I. INTRODUCTION

“Leadership is a service, not a position“ Being a leader means you have been placed
in that position to serve others. Effective leadership is the force that propels individuals,
teams, and organizations towards achievement and progress. It encompasses the ability to
envision a better future, inspire others to share in that vision, and guide collective efforts
toward realizing it. It is important for the people to know their leaders since good leadership
is essential for community development, conflict resolution, and representing residents'
interests. Effective leadership in a community involves several key characteristics and
practices tailored to the local community's needs.

The group conducted the interview on October 4, 2023, with the kagawad official of
Barangay 9 in Malaybalay City, Bukidnon. The group provided a request letter that contained
information and the purpose of the interview. Kagawad official, Mr. Mandangan P. Ali, is our
interviewee. We chose him since he is one of the great leaders in Barangay 9. During our
interview with a barangay 9 kagawad official, the barangay secretary named Ms. Crystal
Sevilla Villarosa was also included in the interview since most of the questions required
detailed answers. Our very own group member, Kagawad official Mr. Asnawie Macada-ag,
has also answered some of the questions because Mr. Ali asked for his opinion with regards
to answering the questions. After the interview with Kagawad Mr.Ali, we asked him to have
a photo with him for documentation purposes. Before taking the picture, we are referring to
the barangay captain, Mr. Rodrigo B. Timones. He also gives us advice about the importance
of good leadership. This activity helped us learn about the perspective of a leader, which was
not easy. The importance of public relations, transparency, and respecting your constituents
will help a leader gain the trust and respect of the people. This activity also shows us how the
unity and cooperation of the people and the leader can provide peace and prosperity to their
community. Kagawad Mr. Mandangan Ali also stated that good leaders are not born; instead,
they are made. Good leaders are made by themselves; good leadership can be developed
through hard work and perseverance to provide great leadership to the community.

III. TRANSCRIBE

Basic Information

Mandangan P. Ali was born on September 3, 1967, and currently residing at Purok 2,
Barangay 9, Malaybalay City. He is one of the current kagawad in Barangay 9, Malaybalay
City. He is assigned in the infrastructure department, that’s why he focuses more on the
infrastructures plan and goals in the Barangay. He started his first term as an elected officer
in Barangay 9 on 1997 until 2007, and then he was chosen by the City Mayor at that time to
be an executive secretary on the Mayor’s office in the City of Malaybaly. By 2017, he was
told to go back as a kagawad in the Barangay 9 to support his brother-in-law that is Punong
Barangay in the Barangay 9. They are still the officials in the barangay up until now. He
worked on a lot of jobs such as in DPWH, Provincial Assessor, in DENR, and in the City
Office. He graduated on 1890 and he proceeds on College of Law in MSU, but he didn’t
finish it because he was married to his wife Rosemarie Timones Ali. He had 4 children but
sadly his oldest children which are a special child past away last 2019. His 2nd children
named King Gafar Ali is a Civil Engineering graduate, his 3rd children named King Jabbar
Ali is a BSBA- Financial Management graduate, and lastly Queenie Ali the youngest is
taking Civil Engineer in USTP CDO.

1. How would you describe yourself as a leader?


Kagawad Ali: Ako. First of all, strikto ko nga leader, mao ng ingun nila nga isog.. isog
ko pinaagi sa akong pama agi gusto nko ma comply ang tinuod nga pamaagi isip leader.
Okey, I am not strict to consider ang sayop no. ako dli nko gina consider ang sayop, gusto
nako transparency, bureaucracy, detalyado kung unsa akong dapat himuon as a leader.
Bureaucracy gani pasabot…nga adona kay details sa imong trabaho. Pag ingun nimo nga
tingsulod nato sa trabaho alas otso, alas otso ta mutunga og mugawas ta alas singko, alas
singko. Mao na akong gina pasabot.kamo mga estudyante pamo., hopefully pag abot na
sa panahon.. The number one is kinahanglan gyud honest gyud mo. Honest mo sa tao og
kinsa man gali inyong gi serbisyohan og unsa man gali inyong trabaho. Dili kay gamiton
lang ninyo ang usa ka posisyon, pinaagi sa inyong personal nga interest, No! That’s my
principle.
From a positive perspective, Kagawad Muhammad Ali portrays himself as a strict type of
leader. His approach or technique for achieving his objectives as a barangay official and
earning the respect of the people is to be strict. He is a leader who favors transparency.
He is very honest and straightforward when dealing with individuals, giving them
thorough information. Honesty is one of the characteristics that a leader possesses; being
honest with people is important for leaders since it goes hand in hand with the word
"trust." As a barangay official, honesty is also one of his guiding principles to have the
trust of the people that surround him.
2. What motivated you to become a leader in this community, and what are your
main responsibilities and goals in this position?
Kagawad Ali: Being a public servant has been one of my motivations to become a leader.
Malipay ko nga motabang ko ug serbisyo sa tao, even though walang wala ako. Bisag
kanang mao nalang ang ihungit nako, kung adunay tao nga modulo saako nga mao kana
iyang panginahanglanon, ako nalang ihatag saiya kaysa akong ihungit. Gumikan kay
nasayod ko nga siya nanginanglan saakong serbisyo ug wala siyay lain pangamoduolan
kung dili ako kay ako man ang giduolan. So pasabot, nga ako malipay ko na makahatag
kog serbisyo sa tao. Ika duha, gusto ko magserbisyo sa tao, gumikan kay ako usa ko sa
Muslim. Naa pud na constituent nga Muslim diri sa Malaybalay which is wala silay
paingnan kung wala sila leader. That’s why I want to stand as a leader to lead my
constituents even if they are not Muslims as a residence of Barangay 9. I am the leader,
aron matagaan ko sila ug sakto nga pamaagi ug sakto nga serbisyo pinaagi sa akong
trabaho.”
As to summarize the statement of one of the Barangay council member, it is his duty to
serve and understand the members of his community as a public servant. He gains
motivation and satisfaction through helping people and providing his capabilities in
serving the community even in moments that he has nothing to gain. In addition, he also
stated he gains enthusiasm in helping Muslim constituent as he as well is a part of the
Muslim community. Thus, he took the initiative to stand as a leader in order to lead and
serve the constituent and even those who are not part of the Muslim community in any
way he can.

3. What are your insights about the statement "great leaders are born, not made"?
Kagawad Ali: Okay, ang great leader gani Wala man ta gipanganak na nga mga kanang.
Ang ginamean ana is great leader na Wala gipanganak nga leader daan, Kay ang mga
gipanganak na nabuhi sa mga dinagko nga politicalitacy like Bongbing Marcus iyahang
amahan president na daan, oo, Sarah Duterte aww Wala mana gipanganak si Sarah
Duterte na presidente iyang amahan, oh karon paman na na presidente iyang amahan, ang
gipasabot nako For example the Royal Blood nga sa England ang king nga kaylangan jud
mosunod iyang anak mao nay ginapasabot ana, pero dire sa atoa is democracy man ta,
pag panganak ta Kay gumikan Kay atong ginikanan nga nakita na nato na mga leader so

Tao. Dili na inborn ang leader, kinahanglan jud nga ang leader diha na dayon sa pagsugod
sa iyang legal age or unsa pa diha sa pagkabatan.on pa naa na siya'y sakto nga paghuna-
huna nga gusto ko mahimong leader, Kay murag lukso bitaw sa imong dugo nga makita
nimo ang tigulang nga gatabok, imong guyoron kay imong ipatabok kana that’s part og
public service, makita to nimo tong botelya nga nabuak imong puniton ibutang sa
basurahan Kay basin naay masamad. Sa ato pa sa hinay-hinay madevelop na imong
kaugalingon nga mahimo ka NGA leader gumigan kay gusto ka, ang imong punto ato is
dili maapektuhan ang imong katawhan. Panganlitan dili molabay og basura sa sapa Kay
Kong matigum nga matigum mahimo ni siyang flashflood, dili moagas og tarung atong
sapa Mao na, Mao mana ang mga causes karon sa flashflood, pag ulan og kusog Wala nay

For him a great leader is never born to be a leader because a person's leadership ability
it can be developed through experience and learning not typically inherited traits and
innate characteristics that quality for their role. Their ability to lead comes from their
heart, if you are a person who's willing to serve and to help people, you can be a great
leader in your community.

