1 KANPUR METRO AND TRANSIT ORIENTED DEVELOPMENT (TOD)
The Kanpur Metro is designed to connect major areas/destinations and connect them with
other modes of transport. There are 2 Metro Corridors composed of 22 Metro Stations in
Kanpur Metro, one from Kalyanpur Railway Station to Naubasta and another from Agriculture
University to Barra- 9. The Kalyanpur Railway Station – Naubasta route is composed of 14
Metro Stations namely Kalyanpur Railway Station, Metro Service Centre, Geeta Nagar,
Rawatpur Railway Station, Moti Jheel, Bada Chauraha, Naya Gunj, Kanpur Central Railway
Station, Jhakarkati Bus Terminal, Baradevi Chauraha, Kidwai Nagar, Vasant vihar, Baudh
Nagar, Naubasta, covers major locations of the city including Kanpur Central Railway Station,
Kalyanpur Railway Station, rawatpur Railway Station, Jhakarkati bus Terminal, Kidwai Nagar,
Vasant Vihar. Another route from Agriculture University to Barra – 9 is composed of 9 Metro
Stations namely Agrikculture University, Rawatpur Railway Station, Kakadeo, Duble Pulia,
Vijaynagar Chauraha, Govind Nagar, Shastri Chauraha, Barra – 7, Barra – 9. Both the metro
route has interchange at rawatpur Railway Station.

1.1 Transit Oriented Development (TOD)
The National Transit Oriented Development Policy-2014 has been issued by the Government
of India, whose objective is to provide planned development and basic facilities in the rapidly
growing urbanized areas in the country. In this regard, the Government of India has instructed
the states to wherever public mass transit projects are implemented at any level as per the
requirements, they should be provided with TOD. In order of the same, Uttar Pradesh Transit
Oriented Development Policy-2022 has been promulgated on 24.08.2022. Agra, Ghaziabad,
Kanpur, Lucknow and Meerut are the cities in Uttar Pradesh where public mass transit
projects are being implemented.
Transit Oriented Development (TOD) is a model planning, which aims to optimize land use and
transportation by developing well planned sustainable urban development centers suitable
for pedestrians and housing with high density mixed land use around transit nodes. TOD
increases the reach of transit by creating, benefiting a large number of people, resulting in
increased ridership of the transit project and improving the economic and financial viability
of the system.
As per Uttar Pradesh Transit Oriented Development Policy 2022, TOD zone is the area around
the transit project/transit node outlined in the master plan of the development area where
the transit project is proposed to be implemented or operated. The three categories of TOD
zones are as follows:
1. Corridor TOD Zone: Area within 500 meter on both sides of the center line in the alignment
of the transit project for intra-city projects like Metro Rail (MRTS), BRTS, Metro Neo, Metro
Light, etc.
2. Radial TOD Zone: An extent of 1.5 km from the transit node will be considered as TOD zones
for the projects of regional connectivity such as Regional Rapid Transit System (RRTS) or High
Speed Rail (HRS), where inter-node distances are long.
3. Other High-Potential Areas: An area having high-potential for development opportunities,
specifically identified and marked as Transit-Oriented Development (TOD) zone in the Master
Plan which is close to mass transit system with large greenfield area. In such area, dedicated
feeder services will be provided from transit nodes.
The Kanpur TOD Zone is of type 1, ie., Corridor TOD where TOD zone has been marked till 500
meter in both side from the alignment of Mass Transit System, i.e., Kanpur Metro. The actual
boundaries of the TOD zone has been delineated based on the physical characteristics, local
conditions, and development possibilities of the area.
1.1.1 Delineation of Kanpur Transit Oriented Development (TOD) Zone
TOD Zone has been demarcated along Kanpur Metro Corridor as per Uttar Pradesh Transit
Oriented Development Policy 2022. As per policy, TOD zone will extent 500 meter from Metro
Corridor in both direction. Exact boundary of TOD zones has been demarcated on the basis of
physical features like road, railway line, river, canal, green areas, historical/archaeological
area, cantonment boundary etc.
1.1.2 Form of Development in TOD Zones
The land use of the zones shall be as per the use defined by the Authority in the Master
Plan/Zonal Development Plan. To determine the mix of land use, the TOD scheme will be
divided into two categories i.e., category 01- will have plots of size up to one hectare. Mixed
land use will be permissible in Category 01 plots, but not mandatory. If mixed use is proposed,
then it will be as per the table below:
