BARANGAY TULAY DISASTER RISK REDUCTION MANAGEMENT PLAN EXECUTIVE SUMMARY

A disaster risk management is the systematic process of using administrative directives, organizations and operational skills and capacities to implement
strategies, policies and improved coping capacities in order to lessen the adverse impacts of hazards and the possibility of disaster.

Barangay Disaster Risk Reduction and Management Plan of Barangay Tulay was crafted to ensure that it is consistent with the National Disaster Risk
Reduction and Management Plan and is uniform with the provisions of Republic Act 10121 otherwise known as the Philippine Disaster Risk Reduction and
Management Act of 2010.

The BDRRMP details how it shall carry out missions of providing support to the national government to achieve the overall goal of “Safer, adaptive and
disaster resilient Filipino communities towards sustainable development.”

The goals set in the four distinct yet mutually reinforcing thematic areas (Disaster Prevention and Mitigation, Disaster Preparedness, Disaster Response, and
Disaster Rehabilitation and Recovery) are exepected to be achieved by the year 2022.

The Barangay plan carefully considers issues which cuts across the four disaster risk reduction and management aspects. These issues include gender
sensitivity, rights-based approach, multi-sectoral engagement and mental health and psychosocial services. Likewise, the document attempts to address
issues which are unique to the Barangay like transport related disasters and communication deficiencies.

Honorable Hja. Francisca J. Hairal, Punong Barangay, and the BDRRM Committee are tasked to ensure the effective implementation of the BDRRMP. As
detailed in the National DRRMP, the Punong Barangay leads at the barangay level and shall likewise have the following duties and responsibilities: 1)
Takes the lead in initiating the implementation of the activities; 2) Coordinates and collaborates with the different implementing partners to ensure that the
activities are operationalized ; 3) Monitors the progress of the activities; 4) Evaluates the implementation development and program efficiency and 5)
Consolidates reports from the implementing partners and submits corresponding documents.

RISK PROFILE

A. Natural and Geographic Conditions

Barangay Tulay is one of the 8 barangays in the Municipality of Jolo. Nearly 2/3 of the barangay was formerly composed of marsh land. In the south, the barangay
borders Barangay Kajatian, Indanan, Sulu while on the west, is the coastal area overlooking the Municipality of Hadji Panglima Tahil. Presently, Most of the people
are either office workers, manual labourers or fishermen.

Political Subdivisions

Barangay Tulay is subdivided into 3 Zones; Zone 1, 2 & 3, with 2285 households. It has a population of 20,885.

Topography

Barangay Tulay is characterized partly by marsh land, low land and coastal areas. It is interesting to note that Barangay Tulay serves as a catch basin for
flood water coming from the Municipality of Indanan and other sorrounding barangays.

A. Climate Characteristics

Barangay Tulay as part of the Municipality of Jolo is categorized on the Type III climate having rainfall more or less evenly distributed throughout the year
with no clear boundary between dry and wet seasons.

Floods overflow mostly during rainy seasons.

B. Social and Economic Condition

Barangay Tulay is situated in the town of Jolo, which is the trading center of Sulu. People mostly engage in office works, manual labours, fishing and trading of
goods. It has an existing, but non-functional, flea mrket. The main products of the barangay comes from fishing.

Barangay Tulay is famous for the Tulay Grand Mosque, which is the biggest mosque in the province of Sulu. Originally built in 1884, it was destroyed in 1974,
during the height of the war between the government forces and the Moro National Liberation Front. It was rebuild in 2001 using $2 million donation from Sheik
Zayed Al-Nahyan Foundation in the United arab Emirates.

Fronting the Tulay Grand Mosque is the Abdusakur Tan Square, formerly known as Plaza Tulay.

C. Inter-Barangay Connectivity

Barangay Tulay is approximately 1 km southwest of the Jolo Municipal Hall. Bounded by Barangay Kajatian, Indanan, Sulu. In the southwest is Barangay Alat,
on its northeast is Barangay Takut-Takut. The basic transportation in the town of Jolo are pedicabs and motorized tricycle.

Hydro-meteorological Hazards

Flooding, strong winds brought by typhoons have been the main hazard that affects Barangay Tulay. Changing wind patterns and Climate Change have
made the barangay more susceptible to the effects of flood and storm surges.

Communications facilities should also be improved for better coordination in time of calamities. Emergency situations in some instances, were not reported on time.
Likewise, local capacity in end-to-end early warning system are needed to ensure communities appreciation and understanding of the information contained in
warning advisories. Institutionalizing community based flood early warning systems would allow vulnerable communities to identify and implement specific
courses of action for each level of warning.

VISION AND MISSION OF THE BARANGAY ON DISASTER

VISION– Premier Disaster Risk Reduction Management Team in the Province of Sulu.

MISSION– To administer comprehensive and effective disaster risk reduction management plan by providing exemplary leadership in the continuous development
of strategic and systematic approaches in reducing the vulnerabilities and risks of disasters in the Municipality of Jolo.

ROLE AND FUNCTION

ROLE AND FUNCTION OF BDRRMC–To help and support one another and every family in the vulnerable areas in the barangay in times of disaster
and different calamities.
PUNONG BARANGAY – Leads the implementation of the BDRRMP.

EVACUATION TEAM- Help to transport the evacuees in safer areas and help provide the basic needs of the people in the evacuation center.

RELIEF TEAM- To provide the basic necessity of the people specially the evacuees who are in badly needs.

SECURITY TEAM, BRGY BPATS- To coordinate with the barangay officials for the safety of the people in vulnerable areas in time of calamity/ies.

