad official of
Barangay 9 in Malaybalay City, Bukidnon. The group provided a request letter that contained
information and the purpose of the interview. Kagawad official, Mr. Mandangan P. Ali, is our
interviewee. We chose him since he is one of the great leaders in Barangay 9. During our
interview with a barangay 9 kagawad official, the barangay secretary named Ms. Crystal
Sevilla Villarosa was also included in the interview since most of the questions required
detailed answers. Our very own group member, Kagawad official Mr. Asnawie Macada-ag,
has also answered some of the questions because Mr. Ali asked for his opinion with regards
to answering the questions. After the interview with Kagawad Mr.Ali, we asked him to have
a photo with him for documentation purposes. Before taking the picture, we are referring to
the barangay captain, Mr. Rodrigo B. Timones. He also gives us advice about the importance
of good leadership. This activity helped us learn about the perspective of a leader, which was
not easy. The importance of public relations, transparency, and respecting your constituents
will help a leader gain the trust and respect of the people. This activity also shows us how the
unity and cooperation of the people and the leader can provide peace and prosperity to their
community. Kagawad Mr. Mandangan Ali also stated that good leaders are not born; instead,
they are made. Good leaders are made by themselves; good leadership can be developed
through hard work and perseverance to provide great leadership to the community.

Basic Information
Mandangan P. Ali was born on September 3, 1967, and currently residing at Purok 2,
Barangay 9, Malaybalay City. He is one of the current kagawad in Barangay 9, Malaybalay
City. He is assigned in the infrastructure department, that’s why he focuses more on the
infrastructures plan and goals in the Barangay. He started his first term as an elected officer
in Barangay 9 on 1997 until 2007, and then he was chosen by the City Mayor at that time to
be an executive secretary on the Mayor’s office in the City of Malaybaly. By 2017, he was
told to go back as a kagawad in the Barangay 9 to support his brother-in-law that is Punong
Barangay in the Barangay 9. They are still the officials in the barangay up until now. He
worked on a lot of jobs such as in DPWH, Provincial Assessor, in DENR, and in the City
Office. He graduated on 1890 and he proceeds on College of Law in MSU, but he didn’t
finish it because he was married to his wife Rosemarie Timones Ali. He had 4 children but
sadly his oldest children which are a special child past away last 2019. His 2nd children
named King Gafar Ali is a Civil Engineering graduate, his 3rd children named King Jabbar
Ali is a BSBA- Financial Management graduate, and lastly Queenie Ali the youngest is
taking Civil Engineer in USTP CDO.
3. What are your insights about the statement "great leaders are born, not made"?
Kagawad Ali: Okay, ang great leader gani Wala man ta gipanganak na nga mga kanang.
Ang ginamean ana is great leader na Wala gipanganak nga leader daan, Kay ang mga
gipanganak na nabuhi sa mga dinagko nga politicalitacy like Bongbing Marcus iyahang
amahan president na daan, oo, Sarah Duterte aww Wala mana gipanganak si Sarah
Duterte na presidente iyang amahan, oh karon paman na na presidente iyang amahan, ang

