subject: standard operating Procedure (SOP) for clearance of fresh cDC

applications received under M.S. (CDC) Rules, 2017 - reg'

1. on receipt of cDC application, Shipping Master will verify the contents of the

applications with the documents uploaded, i.e. medical certificate, passport copy,

educational qualification certificate (EQC),course certificates etc'

2. On satisfactory scrutiny of the documents & contents thereof submitted along

with the application, the Shipping Master will issue and dispatch the cDC at the

address provlded in the seafarers profile of the applicant

3. Shipping Master will randomly verify the educational qualification certificate

(Eac) (i.e. 5% of the cases as per the earlier instructions of the Drrectorate). ln

case of certificate issued from Boards of whom the recognition is not known, the

verification is to be sent in all such cases. simultaneously, recognition of the

same is to be confirmed from the concerned state Board/state Government

Education Department/cBSE/UGC etc. A copy of the same may also be marked

to local MMD/SlC office for expediting the confirmation from the said offices.

4. The verification of EQC shall be done online where online verification provision is

available.

5. ln case the verification is not received from the Board within a period of 30 days,

cDC may be issued provisionally stating that the cDC is issued provisionally
pending the verification of educational qualification and if the verification report

document is non genuine, then the CDC shall be cancelled under provision of

Rule 9(5) of M,S(CDC) Rules, 2017.

6, While dispatching the CDC in cases where verification of Educational

Qualification is pending, it will be mentioned in the covering letter that the CDC is

issued provisionally subject to outcome of the verification of the Educational

Qualification. ln the event if Educational Qualification being proven false or fake,

CDC shall be cancelled as per provision under Rute 9(5)of MS(CDC) Rules,

2017.

7. The verification other than online shall be done confidentially ensuring the issue

& receipt of verification communication out of any pilferage.
