State of the Association

Welcome to the 62nd Annual Pacific Water Quality Association Convention and Trade Show.
PWQA’s Convention Committee has been hard at work planning this year’s event which we
hope you will enjoy. From our Annual Golf Tournament, Grapeline Wine Tour, Banquet,
Awards, Auction, WQA Certification Exams, our new Elementary Water Treatment education
program, several engaging and timely education and tech talk sessions, we believe there is a little
something here for everyone.
Little did we know when picking a theme for this year how accurate it would be. California
voted in a new Governor who from the start made safe and affordable drinking water a major
platform. With the current political and social media landscape, topics such as Perfluoroalkyl
Substances (PFAS) family of chemicals (PFOA/PFOS, GenX, etc.), Lead, Arsenic, Nitrates and
1,2,3-TCP are now working themselves in to common household and office conversations.
In March, working with WQA and Churchwell White, PWQA held meetings with California
Water Boards and EPA Region 9 in Sacramento to discuss decentralized (POE/POU) water
treatment and how our industry can be the solution provider for truly countless small
communities across California and the western Unites States. This message was reinforced in
May during Legislative Days where we met with local Government officials including Senator
Bill Dodd. Our special guest this year was Laurel Firestone from the California State Water
Resources Control Board, which during a very engaging conversation it was discussed that
decentralized should not only be an approved option, but embraced and formally promoted. Of
importance, PWQA’s relationship with Laurel Firestone goes back several years where our
industry met with and financially supported her company Community Water Center initiative
through the PAC Fund. Truly speaking volumes to the work done over the years in order to get
where we are today.
In June, WQA and PWQA members met with EPA’s Administrator Andrew Wheeler to review
the developing issue with PFAS and how our industry can play an integral role in providing
solutions. This meeting led to another visit and tour of EPA Laboratory headquarters in
Cincinnati Ohio. Again, PWQA members sat and discussed with various divisions of the EPA,
PFAS and various Best Available Technologies (BAT) for treatment of these chemicals.
As a result of these efforts and many years of direct involvement through our Legislative Days
events, PWQA was then invited back up to Sacramento to meet directly with California Water
Boards, including the Secretary for Environmental Protection and the Board Chair. Here we
reinforced the integrity of our industry, ANSI Standards, C-36 and C-55 license, BAT Solutions
and WQA Certification programs focusing in on the importance of the Certified Water Specialist
(CWS), Certified Installer and Certified Service Technician (CST) programs. As with our
meetings with AWWA, these detailed aspects of our industry, the integrity and level of expertise
were all learning points for these officials. Through this we were able to build a solid platform
and partnership with these agencies for us as an industry to truly be that solution provider across
the country for Safe Affordable Drinking Water for everyone.

I would like to thank Impact Water for opening up their facility for the BBQ this year. We had a
tremendous turnout and engaging education session pertaining to the latest on Legionella, Prop
65, Tariff’s, Micro-Plastics and Chloramine. I also want to thank all of our sponsors at
Convention, without whom we cold not do all these things which truly promote our industry.
PWQA is a leading association, proactively driving our industry forward. It has been a great
privilege for me to be a part in such a great organization. I truly appreciate all the work from our

PWQA has again been successful in staying within budget while using conservative management
principles. PWQA, like all associations, depends heavily on the generous support of dealers, vendors,
and other industry friends. Membership dues, event participation, and your generous donations are all
critical in advancing our mission and your contribution is greatly appreciated. Thank you for your
continued participation and support. Financial statements are available and members may request
copies by contacting Ron Ruef at the PWQA office.

The Pacific Water Quality Association (PWQA) annually awards two merit based scholarships, each for
$1,000.00. One is awarded to an individual who is pursuing a major which supports potable water
quality, and the other is awarded to an individual who is employed by a PWQA member company or is
related to an individual who is employed by a PWQA Member Company. The Pacific Water Quality
Association membership is comprised of businesses who sell, service, manufacture and/or support the
industry which supplies water quality treatment devices employed both as Point of Use (POU) or Point
of Entry (POE) in homes and businesses. The Pacific Water Quality Association supports those
conducting business in the Pacific Coast states, and works closely with a national organization and has
membership overlap with the Water Quality Association.
In the absence of qualified applicants for this scholarship category no scholarship was given for a Major
of Study Related to Water Quality in 2019.
The PWQA Member Related Scholarship category had two applicants who tied for the top rating in
2019. Due to their being no qualifed applicants and consequently no awardee for the Major of Study
Related to Water Quality this year, the PWQA board elected to make an exception and award $1,000
scholarships to the tied winners of the PWQA Member Related Scholarship in 2019. Both awardees had
been attending college when they applied so they weren’t applying only on their SAT/ACT test scores,
high school transcripts and other achievements in high school.

