2.2 VENUE OF SESSION

All the activities relating to the Session, as per tentative programme (Appendix-5), will be held at this
place only.

2.3 ACCESS

GANDHINAGAR IS WELL CONNECTED BY THE FOLLOWING MODES OF TRANSPORT:


Air: There are a number of airlines that offer ights to Ahmedabad, including Air India, IndiGo, SpiceJet,
Akasa Air, Vistara. The airport is the Sardar Vallabhbhai Patel International Airport (Ahmedabad),
which is located about 15 kilometers from the city center. There are direct ights to Ahmedabad from a
number of major Indian cities, including Delhi, Mumbai, Chennai,Hydrabad, Pune, Bangalore etc.

Rail: Gandhinagar is well-connected by train to other parts of India. The main railway station in
Gandhinagar is the Gandhinagar Capital Railway Station, which is located in the heart of the city.
There are direct trains to Gandhinagar from a number of major Indian cities, including Delhi, Mumbai,
Ahmedabad, Jaipur, and Surat.

Road: Gandhinagar is also well-connected by bus to other parts of India. The main bus station in
Gandhinagar is the Gandhinagar Bus Station, which is located near the railway station. There are direct

Research Work done in the country during 2022-2023 will be discussed during the technical session.
These publications are sent free of cost to members who are up-to-date with their membership
subscription. These publications are expected to reach members in November, 2023. Members
attending the Session are requested to bring these publications with them.

5. RECEPTION OF DELEGATES
The Government of Gujarat has extended courtesy to receive the delegates at
Ahmadabad/Gandhinagar. Delegates will be received by the volunteers at Sardar Vallabhbhai Patel
International Airport, Ahmadabad, Railway Station Ahmedabad/Gandhinagar and Inter State Bus
Terminus Ahmedabad/Gandhinagar. The details of Flights and Trains are given in Appendix-3.

Reception Counters will be opened at these places. Delegates will be provided with the initial transport
to take them to their respective places of lodging arranged by the local organizers. Enquiry ofces will
be opened from 1st December, 2023 at the Venue and at the ofce of the Local Organizing Secretary.
Complete information about the arrangements and programme of the 82nd Annual Session will be
available in these ofces.

6. REGISTRATION

Note: Members who are retired from service and age above 60 are entitled for 25% rebate on above
rates of registration fee. This rebate will not be admissible to the spouse of the retired Member. Spouses
of the delegates will also have to be registered on payment of the requisite registration fee.
The arrangements for accommodation, transport and tours, etc. will be made only for the delegates
and their spouses who are registered and have sent their intimation by the cut-off dates. As
accommodation, transport and other facilities are limited; the delegates are strongly advised not to
bring their children with them as it will not be possible to provide accommodation for them.
Non-Members (whether ofcial or non ofcial) will not be registered. Delegates are, therefore, advised
to become Member of Indian Roads Congress well in advance. Membership Form for this may be

6.2 LAST DATE FOR REGISTRATION AND PAYMENT


Members desiring to register for Annual Session should ll-in the Registration Form,
Appendix-8, and send to The Under Secretary, Indian Roads Congress, IDA Building, Jamnagar
House, Shahjahan Road, New Delhi-110 011, so as to reach him along with the requisite
Registration fee latest by 20th November, 2023.
All the payment of registration fee will be uploaded in the web-portal of IRC. The delegate badge
will only be given to those delegates who are members of IRC and already paid their registration
fee. The delegates shall ensure that registration fee has duly paid on their behalf in case they are
being nominated by their respective Government/Organization. The Government/Organization
may pass instructions to nominated delegates to pay registration fee themselves in case the
Department could not make payment for any reason which would be reimbursed to them after
showing IRC receipt to Department for reimbursement.
Request for registration, received without Registration fee, will not be accepted. Registration is
valid only after remittance of Registration fee. Ofcial delegates are, therefore, advised to ensure
that the Registration fee on their behalf is sent by their Governments/Organizations within the
stipulated time. If there is any likelihood of delay in payment by their respective
Governments/Organizations, they should themselves remit the Registration fee so that it reaches
the IRC ofce at New Delhi by 20th November, 2023 at the latest to ensure registration in time. The
amount so received will be refunded to them in full, on receipt of the Registration fee paid on their
behalf by their respective Department. Delegates may kindly note that it will not be possible to
register any delegate unless his/her registration fee has been received in advance. Demand Draft
should be drawn in favor of the “Secretary General, Indian Roads Congress” and payable at New
Delhi. Delegates coming from foreign countries may, however, make remittance of registration
fee at the time of Registration by cash/electronic transfer.

