ORDER:

In G.O.Rt.No.4433, General Administration Department, dated


04.12.1986, the Government have requested the One Man Commission to
comprehensively examine, review and upto-date the existing rules for the
various posts under State Government. The One Man Commission was also
requested to frame Rules for the posts for which there are no Rules existing.
Accordingly the One Man Commission took up the Rules governing the Gazetted
posts in Andhra Pradesh Indian Medicine and Homoeopathy for examination
among others. For the above purpose, the One Man Commission, after thorough
discussions with the Director (now Commissioner), Indian Medicines and
Homoeopathy and the Officers of Health, Medical & Family Welfare
Department finalized in the Rules, keeping in view the needs of the
Department and the observations of Pay Revision Commission on Service Rules
and the provisions of Presidential Order. The Government have, after careful
consideration hereby accept the recommendations of One Man Commission with
certain modifications and decided to issue them.

The following Notification will be published in the Andhra Pradesh


Gazette:

NOTIFICATION

In exercise of the powers conferred by the proviso to article 309 of the


Constitution of India and of all other powers hereunto enabling, and also in
supersession of the Special Rules issued Adhoc Rules issued from time to time
specified in the Annexure-I, the Government of Andhra Pradesh hereby make
the following Special Rules for the Andhra Pradesh Indian Medicine and
Homoeopathy Services:
SPECIAL RULES:

1. SHORT TITLE:

These rules may be called the Andhra Pradesh Indian Medicine and
Homoeopathy Service Rules.

2. CONSTITUTION:

The Service shall consist of the following classes and categories of posts
in the Andhra Pradesh Indian Medicine and Homoeopathy Service.

CLASS – A:
Category Director
CLASS – B (AYURVEDA):
Category.1 Additional Director (Ayurveda) including
Principals of Ayurveda Colleges and Post
Graduate Professors (Ayurveda)
Category.2 Chief Medical Officers (Ayurveda) including
Professors, Post Graduate Readers,
Superintendents of Ayurveda Hospitals, Resident
Medical Officer, Chief superintendent, Pharmacy
(Ayrveda); Regional Deputy Director, Inspector,
Board of Indian Medicine, and Superindent, Govt.
Herbarium.
Category.3 Senior Medical Officers (Ayurveda), including
Assistant Professors, Ayurveda Assistant, Post
Graduate Lecturer, Medical Officer, Pharmacy
and Harbal orders.
Category.4 Medical Officer (Ayurveda) including Lecturer,
Post Graduate Technical Assistant, Drug Inspector
(Ayurveda) and Inspecting Medical Officer
(Ayurveda)
CLASS – C (UNANI):
Category.1 Additional Director (Unani) including Principals of
Unani Tibbi College and Post Graduate Professors
(Unani)
Category.2 Chief Medical Officer (Unani) including
Superintendents of Unani Hospital, Research
Officer, Chief Resident Medical Officer, Chief
Superintendent of Pharmacy (Unani), Professors
and post Graduate Readers Inspectors, Board of
Indian Medicine and superintendent, Govt.
Herbarium.
Category.3 Senior Medical Officer (Unani) including Assistant
Professor Unani Assistant, Museum Assistant-cum-
Lab. Assistant, Post Graduate Lecturer.
Category.4 Medical Officer (Unani) including Lecturer, Post
Graduate Technical Assistant, Drug Inspector.
CLASS – D (Homoeopathy):
Category.1 Additional Director (Homoeo.) including
Principals of Homoeopathy College.
Category.2 Chief Medical Officer (Homoeopathy) including
Professors, Superintendents of Homoeopathy
Hospitals and Research Officer (Homoeo.) and
Regional Deputy Director.
Category.2 A: Professors of allied medical subjects.
Category.3: Senior Medical Officer (Homoeo.) including Assistant
Professor and Assistant Research Officer.
Category.3 A: Assistant Professors of allied Medical subjects.
Category.4: Medical Officer (Homoeo.) including Lecturer and
Drug Inspector.
CLASS-E(Miscellaneous):
Category.1 Deputy Civil Surgeon (Opthealmalogy)
Category.2 Deputy Civil Surgeon (Gynecology & Obstrectics).
Category.3 Deputy Civil Surgeon (Surgery).
Category.4 Deputy Civil Surgeon (Dental)
Category.5 Anesthetist.
Category.6 Radiologist

3. METHOD OF APPOINTMENT:]

Subject to the other Provisions in these rules, the method of


appointment for the several Classes and Categories shall be made as follows:

CLASS-F
1. Deputy Director(Admn.) By promotion of Administrative Officer
including accounts Officer and Lay Secretary
and Treasurer, Grade.II.
2. Administrative Officer By appointment by transfer of Superintendents
including accounts Officer and in the Department.
Lay Secretary and Treasurer,
Grade.II.

