of flavor bans.
“Yeah, it's an interesting question for me because compared to what's
already on the packaging, I feel like they already cover all the main
points, like addiction, risk of cancer, lung damage, keep away from kids. I
think that's already on there pretty much. And I would just keep it on
there. I would add if you got European cigarettes or tobacco.”
On the cigarette packaging, alongside the existing warnings on addiction,
cancer risks, lung damage, and keeping the product away from children,
additional information related to European cigarettes or tobacco could
be incorporated. This might include specifying the country or region of
origin for the tobacco, outlining unique regional regulations or
standards, providing insights into cultural attitudes towards smoking,
detailing the composition of the tobacco blend, and incorporating
relevant health statistics or research findings specific to European
tobacco. These additions aim to offer consumers a more comprehensive
understanding of the product's origins and characteristics while
remaining in compliance with existing packaging regulations.

c. PRODUCT ADVERTISMENT: This theme focuses on how product
advertisements shape users' perceptions, preferences, and potentially
their responses to legislative bans. For example, if advertisements
heavily promote the variety of flavors available, users might be more
disappointed or resistant to bans affecting those flavors. Additionally,
advertising strategies could influence whether users view certain flavors
as more socially acceptable or trendy. This theme, therefore, is directly
related to the hypothesis, as it investigates how the marketing of flavors
influences users' reactions to legislative bans.
“No, there was one that there was a picture of at the gas station, and I
asked them about it. I know one of the girls that's a manager there, and I
asked her about it and she's like, "For what you use it for, where you
vape and everything, I wouldn't use it because there's a lot of like, vile
that comes out of it and everything." I was like, all right, no.”
In the given statement, the speaker recounts an interaction at a gas
station where they observed a picture, presumably related to a vaping
product. Curious, the speaker approached a manager, a girl they know
personally, to inquire about the product. The manager advised against
using the specific vaping product, expressing concerns about the amount
of "vile" that comes out of it. The speaker, taking this information into
consideration, decided against using the product.
This statement reflects a decision-making process influenced by
firsthand information from someone familiar with the product. The
manager's warning about the significant emission of "vile" suggests
potential health or safety issues associated with the use of the vaping
product. The speaker's decision to heed this advice indicates a
thoughtful consideration of the potential risks involved in using the
specific vaping device in the context of their vaping habits and
surroundings. Overall, the statement highlights the importance of

d. PRODUCT DESIGN AND PREFERENCES: Examining product design
features and user preferences is crucial for understanding the intricate
relationship between design, flavor choices, and user responses to
regulatory measures. For example, certain design elements may
enhance the enjoyment of specific flavors or influence users' loyalty to a
particular brand. In the context of the hypothesis, understanding
whether users who prefer tobacco flavors exhibit different responses to
bans compared to those who prefer non-tobacco flavors directly relates
to this theme. The design features of the devices themselves may also
influence users' attachment to specific flavors.
“This is the second vape I've ever owned. I got it on sale at a local vape
shop back when it was all legal. And then for the vape juice just
availability honestly, and I've always liked the raspberry flavors. So that's
why I went through with this flavor.”
In this statement, the speaker provides insights into their experience
with vaping and the reasons behind their choice of a specific vape and
flavor. Firstly, the speaker notes that this is the second vape they've
owned, suggesting some familiarity with vaping products. They mention
purchasing it on sale at a local vape shop during a time when vaping was
legal, possibly indicating awareness of changing regulations or
restrictions on vaping.
The participants' responses regarding the impact of product design and
preferences shed light on their considerations when selecting vaping
devices and flavors. One participant mentions the desire to upgrade
their vape, emphasizing the limited availability of options. This suggests
that product availability and accessibility play a crucial role in influencing
users' choices.
Another participant highlights the importance of sales and availability in
their decision to purchase a specific vape. The mention of acquiring the
vape during a sale indicates that pricing and promotional offers can
impact consumer choices. Furthermore, the participant expresses a
preference for raspberry flavors, indicating that flavor options play a
significant role in their decision-making process. Concerns about the
quality of ingredients are raised by another participant, suggesting that
perceptions of safety and potential health risks are factors that influence
product preferences. The participant speculates that smaller companies
using lower-cost ingredients may pose greater risks, emphasizing the
importance of ingredient quality in users' decision-making.
In another set of responses, participants express reservations about
concealable devices and prefilled pods, such as Hides, Puff Bars, JUULs,

