CONSTITUTION
OF
NFSAN
NATIONAL FEMALE STUDENTS ASSOCIATION OF NIGERIA
PREAMBLE
We, the members of National Female Students Association of Nigeria,
hereinafter referred to as "NFSAN", having firmly and solemnly resolved to
co-exist in unity and harmony as one indivisible and indissoluble body of
female students with the view of promoting our academic and general
welfare, for the purpose of maintaining a healthy and conducive learning
community and to provide a constitution for the purpose of promoting the
good governance and welfare of all female students on the principles of
freedom, equity, justice, co-operation and leadership and for the purpose
of consolidating the unity of our states, people and inter- students
solidarity and to promote national peace, do hereby make, enact, and give
to ourselves the following constitution.
GENERAL PROVISION
SUPREMACY OF THE CONSTITUTION
1. This Constitution is supreme and its provisions shall have binding force
on all members and officers throughout National Female Students
Association of Nigeria, organizations, groups or affiliates including
professional bodies and organs involving Nigerian Female Students.
2. It shall govern relations between members, especially in situations of
grievances and controversies.
3. In a situation where the constitution is silent on an issue, two thirds
(2/3) majority of registered members and board of trustee members
are eligible to resolve the issue by vote.
4. If any other law or convention or practice in the organization is
inconsistent with the provisions of this constitution, this constitution
shall prevail and that other law or convention or practice shall, to the
extent of its inconsistency, be void.
5. It shall be the obligation of all members of NFSAN to observe, apply
and enforce the provisions of this constitution.
NAME
1. The initiative established by this constitution shall be known and
addressed as "NATIONAL FEMALE STUDENTS ASSOCIATION OF
NIGERIA (NFSAN)" and shall be constituted as provided for by this
constitution.
MOTTO/SYMBOL
1. The motto of NFSAN shall be: Pride of Womanhood.
BRANCHES AND AFFILIATES
1. There shall be for the association, zonal, state chapters and affiliate
bodies in the Federal Republic of Nigeria and throughout the world.
2. The association reserves the right to accept or reject affiliations to it
by a group of persons or organizations.
3. Affiliate bodies of the association shall be female student's body
indigenous to Nigeria and organizations, bodies and other groups,
professional or non-professional involving Nigerian Female Students.
AIMS AND OBJECTIVES
1. To foster unity and harmony among members
2. To contribute towards the development of the society
3. To promote growth and progress of members of the Association
4. To serve as a channel of direct communication between Federal
Government of Nigeria, the International Community and any other
corporate body on one hand and Nigerian Female Students on
the other hand over matters of mutual interest.
5. To advocate for and promote the legitimate interests of all the
female students of Nigeria.
6. To discourage inter-ethnic rivalry among members on the basis of
the diverse component groupings in Nigeria.
7. To assist and enhance the educational attainment of members and
the advancement of youths of Nigeria.
8. To provide the forum for the co-operation of female students and
the expression of their concerns for the welfare of their education
worldwide.
9. To promote the 35% of affirmative action for women.
10. To give leadership and stimulate interest in matters which foster
national/global unity and understanding.
11. To encourage social activities for its members e.g. sports, send-forth,
NFSAN week, dinner, debate, pageantry, excursions, workshops,
seminars, symposium and picnics.
12. Establishing welfare funds for the benefit of members of the
Association.
13. Resolving disputes concerning female students welfare which may
arise between school management, government and students.
14. Maintaining a high standard of moral discipline and sound
behavioural conduct.
MEMBERSHIP
Ordinary Membership
1. Membership shall be by registration to every female students in
tertiary institutions throughout Nigeria and beyond, irrespective of
programme and year of study.
Life Membership
2. Those who have served the Association as Presidents, Zonal
Coordinators and Female Students Union Government President shall
assume a life membership status.
Expiration of Membership
1. One ceases to be a member of her chapter in this association on the
completion of her programme in the chapter of her association she
attended.
Right to Hold Office
Every active member shall have a right to contest for any elective post or
be appointed into any office/committee in the association subject to the
provisions of this constitution.
Eligibility to Vote
Female members of the Students’ Union Government have a right to vote
subject to the guidelines of the electoral committee who will ensure that
equal opportunities is given to all chapters of this association.
Right to Educational Aids and Grants
Every active member shall be qualified to enjoy available educational aids,
grants and services provided the grantor of such aids, grants or services
considers her eligible.

The following shall be established as offices in the National Executive
Council.