NOTE:1 (a): The percentage of posts in substantive vacancies to be filled by


direct recruitment in the categories mentioned below:

1) Senior Medical Officer (Ayurveda) … 30%


2) Medical Officer (Ayurveda) … 90%
3) Senior Medical Officer (Unani) … 30%
4) Medical Officer (Unani) … 90%
5) Senior Medical Officer (Homoeopathy) … 30%
6) Medical Officer (Homoeopathy) … 90%
(b) Vacancies other than those to be filled by direct recruitment as
mentioned in clauses (a) above shall be filled by other methods
indicated against the respective posts in the above table.
(c) Not with standing anything contained in this rule, the seniority of
persons appointed to a category by different methods shall be
governed by general rule 33 of the Andhra Pradesh State and
subordinate Service Rules.
NOTE:2: For purpose of promotion to the post of Director, a common
seniority list of Additional Directors/commencement of probation
in that category shall be prepared.
NOTE:3: The teaching posts in the Ayurveda or Unani colleges shall be
filled as far as possible by the posting of those who possess a
post Graduate Degree in the respective system of Indian
Medicine.
NOTE:4: The number of posts of Regional Deputy Directors will be filled
from among the Chief Medical Officers of Ayurveda, Unani and
Homoeopathy on an equitable basis.
NOTE:5: For the posts of additional Directors
(Ayurveda/Unani/Homoeopathy) Senior-most and suitable Officer
in that cadre of Principal/Professor (P.G.) shall be considered.
NOTE:6: For promotion to the post of Professors of allied Medical subjects,
inter-SECTION OFFICER-seniority of senior Medical Officers
(Homoeopathy) and Assistant prepared. Assistant Professors of
allied medical subjects possessing P.G. Degree or Diploma in
Modern Medicine and only eligible for promotion to the post of
Professors of allied subjects.

4. PREFERENCE IN APPOINTMENT:

In the matter of direct recruitment to the post for which women and
men are equally suited, preference shall be given to women and they shall be
selected to an extent of atleast 30% of the posts in each category of O.C.,
B.C.(A), B.C.(B), B.C.(D), S.C. and S.T. Quota.

5. QUALIFICATIONS:

No person shall be eligible for appointment to the Classes/Categories


specified in column (1) of the Annexure.II to these rules by the method
specified in column (2) unless he possess the qualifications specified in the
corresponding entry in column (3) thereof.

6. AGE:

No person shall be eligible for appointment by direct recruitment, if he


has completed 28 years of age on the first day of July of the year in which the
Notification for section is made.

Provided that in respect of direct recruitment, to the post of Senior


Medical Officers/Ayurveda, Unani and Homoeopathy, the upper age
limit shall be 30 years on the first day of July of the year in which
notification for selection is made.
7. MINIMUM SERVICE:

No person shall be eligible for appointment by transfer or promotion


unless he is an approved probationer and has put in not less than three years of
service in the category from which promotion or appointment by transfer is
made.

7. PROBATION:

Every person appointed by direct recruitment to any of the posts shall be


on probation for a total period of two years on duty within a continuous period
of three years and every person appointed to any of the posts in the service
either by promotion or by transfer shall be probation for a total period of one
year on duty within a continuous period of two years, from the date on which
one commences probation.

9. TESTS:

a) Every person appointed by direct recruitment to the posts in this


service shall pass the Accounts Test for Executive Officers within the period of
probation.

b) No person all be eligible for promotion on appointment by transfer to


any post in the service unless he has passed the accounts Test for Executive
Officers or Accounts Test for Subordinates Officers, Part.I & II.