e. Product Impact by Living Status:
Living with a Significant Other and/or Kids:
Individuals who live with a significant other and/or children often exhibit
a heightened awareness of health-related behaviors, including the use of
e-cigarettes. This heightened consciousness may be attributed to
concerns about the potential health impacts of secondhand exposure to
e-cigarette aerosols, particularly in the presence of children. Parents and
those in committed relationships may be more cautious about their e-
cigarette use, considering the well-being of their family members. The
shared living space and familial responsibilities can influence behavior,
potentially leading to more thoughtful choices regarding e-cigarette
flavor preferences and usage patterns.
Living Alone:
For those living alone, autonomy in decision-making is often more
pronounced. Individuals in this living situation may have greater
freedom in choosing their e-cigarette flavor preferences without external
influences. However, the potential loneliness associated with living alone
or the stressors of solitary living could contribute to the adoption of
coping mechanisms, such as using e-cigarettes. The absence of direct
familial or social oversight might impact the risk perception and patterns
of e-cigarette use among individuals living alone.
Living with Parents:
Young adults residing with their parents may navigate a distinct set of
dynamics concerning e-cigarette use. Parental influence and household
rules can significantly shape the attitudes and behaviors of individuals in
this living arrangement. The presence of parents may act as a deterrent
to excessive or experimental e-cigarette use, with family expectations
playing a role in shaping the individual's choices. The interplay between
parental guidance, household norms, and the desire for autonomy
characterizes the relationship between living with parents and e-
cigarette use.
Living with Friends/Other Relatives:
Communal living situations, such as sharing a residence with friends or
other relatives, introduce a social dimension to the exploration of e-
cigarette use. Peer influence and the ease of access to shared e-cigarette
devices and flavors may contribute to different usage patterns in this
setting. Social dynamics within the shared living space can impact
behavior, potentially fostering a culture of shared consumption or
experimentation. The influence of friends or relatives, coupled with the
communal nature of the living arrangement, may create a unique
context for the adoption and prevalence of e-cigarette use.

The patterns of response to legislative bans may differ by living
arrangement in young adults.
The response patterns to legislative bans on e-cigarettes are likely to
exhibit variations based on the living arrangements of young adults,
considering factors such as residing with family, living alone, cohabiting
with parents, or sharing accommodations with friends. The diverse living
situations may introduce unique dynamics that influence how individuals
perceive and adapt to the restrictions imposed by legislative measures.
For instance, young adults living with family members might experience
increased scrutiny or pressure to comply with bans, potentially affecting
their attitudes and behaviors towards e-cigarette use. On the other
hand, those living alone may have more autonomy in decision-making,
allowing for different responses to regulatory changes. Similarly,
individuals residing with parents might be subject to parental influence
and household rules that could shape their reactions to bans differently
than those living independently. Moreover, young adults sharing living
spaces with friends may engage in collective behaviors or adopt shared
perspectives, impacting how they navigate and respond to legislative
restrictions on e-cigarettes. Acknowledging these diverse living
arrangements is crucial for policymakers to develop targeted and
effective strategies that consider the specific social contexts influencing
young adults' reactions to e-cigarette bans.
2. Flavor Source:
a. Flavor Type: Flavor Type refers to the categorization of e-cigarette flavors
based on their profiles, such as fruit, menthol, tobacco, dessert, etc.
Understanding users' preferences for specific flavor types is essential for
assessing the impact of legislative bans. For instance, if users
predominantly prefer fruit or dessert flavors, they might be more
affected by bans targeting these categories.
“I've used unflavored before, and it's not terrible. It's sweet, it doesn't
really have much of a flavor. But I'd use that before I use tobacco
flavored anything. I've used that before I figured out where I could get it
around here flavored juice.”
In this statement, the speaker discusses their experience with different
vape juice flavors, expressing a preference for unflavored options over
tobacco-flavored ones. The speaker notes that unflavored vape juice,
while not terrible, has a sweet taste without a distinct flavor. Despite
this, they express a willingness to use unflavored juice over anything
with a tobacco flavor. The statement suggests a personal aversion to
tobacco-flavored vape juices, and the speaker's preference for
sweetness in unflavored options might indicate a desire for a more
neutral or palatable taste. The speaker's decision to use unflavored juice
before discovering where to obtain flavored options in their local area
implies that flavor availability plays a role in their choices.
The participants express a variety of preferences regarding e-cigarette
flavors and their reasons for selecting certain options. Some
acknowledge concerns about potential health risks associated with
specific chemicals used in flavorings, such as diacetyl. Others highlight
the lack of regulation in the industry, emphasizing the challenge of
knowing precisely what ingredients are present in the vape products.
Despite these concerns, participants continue to engage with flavored
vapes, with a particular emphasis on fruit-based flavors.