For him a great leader is never born to be a leader because a person's leadership ability
it can be developed through experience and learning not typically inherited traits and
innate characteristics that quality for their role. Their ability to lead comes from their
heart, if you are a person who's willing to serve and to help people, you can be a great
leader in your community.
4. How do you engage with community members and ensure their voices are heard
and considered in decision-making processes?
Kagawad Ali: Okay! Kinahanglan aduna kay baruganan, unsaon nimo pag badlong sa tao,
kung pananglitan ikaw number one ka nga badlungon diba? Kung pananglitan, ikaw! Dli
ka ma respetuhan sa inyong purok or inyong barangay… how come lugar nga
makapatawag kag pahina…kung palanglitan ikaw dli ka respitohon… mao ng dli lalim..
oh dili kay kinahanglan nga kagawad ka… basta lang nga kagawad, nga mutunga kalang
sa session, no! kinahanglan gyud nga naa kay mutual understanding, naa kay cooperation,
naa kay… unsay gitawag ani nila… kanang halobilo sa mga katawhan.. oh mao to nga
ginatawag nato nila nga KBL, okay! Kasal, bunyag, lubong … naa ka, kay aron pud
intawon ang mga katawhan… maka utang kabobot-on sa imoha… oy! Ato baya ng
paminawon sa kagawad kay tanan-tanan baya nga problema sa pamilya… naa baya na
sya oh... naa baya nas kagawad… sa atong simbahan, naa biya nas kagawad sa paglubong
og unsa ba… oh ana ba… so once gani nga aduna moy mutual understanding sa mga
katawhan … sayon ra kayo ang relasyon nnyo… mao na akong gi ingon sa inyo… I was
elected 1997, ever since… never nga napildi ko as a kagawad…okay, na maintain nako
ang akong camaraderie, public relation sa katawahan… gumikan sa akong public service
nga ginahatag sa ila… public relation sa katawhan… mao ng punto, unsaon man nimo
ang public relation… kung panaglitan wala sila poy utang kabobot on sa imo, wala kay
public service sa ila … diba lahi man karon…magpakita ka kron eleksyon… manghatag
kag kwarta … okey ra… pero pag dawat nako… oi nagsunod ba diay kas akong kuan…

trabaho… you know what usa administration? Who can define administration to me?

It’s important to have mutual understanding and cooperation when serving the
community. If you are a barangay or neighborhood official, your responsibility is to
assist with their needs and demonstrate leadership. It's not just about money; it's about
achieving success in community projects and services.During elections, it's essential to
show what you can do to gain the trust of the people. It's not just about money; it's about
your track record of helping the community and your plans to address their issues and
necessary projects in your area. Continue your public service, understand the people's
needs, and organize activities for their well-being.
7. What initiatives or projects have you led or been involved in to address these
challenges and improve the community?
Kagawad Ali: okay. Unsay mga projects nato na kinahanglan gyud na maimprove nato na
makahatag ug kaayuhan sa mga tao ug ma challenge pud ang mga tao. Okay. Sa akoa
lang, lahi man gud akoa committee bah ky infrastructure. Number 1 gyud is community
service, kailangan jud na makatukod ka ug mga proyekto na ma involved ang community.
Let us say, mag implement ta ug pathway karun dli ky musalig kog mason ug panday,
Kailangan kamo nga nagpuyo aning purok na magpahimulos aning pathway you're
involved to construct that project. Ngano? Once na mahitabo na sya, sila tanan ila nang
ampingan ang dalan (Amoa ng ampingan ky nahago raba mi ani) pareha rgud anang taong
imong gimahal dbah, once na imong gimahal imoha jud ng ampingan aron di masakitan

The statement explains that for him, the significant way to build a foundation and
improve the community is to enable the people to be involved in projects and plans in the
approaching future. This way the community will be challenged and provide significant
importance to the projects the people had built or been a part of that said project plans.
This will allow people to proceed with additional care in being associated with the
finished projects and appreciate their hard work and efforts. Thus, promoting diversity
and unity in forming a strong relationship in the community.
For him, being a responsible leader is a must. You should be responsible of every word
you say. If you tell to your community or to your organization your plans or goals in them
you should be responsible of it and it should be realistic. Because the people might ask
you about the plans or goals you promised. Example of their official’s goals or plans in
the past was to install pump for the people who lived almost at the top of a mountain
because the water supply can’t incline upwards. That’s why instead of telling the
community about this certain plan that isn’t realistic, do a plan that you know that it is
possible to do. Aside from being a responsible leader, you must be also helpful. You
should help your community about their concerns and show empathy to them. Therefore,
for you to be a good leader you should be true to your words and helpful to your
community.

inclusivity and diversity within the community?

