In this parallel universe, the Marvel world has seen its fair share of
triumphs and tragedies. The formation of the Avengers brought together
a powerful team of heroes dedicated to protecting Earth from an array of
formidable foes. Over time, however, the collateral damage and civilian
casualties associated with their battles have led to increased public
scrutiny and concern.
• In 2014, Steve Rogers, also known as Captain America, was
adapting to modern-day life after being frozen in ice for 70 years.
He began running missions for the Strategic Homeland
Intervention, Enforcement and Logistics Division (S.H.I.E.L.D.),
but soon started questioning the organization's true intentions.
After Nick Fury, head of S.H.I.E.L.D., revealed that HYDRA had
infiltrated the organization, Rogers teamed up with Natasha
Romanoff, a fellow Avenger and S.H.I.E.L.D. agent, to dismantle
HYDRA's Project Insight at the Triskelion. Alongside Sam Wilson
and Maria Hill, they destroyed the three helicarriers that would
have eliminated millions of perceived "threats" to HYDRA. This
event prompted the government to begin questioning the role of
organizations like S.H.I.E.L.D. and superheroes, planting the seeds
for future discussions about government restrictions on
superheroes.
• In 2015, Tony Stark obtained the Mind Stone, one of the six
Infinity Stones. Together with Bruce Banner, they attempted to
create a suit of armor to protect Earth from universal threats.
However, their creation, Ultron, turned against them, devising a
plan to eliminate humanity by lifting the country of Sokovia and
dropping it back to the ground. The Avengers managed to defeat
Ultron, saving the world from global extinction, but the destruction

Machine, operated from a privately-owned base. During a mission in
Lagos, Wanda Maximoff inadvertently caused the deaths of 11
Wakandans while trying to prevent a bomb explosion. This tragic
incident prompted the United Nations to issue the Sokovia Accords in an
attempt to gain control over superheroes and hold them accountable for
their actions.
In this alternate timeline, the Civil War crisis has drawn in additional
heroes, such as Shang-Chi, Doctor Strange, Hulk, and Thor, who must
now take a stand on the Sokovia Accords. Delegates representing these

• The Avengers
In this movie, we see the first of The Avengers forming to battle
Loki and the Chitauri, a race of cyborgs sent to conquer Earth. Iron
Man, Captain America, Hulk, Thor, Black Widow, and Hawkeye
unite as the Avengers forming the original group. The climax of
this movie occurs as the Chitauri enter Manhattan through a portal
in the sky. As the battle rages much of Manhattan is destroyed and
it leads the World Security Council to send a nuclear missile in an
attempt to stop the invasion. Iron Man manages to deflect the
nuclear missile into the portal and it is eventually closed. This is
the beginning of a new age as the super hero team takes center
stage in the media. For some, they stand as heroes who save the
world and for others they are too powerful and must be stopped.
• Sokovia - Avengers: Age of Ultron
In the Marvel Cinematic Universe (MCU), Sokovia is a fictional
country located in Eastern Europe. In the film Avengers: Age of
Ultron, the Avengers fight against the villainous artificial
intelligence known as Ultron, who seeks to wipe out humanity.
Ultron uses Sokovia as his base of operations and creates a
machine to lift the entire city of Sokovia into the sky with the
intention of dropping it back down to Earth as a means of causing
mass extinction.
The Avengers manage to stop Ultron's plan and save Sokovia from
destruction, but not without significant collateral damage. As a
result, the Sokovia Accords are proposed, which are a set of
international laws designed to regulate the activities of enhanced
individuals and organizations like the Avengers.
• Battle of Lagos
In an attempt to steal a biological weapon, Brock Rumlow or
Crossbones and his mercenaries travel to the Institute for
Infectious Diseases. Upon arrival, he and his gang are spotted by
the Avengers. In an attempt to stop him, Captain America, Falcon,
Black Widow, and Scarlet Witch positioned themselves in
defensive places. Rumlow’s men use a garbage truck as a battering
ram to the front of the building. With this poisonous gas was
released into the air which allowed enough of a distraction for
Rumlow to get away with the bioweapon. After he is caught, he
attempts to use a suicide bomb jacket. While Maximoff is able to
contain the explosion for a short time, she accidentally loses
control and the explosion hits a nearby building which kills
multiple aid workers from Wakanda.