Qualification for Election into the National Executive Council
1. An aspirant to any post or office in the National Executive Council
must be an active member in her zone or chapter for a period not less
than (1) one academic session.
2. Candidates for the post of President/Zonal Coordinator/Chairman and
Secretary must be either foundation members of the Association or
shall have belonged to the Association for atleast 1 year prior to the
elections.
3. She must have fulfilled her financial obligations towards the
association.
4. Must be a current female student in any tertiary institution in the
country.
5. Must be of sound moral character.
6. Must be cleared by Department of State Security and the Nigeria
Police Force.
Qualification for Election into Zonal and Chapter Executive Council
1. Every Provision in section 13
(1) Subsection (1), (2), (3), (4), (5) and (6) of this section shall apply
mutatis mutandis.
Tenure of Office for Elected National Executive Council
1. The tenure of governance of the elected National Executive Council
shall not exceed twelve (12) calendar months from the date election
was conducted.
2. An instant were the tenure of office has ended and the election is not
forthcoming, the Chairman Board of Trustees in consultation with other
members of the committee will set up an Interim National/Zonal or
Chapter government.
3. The Transition National/State or Chapter government will conduct
elections within three (3) months of its duration in office.
Resignation in the Executive Council
All resignations within the National, Zonal or Chapter Exco should go to the
Secretary but where the Secretary resigns, it should go to the President
and a bye election conducted as soon as practicable fill the office.
REMOVAL/ SUSPENSION OF AN EXECUTIVE OFFICER
An Executive officer of the association may be removed from office by 2/3
majority of the congress where;
a) Commits any act adjudged by the congress to be gross misconduct, or
against the aspirations of the association.
b) Generally neglects her duties or is adjudged not to be efficient in this
particular office she occupies.
Interim National Government
1. In the event of the non-feasibility of succession by an elected
government in accordance with the provision of subsection (1) of
section (15) of this constitution, an Interim National Government shall
be put in place by the Chairman Board of Trustee in consultation with
other committee members.
2. The composition of the Interim Central Government must not
exceed (7) members.
3. The tenure of office of any government structure under this section
shall not exceed a period of three (3) calendar months, under which
period it must institute a succeeding elected National/Zonal or
Chapter government.
4. This government shall have a Chairman and Secretary.
DUTIES OF CHAPTER EXECUTIVE COUNCIL OFFICERS
1. The Chairman
a) She shall be the Chief Executive Officer of Chapter Executive at the
state.
b) She shall preside over all meetings of the Executive Council
c) Shall cause the Secretary to summon meetings of the Association
d) Shall be the Chief Accounting Officer and signatory to the bank
account(s) of her Chapter.
e) Shall be the Chief Decision Maker for the conduct and activities of
the Association.
f) She shall cast a vote when there is a tally at a meeting or the
Executive Council or any other meeting in that Chapter for which
she presides.
Vice Chairman
a) Shall perform similar duties performed by National Vice
President as stated by Section 2. Sub 1 of this Chapter in the
absence or on the directive of the chairman.
1. Secretary
a) Shall be in charge of and Head of Secretariat of NFSAN Chapter in
that state.
b) Summon all meetings on the advice of the Chairman.
c) Write all minutes of meetings of the Chapter Association.
d) Keep and be in charge of all records and stationery of the
Association.
e) Shall perform other duties as she will consider useful for that
Chapter and in accordance with the provisions of this
Constitution.
1. Assistant Secretary
a) Shall perform similar duties performed by the National Assistant
Secretary as stated in Section 5 Sub (1) in the absence or on the
directive of the secretary.
1. Treasurer
a) She shall keep all moneys belonging to the Association and deposit
it in the Association's account within 24 hours if such amount is
more than N5,000 (Five thousand Naira).
b) She shall possess a cash Book to keep regular records of all income
and expenditure of the Chapter.
c) She shall keep an Imprest Account of not more than (N2,000)
which can be re-imbursed only after retirement of the previous
amount taken and subject to the approval of at least two-thirds of
members of the Chapter Executive Council.
d) Shall be a signatory to the bank account of her Chapter.
e) Shall perform other assigned duties having to do with the finances
of the Association.
1. Financial Secretary
a) She shall keep all records involving the Associations funds.
b) She shall collect all monies on behalf of the Association and
deposit it with the Treasurer within 24 hours of receipt of such
monies.
c) She shall make known from time or as demanded, the financial
position of the Association.
(d) Shall perform any other assigned duty.
1. Public Relations Officer
a) She shall publicize the affairs of the Association.
b) She shall on the advice of the Secretary, put up notices for the
Association's meetings and activities.
c) Shall perform other duties as may be assigned to her by the
Executive Council.
1. Director of Socials/ Welfare
a) Shall organize Symposium, debate and other activities as the
occasion may demand from time to time as approved by the
Executive Council.
b) Shall be in charge of making arrangements for transportation for
external engagement(s).
c) Shall perform other duties as may be directed by the Executive
Council.
1. Provost
a) Shall maintain order and peace at meetings.
b) She shall ensure unruly members leave the meeting(s) as may be
directed by the President.
c) She shall take charge of late corners and absentees by asking them
to pay their fines.
d) She shall perform other duties as may be assigned by the
Executive Council.
Meetings of the National Executive Council
1. Quorum: At any meeting of the National Executive Council
Quorum would be formed by five (5) members provided the
National President or Vice President plus either the Secretary-
General or Assistant Secretary and either Treasurer or Financial
Secretary General are in Attendance.
2. Frequency:
a) The National Executive Council shall meet at least once quarterly
under ordinary circumstances.
b) There can also be emergency meetings when such need arises.
3. Decision Making:
a) Decisions of the National Executive Council shall always be taken by
a simple majority of members present and expressing assent or voting at
such meetings.
b) Unanimous decisions may be backed by a motion for adoption.
Meetings for the Zonal Executive Council.
1. Quorum: At any meeting of the Zonal Executive Council a Quorum
would be formed by the five members provided the Zonal Coordinator plus
either the Secretary general or Assistant Secretary and either Treasurer or
financial secretary is in attendance.
2. Frequency:
a) The Zonal Executive Council shall meet at least thrice in a
session under normal circumstances.
b) There can also be emergencies meetings when the need for them
arises.
3. Decision Making:
a) Decisions of the Zonal Executive Council shall always be simple
majority of members present and voting or expressing assent at
such meetings.
b) Unanimous decisions may be backed by a motion for adoption.
Meetings for the Chapter Executive Council.

Chairman plus either the Secretary General or Assistant Secretary and
