Proposed Cadre Restracture

This document proposes restructuring the cadre of district cadre ministerial employees in Odisha. [1] Junior Assistants would remain at Level 4 initially but receive a time-bound promotion to Level 9 after 4 years of service, in the absence of other promotions. [2] Senior Assistants would be revised to Level 9, in line with other cadres with similar qualifications and skills. [3] Section Officers would be revised to Level 10, Establishment Officers to Level 11, and Senior Establishment Officers to Level 12, reflecting consequential revisions to higher grades. [4] A new role of Administrative Officer is proposed at Level 13 to provide better opportunities for the Odisha Ministerial Service cad

The PEO (Panchayat Executive Officers)


having qualification +2 get Feeder Grade pay
at Level-5 (GP-2000) are further getting pay
at Level 9 (GP-4200) on their first promotion
to GPEO. It may be noted here that OSSSC is
conducting common recruitment for the post
PEO and Jr. Asst and the higher qualified
employees are getting less pay in their
promotional avenue.
Similarly, the ARI (GP-1900), AMIN (GP-
1800) are getting pay at Level-9 (GP-4200)
on their first promotion to RI on completion
of 5 years of services under ODRS Rules.