6.3 CANCELLATION OF REGISTRATION


The request for cancellation of registration from individual delegates should reach IRC ofce at
New Delhi by 23rd November, 2023. In this case, 50 per cent of registration fee will be refunded. But
no such refund will be admissible if the request for cancellation is received after the due date.
In case of ofcial and local delegates, no refund of the registration fee will be admissible
irrespective of the date of cancellation. However, with regard to ofcial delegates, the
Governments/Organizations concerned can substitute the names in place of those whose
nominations are cancelled.

6.4 NOMINATION OF OFFICIAL DELEGATES


Indian Roads Congress, has addressed to the State Governments/Union Territories; Director General of
Works, CPWD; Engineer-in-Chief, A.H.Q.; Council of Scientic and Industrial Research; Director
General, Border Roads; Director, CRRI; Ministries of Rural Development, Agriculture and Water
Resources; Central Water Commission, RITES, NHIDCL, NHAI, etc. to nominate Senior and Junior
Delegates. It is suggested that in addition to Engineer Ofcers from among Members of IRC whom
Governments/Organizations may like to nominate to attend the Session, the ofcial delegation should
include:

a). Members of the Executive Committee and Council of IRC.

b). Authors of Papers published in Journal of IRC.


c). Ofcers working in Central and State Road Research Laboratories, who have helped
towards compilation of Road Research Reports and are in a position to make useful
contribution during IRC Session.
In the event of delay in nalizing names of the delegates, Governments/Organizations should send
information of the total number of delegates of each category being nominated for the Session.
Members nominated as ofcial delegates by the respective Central and State Governments or such
delegates as may be deputed by District Boards, Zilla Parishads, Municipalities, Improvement Trusts,
Development Authorities, Cantonments, Educational Institutes, etc. will, in accordance with previous
practice, draw their travelling Municipalities, Improvement Trusts, Development Authorities,
Cantonments, Educational Institutes, etc. will, in accordance with previous practice, draw their
travelling and halting allowances from the Administration/Organization concerned. These
Administrations/ Organizations will also pay the Registration fee to the Indian Roads Congress at the
rates mentioned in para 6.1

6.5 SPECIAL CASUAL LEAVE TO ATTEND SESSION


As a General Rule, Government of India encourages participation in IRC Sessions. Members may avail
Special Casual Leave as per Government Rules for attending IRC Session.

7. ACCOMMODATION
Government of Gujarat will make arrangements for accommodation. All details related to the
allotment of accommodation to delegates who have requested in advance, along with advance
payment, Hotels, etc. will be available on the website “www.82ircgujarat.com” and will also be
communicated to these delegates at Reception Counters on their arrival at Ahmedabad &
Gandhinagar. For those desiring accommodation of their own choice and at their own cost, the list of
Hotels and their current tariff is given in Appendix-6.
Accommodation for all delegates will be arranged from 12 noon of 1st December, 2023 to forenoon of
5th December, 2023. It will not be possible to provide accommodation for period less than that
mentioned above and charges for the period will have to be paid in advance.
In case, the delegates do not remit the charges in advance, it will not be possible to reserve any
accommodation for them. This may kindly be noted carefully to avoid inconvenience on arrival.
For those delegates who want to avail tour and need accommodation, the same could be arranged
for them for one more day provided such requirement is intimated by the stipulated date along with
payment in advance on pro rata basis.
Delegates who desire that lodging arrangements be made for them will have to ll their
requirements in the form given in Appendix-8 and return the same to the Local Organizing Secretary at
Gandhinagar. Demand Draft should be drawn in favour of the “Local Organising Secretary, 82nd
Annual Session, IRC payable at Gandhinagar. Please note that payment will be accepted through
Demand Draft only and not by cheque. Payment in this regard should not be sent to the Secretary
General, Indian Roads Congress. For online payment, visit website: www.82ircgujarat.com. To avoid
any inconvenience on arrival, the delegates are advised to intimate their requirements to the Local
Organizing Secretary by 20th November, 2023. Requests received after this date will not be entertained