4. How do you engage with community members and ensure their voices are heard
and considered in decision-making processes?
Kagawad Ali: Okay! Kinahanglan aduna kay baruganan, unsaon nimo pag badlong sa tao,
kung pananglitan ikaw number one ka nga badlungon diba? Kung pananglitan, ikaw! Dli
ka ma respetuhan sa inyong purok or inyong barangay… how come lugar nga
makapatawag kag pahina…kung palanglitan ikaw dli ka respitohon… mao ng dli lalim..
oh dili kay kinahanglan nga kagawad ka… basta lang nga kagawad, nga mutunga kalang
sa session, no! kinahanglan gyud nga naa kay mutual understanding, naa kay cooperation,
naa kay… unsay gitawag ani nila… kanang halobilo sa mga katawhan.. oh mao to nga
ginatawag nato nila nga KBL, okay! Kasal, bunyag, lubong … naa ka, kay aron pud
intawon ang mga katawhan… maka utang kabobot-on sa imoha… oy! Ato baya ng
paminawon sa kagawad kay tanan-tanan baya nga problema sa pamilya… naa baya na
sya oh... naa baya nas kagawad… sa atong simbahan, naa biya nas kagawad sa paglubong
og unsa ba… oh ana ba… so once gani nga aduna moy mutual understanding sa mga
katawhan … sayon ra kayo ang relasyon nnyo… mao na akong gi ingon sa inyo… I was
elected 1997, ever since… never nga napildi ko as a kagawad…okay, na maintain nako
ang akong camaraderie, public relation sa katawahan… gumikan sa akong public service
nga ginahatag sa ila… public relation sa katawhan… mao ng punto, unsaon man nimo
ang public relation… kung panaglitan wala sila poy utang kabobot on sa imo, wala kay
public service sa ila … diba lahi man karon…magpakita ka kron eleksyon… manghatag
kag kwarta … okey ra… pero pag dawat nako… oi nagsunod ba diay kas akong kuan…
gahapon ga tan aw kos telebesyon og sa facebook nga gi organized ang tanan estudyante
nga mag mat ngon… gi suportahan sa PAO. This coming eleksyon… mag bantay no kay
kini sya … kada eleksyon rampant gyud ni gakahitabo ning vote buying…tana… ana…
so kamo nga mga batan on… sumasalmot… bali kami… kamo ang sumusunod sa amoa..
kamo ang apektado … dli man kami… o okay nganu? Once makalingkodang tao nga
walay pulos… ang maka luluoy ang komunidad… kinsa manang komunidad? Diba
kamo! Dili man kami… kami? Passby naman mi … puti na gani akong buhok… ikaw
wala pa gani puti sa imong buhok… mao nay gina pasabot namo nga kamo gyud ang
magpahimulos sa maayo nga pamaagi og trabaho sa inyong gipili… ang ako lang karon is
gusto gyud nako e emphasize sa inyo… ang inyong kurso is public… business… business
administration.. mao ang e emphasize nako sa inyo. That is very applicable sa inyong…
kurso ang ginatawag natog public relation… kay kung dili maayo inyong public relation
sa mga tao, dli maayo ang administration sa inyonh kuan administration… bisag unsa nga
trabaho… you know what usa administration? Who can define administration to me?
Hatagan tamog example… karon nga panahon administration ni Kapitan Timones…
administration ni… Mayor Warren… Attorney Mayor Warren Pabillaran. What do you
mean by administration? Okay e explain nko sa inyo, ayna na ninyo I define para mahibal
an nnyo… kanang administration… mao na ilang panahon… inyong panahon … oo nga
kamo magdumala sa tanan nga pamaagi sa inyong… bali inyong… motivation o unsa
man galing ang… let us say… business okay…nganung business administration mo?
Kung pananglitan nagtukod ka og isa ka business… unsaon nimo pag dumala ang usa ka
business? diba ang punto nya niana… ang usa ka pagdumala sa usa ka business…
kinahanglan maayo ang imong systematic, detalyado ang tanan nimo mga input og output
nimo, unsa man galing ang imong… sa imong kaalyado… sa tanan nimo nga mga
investment anah… kinahanglan details na… kay sa uban raba mga negosyante…
muingon sila nga… awh kung dli nimo ma kwenta ang mugawas kay ang imo lang gi
kwenta ang musulod… failure gyud ang imong business… okay… so pasabot nga …
kung gamay ray imong income nya dako imong gasto… ma failure imong business…