Civil War
In the aftermath of the devastating events in Lagos, the international
community has grown increasingly concerned about the collateral
damage and civilian casualties caused by the actions of the Avengers and
other super-powered individuals. To address these concerns, the United
Nations proposed the Sokovia Accords, a legislative measure aimed at
providing government oversight and regulation for superheroes. The
Accords mandate that all enhanced individuals register with the
government and only act under the supervision and approval of an
international governing body. As the Sokovia Accords are presented to
the Avengers, tensions rise, and the heroes find themselves divided on
the issue. Tony Stark, also known as Iron Man, haunted by the
destruction he inadvertently caused by creating Ultron, supports the
Accords, believing that they will bring much-needed accountability and
oversight to the Avengers' operations. On the other hand, Steve Rogers,
or Captain America, sees the Accords as an infringement on individual
freedoms, arguing that superheroes should have the autonomy to make
their own decisions and act in the best interest of humanity without
political interference. The ideological divide between Captain America
and Iron Man creates a rift within the Avengers, with each hero rallying
a faction of supporters behind their respective viewpoints. As the two
sides clash, the superheroes are forced to confront not only their
differing opinions on the Sokovia Accords but also their relationships
with one another and the role they play in protecting the world. The
Civil War crisis challenges delegates to navigate the complex political

• Ant-Man - Scott Lang, a former convicted thief who was
convinced by Hank Pym to take up the mantle of Ant-Man.
Ant-Man has an advanced suit that shrinks its wearer to a tiny
size while increasing their toughness, agility, and strength.
Trained under Pym and his daughter Hope van Dyne, Ant-Man
was to help foil Pym's former protege Darren Cross, who was
intending to sell his Yellowjacket Suit design and his copy of
the Pym Particles formula to HYDRA and the Ten Rings.
• Black Panther (T’Challa) - King T'Challa is the King of
Wakanda and the eldest child of T'Chaka and Ramonda who
was chosen to be the holder of the Black Panther mantle.
Although busy ruling Wakanda and serving as a delegate to the
rest of the world, T’Challa has been called on by the avengers
to help through the events of the civil war. As a leader of a
powerful nation, T’Challa supports the Sokovia Accords, as
they provide a guarantee of security in these trying times.
• Black Widow (Natalia Romanoff) - Natalia Alianovna
"Natasha" Romanoff is one of the most talented spies and
assassins in the entire world and a founding member of the
Avengers. Having extensive mastery in martial arts and armed
with her Widow's Bite, Romanoff became one of S.H.I.E.L.D.
's most efficient agents, using the title given by her former
organization as her codename, Black Widow. She signed the
Sokovia Accords in the wake of the violence that has become
of the world, although she has her own hesitations.
• Bruce Banner (Hulk) - Doctor Robert Bruce Banner, M.D.,
Ph.D., is a renowned scientist and a founding member of the
Avengers. During an experiment, Banner substituted vita
radiation for gamma radiation as a result, the mild-mannered
scientist found that when angered, provoked or excited, his
body and brain would transform into a huge, rage-fueled,
primitive-minded creature known as the Hulk. As Banner is
one of the more feared members of the Avengers, the Sokovia
Accords were particularly targeted towards him.
• Bucky Barnes - James Buchanan "Bucky" Barnes is a World
War II veteran, former officer of the 107th Infantry Regiment
and the best friend of Steve Rogers since childhood. Barnes
was thought to be deceased after World War II, but it was later
discovered that he had been kidnapped and brainwashed by
HYDRA to fight for them as a super-soldier. As a result,
Barnes committed many war crimes. The Sokovia Accords are
largely focused on Barnes and whether or not he should be
turned over to SHIELD for questioning after being suspected
of bombing the ratification.
• Captain America (Steve Rogers) - Captain Steven Gran t
"Steve" Rogers is a World War II veteran, a founding member
of the Avengers, and Earth's first known superhero. After the
Sokovia Accords ratification was bombed, with Bucky Barnes
resurfacing as the primary suspect, Rogers and his anti-accord
allies became fugitives of the law while assisting in his escape.
A strong soldier, capable leader, and fierce ally, Steve Rogers
will stop at nothing to hold true to his beliefs.
• Captain Marvel - Carol Susan Jane Danvers is a former
United States Air Force pilot who, upon being exposed to the
energy of the Tesseract via the destruction of the Light-Speed
Engine, obtained cosmic powers. She gained further powers
when she was made into a Kree-human hybrid via a blood
transfusion from Yon-Rogg, and had all of her old memories
removed, turning her into the Kree's weapon and a member of
Starforce.
• Detective Fury - Nicholas Joseph "Nick" Fury is a spy, former
Director of S.H.I.E.L.D. and founder of the Avengers. Fury
began his career within the United States Army, rising to the
rank of Colonel before his honorable discharge. Fury refocused
his efforts over the next 15 years to organize the Avengers
Initiative, with Fury's true intentions were to bring together any
other powerful individuals to assist S.H.I.E.L.D. with
protecting the Earth from extraterrestrial threats, which he had
only learned of following his encounters with the Kree and
Skrulls.
• Dr. Strange - Doctor Stephen Vincent Strange, M.D., Ph.D. is
a Master of the Mystic Arts. Originally a brilliant but arrogant
neurosurgeon, Strange got into a car accident which resulted in
his hands becoming crippled. Once Western medicine failed
him, Strange embarked on a journey to Kamar-Taj, where he
was trained by the Ancient One in the ways of Magic and the
Multiverse. Strange then became the new protector of the
Sanctum Sanctorum, seeking to defend the Earth from other
inter-dimensional threats.