Because of acute scarcity of accommodation, double bed room will have to be shared by two
persons. Owing to the limited accommodation, it may not be possible to arrange family
accommodation for Members who do not intimate their requirement well in advance.
No refund of accommodation charges will be made unless cancellation is done at least 10 days in
advance of the Session. The charges will be payable in advance and no refund for shorter stay will be
permissible. For stay beyond the ofcial period, full hotel charges will have to be borne by the
delegates through direct arrangement with the management of Hotels/Rest Houses. However, LOS
can provide assistance in this regard, if requested in advance. Delegates requiring accommodation in
Hotels mentioned in Appendix-7 may send their rm requirements along with hotel charges in advance
to the Local Organizing Secretary, so that reservation arrangements can be made on their behalf.(If
Available)

8. TRANSPORT FACILITIES
Pick and drop facility will be provided to the delegates from 1st December, 2023 to 5th December, 2023
(evening) at the time of arrival and departure, from the airport, railway station and bus terminal.
Transport will also be provided every day from the places of lodging to the venue in the morning and
back to their respective places of lodging after the end of dinner/end of the days programme.
For delegates in the rank of Chief Engineer and above, delegates with spouse and Council Members
etc., independent vehicle will be provided. Independent vehicle will be conned to within city limits
and up to 100 km per day. For other delegates, vehicles will be provided on sharing basis.

9. MEDICAL FACILITIES
First - Aid Facilities will be available at the Venue.
All COVID-19 protocols will be followed. Sanitization of the Venue will be done from time to time.

10. SOCIAL AND LADIES PROGRAMME


Cultural programme will be arranged in the evening on certain days. The programme details shall be
made available to delegates at the time of registration. Special arrangements will be made for ladies
accompanying the delegates by the Ladies Programme Committee to visit some of the places of
interest in and around the city.

11. CONDUCTED TOUR FOR THE DELEGATES (POST SESSION PROGRAMME)


Post-session tours have been arranged for the delegates subject to response of individual delegates
and will be on rst-come-rst-served basis. The tour details are given in Appendix-4.

12. ATTENDANCE
The presence of the delegates at all the technical discussions and presentations is essential. Delegates
are requested to sign the Attendance Sheets, which will be presented for the purpose at the places of
event. Co-operation of the Secretaries/Engineers-in-Chiefs/Chief Engineers/Heads of Departments is
solicited to ensure that the nominated delegates from their Departments attend the scheduled
Technical Sessions/Meetings and participate actively in the deliberations.

13. DISPERSAL
Delegates other than Council Members, Secretaries/Engineers-in-Chiefs and Chief Engineers may
disperse in the morning of 5th December, 2023. The Secretaries/Engineers-in-Chiefs and Chief Engineers
and Council Members can do the same in the afternoon of 5th December, 2023. For delegates availing
the Post-Session Tours, dispersal will be at tour places after completion of the respective Post-Session
Tour, as indicated.

14. TRAVEL AND RESERVATION


Current timings of Air, Rail and Bus Services to-and-from Ahmedabad/Gandhinagar are available on
Website “www.82ircgujarat.com”. These timings are, however, subject to change. Members are,
therefore, requested to ascertain the correct timings before starting their journey. The list of Flights &
Trains details are given in Appendix-3.

intimated their intention to attend the Session and who have given their correct addresses/e-mail IDs,