include work experience. The final component which stood out was his letter of recommendation which
painted a motivated and hardworking student and leader among his peers. Joseph’s father, Greg
Montoya works for CR Hall’s Culligan dealership in Sylmar as the Operations Manager.
The co-awardee for the 2019 Member Related Scholarship, Hannah Stonecipher, will
start her fourth year at the University of Cincinnati this Autumn. Hannah is studying Special Education.
Hannah’s application stood out due to the progress she made transitioning from High School to
becoming a real standout when in college. Hannah is balancing working to pay for her education while
attending school full time and maintaining a high college GPA. Honors include making the Dean’s list
for 5 consecutive Semesters (through the time she applied for the scholarship). It was Hannah’s essay
and letter of recommendation that cinched her ranking for this year’s PWQA Member Related
Scholarship. Her reference wrote a compelling letter about Hannah which discussed her academic
achievements, her outside work related to her major in Special Education and mentoring of other
students through the University’s TAPS program. In her own essay, she explained why she elected to
pursue an education and career in Special Education Training and her path forward after she gains her
undergraduate degree. Hannah plans to work in her elected field several years after graduation before
returning to school for an advanced degree. Hannah is self-funding her education through work, grants
and scholarships so she too will greatly appreciate the help this PWQA scholarship will provide.
Hannah’s grandfather is another CR Hall Culligan employee in California and longtime PWQA Member,
and PWQA Past President, Chris Layton. Hannah’s great-grandfather, Glenn Layton was a founding
member of the association and also its 9th President.
PWQA is happy to award $1,000 scholarships to both Joseph and Hannah for 2019! We wish them
both success in their studies and work careers after they complete their formal educations!

2019 Legislative Days
May 21 & 22, 2019 in Sacramento, CA
We had another successful Legislative Days this year while in Sacramento. With the great
efforts of our Lobbyist team from Churchwell White LLP, Randy Pollack and Josiah Young, we
had a very successful Legislative Days. We stayed at a different property this year, Residence
Inn Marriott, Sacramento Downtown at Capital Park, which provided an excellent venue for our
Board Meetings. On Tuesday morning we had our Board of Directors Meeting and then went
right into training for our meetings at the Capital Building. We had a working lunch with Andria
Ventura, the Toxics Program Manager from Clean Water Action, and Anna Reade, Staff Scientist
from the National Resources Defense Council came and spoke to us. After lunch, we headed
over to the Capital Building and spent time with our Legislative Members and their staff talking
about the Industry and everyone’s need to improve the quality of water for the residents of
California. Tuesday evening, we did some team building at the Punch Bowl. Wednesday
morning, Laurel Firestone, Board Member of the State Water Resources Control Board, spoke
to our group about water concerns in our state. Then it was back over to the Capital Building
for more lobbying. We returned to the Marriott Residence Inn to enjoy a well-deserved lunch
and then returned to the Capital Building to finish lobbying. Our 2019 Legislative Days was an
outstanding event to be remembered by all who attended.

PWQA 2019 Summer BBQ
This year’s summer BBQ was in Ontario, CA, and was graciously hosted by Impact
Water Products. Hall’s Culligan Water provided tables, chairs and water. Pentair
provided the traditional Brats flown in from Wisconsin. As tradition goes, Sid
Korob from Good Water Warehouse worked the grill and grilled several varieties
of Brats, and burgers (both garden and hamburgers) for over 100 attendees.
Melodie Bullocks’ Cal Aqua Water provided swamp coolers for the indoor event.
We were honored to have Josue Castillo from the 52nd District Assemblymember
Freddie Rodriguez’s office attend and presented a Certificate of Recognition as he
spoke at the BBQ. Our President Shannon Murphy from TST Water and our Vice
President Greg Reyneke spoke on many topics that effect our Industry including
Prop 65 in California, Legionella and Tariffs.