FIRE TEAM- to ensure safety in the evacuation center against fire and other emergencies

MEDICAL TEAM/BHW- to provide medical assistance in every family in the evacuation area

BNS- help or assist the family and provide healthcare for the evacuees

Part II:Barangay Disaster Risk Reduction and Management Plan

Consistent with the essence of the National Disaster Risk Reduction and Management Plan, National DRRM Framework, the plan revolves around four distinct yet
mutually reinforcing thematic areas, namely:

(a) Disaster Prevention and Mitigation

Disaster Prevention – the outright avoidance of adverse impacts of hazards and related disasters. It expresses the concept and intention to completely avoid
potential adverse impacts through action taken in advance such as construction of dams or embankments that eliminate flood risks, land-use regulations that do not
permit any settlement in high-risk zones and seismic engineering designs that ensure the survival and function of a critical building in any likely earthquake.

Disaster Mitigation – the way to lessen or limit the adverse impacts of hazards and related disasters. Mitigation measures encompass engineering techniques and
hazard-resilient construction as well as improved environmental policies and public awareness.

(b) Disaster Preparedness - the knowledge and capacities developed by governments, professional response and recovery organizations, communities and
individuals to effectively anticipate, respond to, and recover from the impacts of likely, imminent or current hazard events or conditions. Preparedness action is
carried out within the context of DRRM and aims to build the capacities needed to efficiently manage all types of emergencies and achieve orderly transitions from
response to sustained recovery. Preparedness is based on a sound analysis of DRR and good linkages with early warning systems and includes such activities as
contingency planning, stockpiling of equipment and supplies, the development of arrangements for coordination, evacuation and public information and associated
training and field exercises. These must be supported by formal, institutional, legal and budgetary capacities.

(c) Disaster Response - the provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce negative
health impacts, ensure public safety and meet the basic subsistence needs of the people affected. Disaster response is predominantly focused on immediate and
short-term needs and is sometimes called “disaster relief.”

(d) Disaster Rehabilitation and Recovery

Rehabilitation – measures that ensure the ability of affected communities and/or areas to restore their normal level of functioning by rebuilding livelihood and
damaged infrastructure and increasing the communities’ organizational capacity
Post Disaster Recovery – the restoration and improvement where appropriate, of facilities, livelihood and living conditions of disaster-affected communities,
including efforts to reduce disaster risk factors, in accordance with the principle of “build back better”.

5. Issues in Implementation of the
DRRM Plan
The February 3, 2020 and the global pandemic were the most significant test of governance structure and related
strategies for Barangay Tulay. It revealed drawbacks of the governing structure to advancing resilience. Salient
topics include how to respond better to disaster realities, how to efficiently coordinate among relevant agencies,
and how to be more inclusive of relevant actors. Together with other issues, a thorough examination of DRRM
Plan is underway. The most important discourse to date focuses on ways to institute a more coherent governing
body that enables to counteract every possible calamity and a more efficient DRRM. The hope is that by instituting
a system that can thoroughly lead all phases of preparedness, mitigation, response, and recovery, the barangay can
better withstand future disasters.
As per Proclamation No. 929 placing the country in a State of National Calamity until September 2021, a revision
of the current BDRRM Plan is essential for most part of the year 2020 was under the Pandemic state. The
Barangay was still under the Recovery Phase from the February 3, 2020 conflagration when the State of National
Calamity was proclaimed which stretched thin the capabilities of the barangay local government. The CoViD-19
pandemic

but the practice after Yolanda – specifically the creation of a new office called the OPARR – shows that the
mechanisms, systems, and structures on recovery have yet to be clarified and institutionalized. This is an
imperative in order to ensure that the country can quickly
“build back better” after every disaster (OCD-NDRRMC, 2015).

7. Future Challenges and Priority Issues


7.1 Challenges The main challenge for the barangay lies in identifying methods for keeping up with the increasing
frequency and severity of disasters exacerbated by climate change, and the hazards which are constantly testing the
limits of the barangay institutions and preparedness mechanisms that have been put in place. Furthermore, there is
a need for a strong enforcement of the land use policy and implementation since majority of the barangay has a
high susceptibility for fire hazard. Road clearing, Proclamation No. ___, is yet to be fully implemented in Zone 1
and 2. Implement Poverty and lack of access to resources also contributes to this situation.

7.2 Priority Issues


Strengthening local institutional capacity for DRR is among the highest priorities. Technical support from national
agencies, academia and DRR professionals to LGUs are the most critical factors to aid in the tangible
implementation of DRR actions at local level. Understanding different capacities and constraints of local
governments are critical. Having no sufficient capability to conduct multi-sectoral risk assessments, limited
funding, and low commitment are among common challenges. Innovative working modality should be explored
and established, especially those in high risk zones, are equipped with what is needed for their readiness.

Also, given the on-going environmental degradation and loss of natural buffer zones (such
as the mangrove forests), environmental impact assessments and protection measures
should be rapidly enforced and maintained, especially for the private sector. Maintaining
the equilibrium between growth and sustainability is difficult to manage even at the
global scale, but it’s increasingly important in a naturally fragile settings which suffer from
anthropological factors. To mitigate the future impacts of climate change and various
hazards, eco-system based services and protection of natural spaces should be focused
on alongside mitigating the negative side-effects of economic development.
Furthermore, addressing the problems arising from unplanned urban expansion requires
attention. Informal urban settlements, substandard materials used, and poor construction
practices are still observed in many areas, resulting in increased pollution and exposure
of the peoples inhabiting slums. Poverty reduction (alongside with significant
infrastructural investments) are an important element of improving the living conditions
of many, and should be consistently highlighted even in the sub-national development
planning. Guaranteeing the continuity of social protection and welfare services for the
most marginalized, even in the aftermath of disasters, is crucial to protect the most
vulnerable from the negative impacts. Additionally, exploring alternative livelihood
options, subsidies and risk-transfers which would be available for all could be beneficial