17. ELECTION OF COUNCIL MEMBERS


17.1. Election under Different Rules
At the 82nd Business Meeting of the IRC to be held on the 4th December, 2023 the following 28 members
are to be elected to the New Council of the IRC from amongst those who are present at the Meeting.
They will have a tenure extending to the next Annual General Meeting. Rules under which election will
be held are reproduced below:
Rule 9k (i) Six representatives to be elected annually at the time of the Annual General
Meeting by a “Board” consisting of nominees of Associate Members from Private
Sector elected under Rule 5-g and present at the meeting from amongst themselves.
Rule 9k (ii) Three representatives to be elected annually at the time of the Annual General Meeting
by a ”Board” consisting of nominees of Associate Members from Government and Public
Sector Undertakings elected under Rule 5-g and present at the meeting from amongst
themselves.
Provided that in the event any dispute as to the composition of the Board, the dispute
shall be referred to the President of the Society for decision and his decision shall be nal.
Rule 9l One representative to be elected annually at the time of the Annual General Meeting by
the nominees of such Associate Members elected under Rule 5-g which are institutions
primarily engaged in roads and road transport research (whether in Private or Public
Sectors) from amongst all such nominees present at the Meeting.
Rule 9m One representative to be elected annually at the time of the Annual General Meeting by
the nominees of Engineering Universities/IITs, Engineering Colleges/Training Institutes,
who are Associate Members elected under Rule 5-g from amongst the nominees present
at the meeting.
Rule 9n One representative to be elected annually at the time of the Annual General Meeting by
a “Board” of Engineers from Zilla Parishads, District Boards, Panchayat Samities,
Panchayati Raj Departments, Rural Development Departments, Rural Works
Departments and Rural Engineering Organisations who are Members of the Society, but
are not under the administrative control of the P.W.D. Chief Engineer of the territory in
which they are serving, and present at the meeting from amongst themselves.
Rule 9o One representative to be elected annually at the time of the Annual General Meeting by
a “Board” of Municipal, Improvement Trusts, Development Authorities and Cantonment
Engineers who are Members of the Society and are present at the meeting from amongst
themselves.
Rule 9p (i) Ten representatives who shall all have been Members of the Society for at least ve years
to be elected annually at the time of the Annual General Meeting by all present and
voting; provided that the number of elected Members from each State/Union Territory
under this Rule should be limited to one.
Rule 9p (ii) Two representatives who shall be below 35 years of age on the date of Business Meeting
and all have been Members of the Society for at least ve years to be elected annually at
the time of the Annual General Meeting by all present and voting; provided that the
number of elected Members from each State/Union Territory under this Rule should be
limited to one.

It was decided that separate nomination for rule 9-p(I) and 9-p(ii) will be obtained and
election under the two sub-rule will be independent of each other. The representatives
below 35 years of age may be from the same state as for the rule 9-p(i).

Rule 9q One representative of Mechanical Engineers having at least ve years standing
membership to be elected annually at the time of the Annual General Meeting from
amongst the Mechanical Engineers who are Members of the Society and are present at
the time of meeting.

Rule 9s Ten representatives of lady Members of the Society having at least ve years standing
membership to be elected annually at the time of the Annual General Meeting from
amongst lady Members of the Society who are present at the meeting.

Note: A Member will be allowed to seek election against only one Rule of his choice at any one
time.

Members who are eligible to elect Members under any of the above Rules are requested to indicate

Nomination form is at Appendix-10. Additional nomination form, if required, can be obtained from the

IRC Camp Ofce at the Venue on any day after the start of the Session and upto 11.00 hours on the 3
December, 2023.

17.3 LAST DATE AND TIME FOR FILING NOMINATIONS


Nomination forms, duly completed, may be deposited with IRC Secretariat at Camp Ofce latest by
12:00 hours on the 3rd December, 2023. The list of the candidates eligible for election as Members of the
Council will be displayed at the Registration Counter and IRC Camp Ofce at 15:00 hours on the same
day. The nomination can be withdrawn through a written request addressed to the Secretary General,
IRC before 16:00 hours on the 3rd December, 2023. The nal list of candidates will be displayed at the IRC
Camp Ofce at 19:00 hours on the 3rd December, 2023 and only those candidates whose names gure
in the list will be eligible to contest. The election schedule, in brief, would be as follows:

17.4. PROCEDURE OF ELECTION


Voting will be open from 11:00 hrs to 16:00 hrs on 4th December, 2023. For casting their votes, Members
would have to produce the Badge Card for entry to the Hall and for online voting, Members would use
their Roll No. For ready use, Roll No. would be printed on the Badge Card.

18. TECHNICAL EXHIBITION


Technical Exhibition with special emphasis on Highway Engineering, Bridge Engineering, Road Safety
will be organized at the Mahatma Mandir, Convention And Exhibition Centre, Gandhinagar, Gujarat,
India. A number of Government Departments, Government Undertakings and Engineering Firms are
likely to participate in this Exhibition. All States are also being requested to participate in the Technical
Exhibition to showcase their achievements etc. Delegates are invited to visit the Exhibition as this is
being organized for their benet. There will be no entrance fee for the delegates. The Exhibition being
educative and informative, the delegates should spare some time to visit it. All stakeholders
participating in Technical Exhibition should be Corporate Members of IRC. Stalls will not be allotted for
non-Corporate Members. The Corporate E-Membership fee is Rs.35000/- (Annually).

Any organization desiring participation in the Exhibition may contact the Local Organising
Secretary,82nd Annual Session IRC or Convenor, Technical Exhibition Committee.