relation… okay! Unsa may mahitabo, ma failure ang imong business … so wala kay…
walay business… walay administration…diba? Oh mao ng akong gipasabot og
administration og business… imong gi invest dayon unsaon pag lambo ana…ikaw man
ang ga manage… imo man ng business… so mulambo na sya… pananglitan sakto imong
relastion sa imong mga tao. That’s why nga gihatagan tamog clue… kinahanglan gyud og
proper… proper relation… mao ng insakto.
It’s important to have mutual understanding and cooperation when serving the
community. If you are a barangay or neighborhood official, your responsibility is to
assist with their needs and demonstrate leadership. It's not just about money; it's about
achieving success in community projects and services.During elections, it's essential to
show what you can do to gain the trust of the people. It's not just about money; it's about
your track record of helping the community and your plans to address their issues and
necessary projects in your area. Continue your public service, understand the people's
needs, and organize activities for their well-being.

5. How do you maximize the abilities of your members to build an environment


where the group can succeed?
Kagawad Ali: Okay, kana siya tingali ahhh... Mag pakita pud kanga ikaw ikaw matinud-
anon sa imong trabaho kung ang membro man gud pananglitan ang kapitan nga kami man
ang mga membro niya kay mga kagawad mn mi ug makita namo ang kapitan nga mag
tulibagbag ma tulibagbag pud mi diba. Kinahanglan gyud as a leader you are a good
example o as a leader. The same ra gihapon sa pamilya, si amahan sigig pamadlong.
Ayaw mo hubog hubog ayaw mo sigig laag laag pero kada uli hubog. Unsaon niya pag
badlong sa iyang anak nga dili man siya good example. Pananglitan pud si inahan, okay,
kamo sigi lang mo laag laag kada gabii di tamo gaka kit an sa balay pero siya pag human
ug hugas plato toa na sa madjongan toa na sa tong-it an. That's a good example, Mao na
gipasa it ko nga as a good leader is a good example. Kinahanglan jud na good example ka
sa community sa imong employee or unsa ba diha imong membro sa establishment, good
example gyud.
The need for leaders to set a good example, both in their work and in their families. It
emphasizes the importance of leaders demonstrating honesty and good conduct in their
roles, as this can influence their members or colleagues. Similarly, it suggests that
parents need to be good role models in their families, refraining from excessive
wandering or drinking. The message of the text is that the virtue of leading by example is
crucial for leaders, communities, and families alike.
6. Have you experienced conflicts and obstacles as a leader?
Kagawad Ali: Of course, sa politika dili na mawala, dili na mawala kay every eleksyon
aduna kay opponent,kay naa man pud silay vested interest mao ning ingun nila nga
adunay pasumbingay nga there is no permanent, there is no permanent friends in politics
but there is a permanent interest in politics. Pero naka serbisyo mn gud ko sa mga
politician, matingala ko nga kaniatdo, kontra sila oh, pareha ni Gov. Roque og si Gov.
Zubiri, kontra! Pero pag suma kay kaalyado naman diay, kapartedo na… oh pareha karon
pananglitan muingon ka nga si… Jhon Flores pulahan, unya si… Zubiri ohh green…
Anah… sa ato pa adunay. Pero time will come matingala ka nga uban sila sa partido,
mao ng… gina pasabot nko ko nga walay permanent friends in politics…oo pero ang
interest. Ngano? Walay nabag o sa imo… kay gusto mn nko maabot akong interest..oo,
mangayo kog supporta sa imo kay… gumikan kay gusto nako makabot nko akong gusto.
Mao na nga kinahanglan gyud kabalo ka mudala sa politika, kung muingon ka nga
struggle every eleksyon… in politics adunay struggle… mag struggle gyud k okay naa

simple nga example sa negosyo. Ako nakit an koni nga street dghan ga agi… unya ang ga
agi dili kayo mga sapian, kasagaran mga batan on og mga estudyante… ah! Mag prito
kog turon og saging… bananaque…nag luto kag bananaque... ni click! Pag click, nakita
sa imong silingan…maayo man iyang paninda nga saging diay kay lami… kanang
mahalinan sya…okay… nitukod pud syag iya kay niawat… oh mao na ang usa, nga nakig
compete sya sa imo… mao ng isa ka conflict…kinahanglan gyud atong I open atong huna
huna, kung unsa man galling ang mas maayo pa ato. Kay nakita nato nga adunay
mahalinan sya ug mga turon og bananaque… maghimo pud kog juice anah para ipares
adto iyang turon og anah… kinsay taga south sa inyo? Yes sa south! Puros mo taga

Being a leaders in politics often experience conflicts and obstacles as part of their roles.
Political leaders confront a variety of issues, including opposition from rival parties
because both have a vested interest. So as a leader you need to learn how to handle
problems just like politics along with struggles in every election facing your opponent.
When faced with challenges and disagreements, leaders must open their mentality and act
in the best interest of the group of people.

