Terms of Reference

Indonesia Sustainable Energy Week (ISEW) 2023


10-13 October 2023 (Jakarta, Hybrid Format)

Background
Indonesia has one of the fastest growing energy consumption in the world, driven by significant
economic and population growth rates and rapid urbanization. With more than 270 million people,
the country is the largest economy in the Southeast Asia. Energy consumption, especially in the
electricity sector, is rapidly growing and will continue to do so in coming years. The energy demand
is projected to triple by 2030. More than 100 million people have obtained access to electricity
since 2010, throughout the archipelagos more than 600 power grids. To reduce the dependency
on fossil fuel power the Indonesian Government has established a clear and legally binding target
for Renewable Energy (RE): to obtain 23% of the country’s total primary energy supply from RE
sources by 2025; with this coverage increasing to 31% by 2050. As part of its G20 commitment in
2022, Indonesia has further entered the “Just Energy Transition Partnership” with a group of
international partners, including Germany, and within it agreed to additional ambitions, including
a share of 34% RE and peaking of power sector emissions in 2030.

The Governments of Indonesia and Germany look back on a close cooperation in the energy
sector for more than 30 years. The cooperation stretches from financial to technical assistance,
across topics of renewable energy upscaling, transmission grid extension, green jobs and skills
development as well as inclusive dialogues with civil society organisations, both on national as
well as regional level. It is under this umbrella that the Indonesia Sustainable Energy Week
(ISEW) is organized from 10-13 October 2023 in Jakarta.

ISEW is a conference jointly hosted by the Indonesian Ministry of National Development Planning
(Bappenas) and Ministry of Energy and Mineral Resources (MEMR), and organized by the
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with other
German-funded implementing organisations. On German side, the energy cooperation is
represented through support by the Federal Ministry of Economic Cooperation and Development
(BMZ) and the Federal Ministry for Economic Affairs and Climate Action of Germany (BMWK).
ISEW is an annual event that was started last year in October 2022. This year’s ISEW will carry
the flagship theme of “United Towards a Decarbonised Energy System”, hoping to serve as a
national platform for policymakers, private companies, experts, civil society organizations,
academia and the public media to network, exchange ideas, and reach a common discourse in
order to achieve and accelerate Indonesia’s energy transition. The event will also convene
evidence from projects examining the transitions from science to deployment of energy
engineering and technology interventions, including – but not limited to technology assessment,
power system decarbonisation, financing energy transition, renewable energy pilot projects, multi-
stakeholders’ involvement and policy recommendations.

Objectives
Indonesia Sustainable Energy Week (ISEW) is a flagship energy event series in Indonesia, set
out to achieve three objectives:
 Provide high level dialogues between both the Indonesian – Germany Government
as well as Indonesian ministries working towards a global and national energy transition.
 Bridging the conversation between policymakers and the public, including civil
society, academia, youth groups and other non-energy stakeholders.
 Strengthening the awareness of the public-private sector and communities on
viable technology, policy and business solutions for Indonesia’s energy transition.

Participants
ISEW 2023 is aiming to invite participants from multiple backgrounds, namely, GoI officials and civil
servants, academia, private sector, CSO, youth, and open for public, with potential 100 actual
participants each day, and up to 500 participants online per day.

Session Description
a) Scene-Setting: a short session where one speaker will present the topic of the day in a TED talk
format (no QnA)
b) Roundtable Discussion: a moderator will run the discussion with a number of panelists (up to 4
people).
c) Workshop: several speakers (3-4 people) will present a topic that would later be discussed in a
session led by a moderator
d) Talk Show: up to two speakers will have a conversation about one topic that is guided by the
moderator’s questions. There will be no presentation in this session nor QnA.
e) Business Matchmaking: a platform for business start-ups (curated and incubated?) to pitch their
ideas to investor