Interviewer: Can you share any specific strategies or approaches you can employ to
foster inclusivity and diversity within community? Diversity, like diverse sa tanan, like
for example nag diverse ta kay naa tay muslim community and inclusivity like pare
pareha ra sila og meaning, like kumbaga sa religion and ethnicity, unsa bitaw inyong mga
strategies bitaw para maemploy ang inclusivity ang diversity sa inyong community.
Secretary: Strategy? Usually, among ginahimo diri is to envolved jud kay diba naa may
mi by purok dri.. so sa mga plans sa barangay…involved jud sila , so they are well-
informed. Ginapa apil sila to participate kung naa mi information nga naa tay buhaton in
ani… so dapat by purok nay representative para sa community or residents nga mga apil
jud sila. Dayon sa diversity… sa lahi lahi nga religion kuan jud namo siya syempre kung
nay activityang brgy.9 ga prepare ju mig foods na, so pareha sa… specifically pareha sa
purok 2 nga kuan… so ga prepare jud mig foods para sa ilaha and dayun ginakuan jud
namo na maka apil and mainvolved jud sila sa mga activities… so taga purok dapat jud
nay representative sa ilaha.
Our approach? In our barangay, we typically designate a representative for each Purok
to ensure everyone is engaged and well-informed about the future plans of the
community. We actively encourage everyone to take part in barangay activities.
Additionally, when it comes to varying religious beliefs like in our barangay we have
Muslim community, we provide diverse food options and organize inclusive activities to
promote participation and involvement among all members.
11. Looking ahead, what are your plans or aspirations for the community's future,
and how do you intend to achieve them?
Kagawad Ali: Sa amoa mam gyud, our current admin is Kuan na siya dili na siya bag.o, so 10
years na siya, naa na Jud mi plans and programs na nahimo so among ginahimo karon is to
continue na Lang and to develop more, specifically sa among infrastructure Kay last
pandemic Wala man Jud mi, freeze Jud amoang 20% development fund, so wala mi
infrastructure nga Kuan, even though nakaplan mi so karon pami kahinay-hinay og
implementation tungod sa pandemic nga na freeze ang among budget. In terms pud sa other
activities, freeze man Jud tanan atong pandemic so Wala Jud mi activities gyud, Kay more on
focus mi sa pag hatag og ayuda ato na time so after that katong after atong pandemic murag
kamulo pag karecover pud Ang barangay aside sa mga residents nga ga recover pud from
pandemic, ang barangay gahimo pud og diversion program katong mga programs namo na
nga nakaaligned na nga Wala naapil ang pandemic so nag divert japon sila og mga plans and
programs nga musulod japon to nga unsaon pag recover tungod sa pandemic, Isa na dayon
tong among 20% development fund ma hinay-hinay na Jud Gina implement so akoa karon
naa namin mi mga plan so more on implementation Jud amoang administration karon.
As to summarize his statement, their plans for the community's future is continue to improve
the infrastructure of their community, they want to ensure that everyone in the community is
supported and give the opportunity to succeed. Especially during pandemic their 20%
development fund have been freezed, also their plans and programs are stop for the meantime
because they are more focus on giving assistance to the people and they ensure that everyone
in the community is safe and has access to the resources they need. And now they are putting
their plans for the community into action.
According to Kagawad Muhammad Ali, one must never engage in corruption if he wants to
develop as a leader and a person. Corruption has never been a positive thing to do; it will
never make you stronger; on the contrary, it will make you weaker and give people a reason
not to trust you Trust acts as a bridge between a leader and his followers, it is crucial for
effective leadership because it promotes positive relationships, peace, and prosperity. His
ways of thinking and behaviors will help him earn the trust of his followers. A leader who has
a code of conduct that states that "whatever comes out of your mouth is also the one you will
do and make as a leader." Next, being a respectful person, showing respect to those under
your care will also do the same for you as their leader, and, most importantly, transparency;
sharing information with them about the barangay's goals and activities. The trust he gains
in his people inspires him to continue developing as a leader. Growing and learning to lead
will help him to provide good leadership.
Barangay Captain:
To be a good leader, you have to present your balance ecology, good communication with the
community, and, of course, improvement of your health, because health is wealth. If you have
good health, you become wealthy, so you can do your job and run the community with
transparency. Transparency means providing information to the people about the plans and
programs of the barangay. With this, people in the community will trust you and allow you to
be the leader of your community.