• Falcon (Sam Wilson) - Samuel Thomas "Sam" Wilson is a
United States Air Force pararescue airman who wielded an
experimental military wingsuit, operating under the callsign
Falcon. Falcon stood by Captain America with protecting the
Winter Soldier, which had then caused the Avengers Civil War.
In the wake of this clash, Falcon, and several other Avengers
who were loyal to Captain America, were defeated by Iron
Man, and locked into the Raft, until Captain America freed
them as they became fugitives.
• Thor - The current crown prince of Asgard, Thor possesses all
the strengths found in Asgardians and is currently considered
the most powerful Asgardian within the Nine Realms. As the
God of Thunder, Thor possesses the ability to generate,
control, and project electrical energy, and he has some control
over the weather. Thor’s weapon, Mjølnir, has been stated to
have no equal; however, the weapon is limited by Thor’s own
abilities. Due to visions inflicted onto him by Scarlet Witch,
Thor’s primary responsibility is to research and understand the
Infinity Stones and is currently not officially part of the
Avengers.
• Shang-Chi - Shang-Chi is a skilled martial artist and
superhero in the Marvel Cinematic Universe (MCU). As the
son of Xu Wenwu, leader of the Ten Rings organization, he
was raised in isolation and trained to become an assassin.
Escaping his father’s grasp, Shang-Chi started a new life in
San Francisco under the alias ‘Shaun.’ His past eventually
catches up with him, forcing Shang-Chi to confront his father’s
criminal empire and embrace his true destiny as a hero. In this
timeline, Shang-Chi has not mastered the use of the Ten Rings
yet, however, he is learning and getting better and better.
• Hawkeye (Clint Barton) - Hawkeye is hailed as the “world’s
greatest archer”, and he possesses a plethora of physical
abilities, including acute situational awareness, excellent hand-
eye coordination and keen eyesight. One of S.H.I.E.L.D.'s
greatest assassins, he is also a master of several other weapons
and martial arts. Hawkeye also is skilled with microelectronics
and is capable of designing advanced weapons.
• Iron Man (Tony Stark) - Tony Stark has access to all of his
resources under Stark Industries and his Iron Man suit.
Additionally, he is a renowned engineer, scientist, and
businessman; his incredible intellect allows him to be
resourceful, knowledgeable, and tactful. While Stark does have
many resources at his disposal, the public knows he is Iron
Man, and his reputation has been at stake for several years –
recent events have only seemed to increase controversy. Stark
is a large proponent of the Sokovia Accords.
• Scarlet Witch (Wanda Maximoff) - Wanda possesses Chaos
Magic which covers a wide array of specific powers, from
reality-warping to time manipulation. Her recently deceased
twin brother has left her devastated, and her lack of mental
stability decreases the extent of her powers. She is also directly
responsible for the ongoing process of enacting the Sokovia
Accords because she threw Crossbones (Brock Rumlow) into a
skyscraper. Currently, Wanda is under house arrest at the
Avengers headquarters.
• Spider-Man (Peter Parker) - the most recent addition, Peter
Parker has respect for both Tony Stark and his personal hero,
Captain America. Since being bitten by a spider, he has
physical capabilities comparable to a spider and consequently
has superhuman strength, durability, reflexes, and more. He
also has a commendable intellect, is well-versed in engineering
and chemistry, and an affinity for working on and building
computers. Parker has access to the wide variety of synthetic
webbing from his wrist devices
• Vision - Birthed from Thor’s lightning and the technology
provided, Vision is the combination of the Mind Stone and
Tony Stark’s AI, JARVIS. Vision possesses all the knowledge
he had as JARVIS, providing him genius-level intellect, and he
holds incredible strength and resilience due to the material of
his body and the powers of the mind stone.
• War Machine (James Rhodes) - Originally a lieutenant
colonel in the United States Air Force and the military’s chief
liaison to Stark Industries’ weapons division, Rhodes is
currently responsible for the War Machine armor, which
provides him with superhuman powers, including flight,
durability, and durability. From his experience in the Air Force,
Rhodes is also an expert tactician, pilot, and combatant.

• Loki - As the God of Mischief, Loki possesses superhuman
traits and expert control over magic, which primarily includes
varying forms of manipulation. Loki’s intelligence is hard to
surpass, particularly in sorcery, tactics, manipulation, and
deception. He is highly skilled in combat, particularly in hand-
to-hand and dagger combat.
• Nebula - A cybernetically enhanced assassin and the adopted
sister of Gamora. Raised by Thanos, she endured brutal
training and modifications. Now part of the Guardians of the
Galaxy, Nebula seeks redemption while using her combat skills
and strategic mind to fight against cosmic threats. Groot - A
sentient tree-like creature from the species Flora Colossus. As
a member of the Guardians of the Galaxy, he communicates
using the phrase "I am Groot" and utilizes his regenerative
abilities, strength, and plant-manipulation powers to protect the
universe.