7. What initiatives or projects have you led or been involved in to address these
challenges and improve the community?
Kagawad Ali: okay. Unsay mga projects nato na kinahanglan gyud na maimprove nato na
makahatag ug kaayuhan sa mga tao ug ma challenge pud ang mga tao. Okay. Sa akoa
lang, lahi man gud akoa committee bah ky infrastructure. Number 1 gyud is community
service, kailangan jud na makatukod ka ug mga proyekto na ma involved ang community.
Let us say, mag implement ta ug pathway karun dli ky musalig kog mason ug panday,
Kailangan kamo nga nagpuyo aning purok na magpahimulos aning pathway you're
involved to construct that project. Ngano? Once na mahitabo na sya, sila tanan ila nang
ampingan ang dalan (Amoa ng ampingan ky nahago raba mi ani) pareha rgud anang taong
imong gimahal dbah, once na imong gimahal imoha jud ng ampingan aron di masakitan
diba mao na siya. Pareha sa imong anak, kung ang imong anak kamo kung naa namoy
anak ky ako naa naman koy mga anak, kung knsa tong bata nimo nga dadto ka naglisod
let us say na masakiton or nag struggle jud ang inahan sa pagpaanak believe me lahi ang

The statement explains that for him, the significant way to build a foundation and
improve the community is to enable the people to be involved in projects and plans in the
approaching future. This way the community will be challenged and provide significant
importance to the projects the people had built or been a part of that said project plans.
This will allow people to proceed with additional care in being associated with the
finished projects and appreciate their hard work and efforts. Thus, promoting diversity
and unity in forming a strong relationship in the community.

8. How do you keep your team motivated amidst the challenges?


Kagawad Ali : Unsa tong isa? Katong dayon? Unsay pasabot ana?

Kagawad Ali: Despite the challenges? Okey… Mao siguro, public relation siguro,
kinahanglan nga mayo imong relasyon sa ila kay kung dli na nimo sila hatagan og maayo,
or wala moy mayo nga relasyon dili man gyud. Challenges, kinhanglan siguro nga imo na
silang...Unsay maayo ana Asnawie?
Kagawad Macadaag: Always gyud nimo sila I inspire og kanang ipa look forward nga
keep on going, bitaw biskagnaay challenges kay never back down kay unsaon nimog
achieve sa imong goal kung ikaw apil man diay ka nga unmotivated ug kanang murag
luya bitaw.

9. As a front runner, what is your strategy in working towards the organization's


aspirations and goals, and how will you carry it out?

community about this certain plan that isn’t realistic, do a plan that you know that it is

for you to be a good leader you should be true to your words and helpful to your
community.

Our approach? In our barangay, we typically designate a representative for each Purok
to ensure everyone is engaged and well-informed about the future plans of the
community. We actively encourage everyone to take part in barangay activities.
Additionally, when it comes to varying religious beliefs like in our barangay we have
Muslim community, we provide diverse food options and organize inclusive activities to
promote participation and involvement among all members.

11. Looking ahead, what are your plans or aspirations for the community's future,
and how do you intend to achieve them?

As to summarize his statement, their plans for the community's future is continue to improve
the infrastructure of their community, they want to ensure that everyone in the community is
supported and give the opportunity to succeed. Especially during pandemic their 20%

in the community is safe and has access to the resources they need. And now they are putting

12. How do you continue to learn and grow as an effective leader?

do and make as a leader." Next, being a respectful person, showing respect to those under
your care will also do the same for you as their leader, and, most importantly, transparency;
sharing information with them about the barangay's goals and activities. The trust he gains
in his people inspires him to continue developing as a leader. Growing and learning to lead
will help him to provide good leadership.