The response to legislative bans on e-cigarette users may vary by type
of flavor used.
The response to legislative bans on e-cigarette users can indeed vary
significantly based on the type of flavor they use. Legislative measures
aimed at regulating or banning specific e-cigarette flavors have become
increasingly common, driven by concerns over youth vaping and the
potential health impacts associated with flavored products. Users of
different e-cigarette flavors may have distinct perspectives on these
bans, and their reactions are often shaped by personal preferences,
motivations for vaping, and perceptions of harm reduction.
Users who favor fruit or dessert-flavored e-cigarettes, for instance, may
find themselves disproportionately affected by flavor bans, as these are
often the flavors targeted due to their perceived appeal to younger
demographics. Such users may argue that the enjoyment of these flavors
plays a crucial role in their ability to transition away from traditional
cigarettes, emphasizing the importance of alternative options in smoking
cessation efforts.
On the other hand, users of tobacco or menthol-flavored e-cigarettes
might be less impacted or even supportive of flavor bans, as these
flavors are less frequently targeted in regulatory measures. Some may
argue that these more traditional flavors are intended to cater to adult
smokers seeking a less harmful alternative and, therefore, should not be
subject to the same restrictions as their more vibrant counterparts.
b. Preferred Flavor: Preferred Flavor involves identifying the specific flavor
that an e-cigarette user favors the most. This sub-theme directly relates
to the hypothesis, as it examines whether users who exclusively use e-
cigarettes are more impacted by bans on their preferred flavor
compared to dual users. Users' reactions to bans on their preferred
flavors can provide insights into the potential behavioral changes and
decisions to continue or quit e-cigarettes.
“Yeah. Like a carrying case, if there were covers for it or extended pods or
things like that. Anything outside of the initial items that you need to
assemble and use it.”
In this statement, the speaker expresses an interest in additional
accessories and enhancements for their vaping device. They mention
specific items such as a carrying case, covers for the device, and
extended pods, indicating a desire for accessories that go beyond the
basic components required for assembling and using the vape.
The mention of a carrying case suggests a practical consideration,
possibly for portability or protection of the vaping device. Covers for the
device could serve aesthetic or protective purposes, adding a
personalized touch or safeguarding the device from wear and tear. The
desire for extended pods implies an interest in prolonging the usage or
capacity of the vaping device without the need for frequent refills.
Individuals who have more preference for tobacco flavor are less likely
to indicate quitting e-cigarettes upon implementation of legislative
bans in comparison to those who prefer non-tobacco flavored e-
cigarettes.
The likelihood of individuals indicating an intention to quit e-cigarettes
following the implementation of legislative bans appears to be
influenced by their flavor preferences. Those with a stronger preference
for tobacco-flavored e-cigarettes may be less inclined to express an
intention to quit in response to bans compared to individuals who favor
non-tobacco flavors. This discrepancy can be attributed to the fact that
legislative measures often target non-traditional and youth-attractive
flavors, such as fruit or dessert varieties, which are perceived to
contribute to the rise in youth vaping. Users of tobacco-flavored e-
cigarettes may feel that their chosen flavor is less likely to be the focus of
bans, as it is often associated with harm reduction and smoking
cessation efforts for adults. Consequently, these individuals might
perceive the legislative restrictions as less directly impacting their
preferred options and, as a result, may not feel compelled to quit. This
underscores the importance of considering flavor preferences as a
significant factor in shaping individual responses to regulatory
interventions, highlighting the need for nuanced and targeted
approaches to address diverse user demographics within the e-cigarette
community.
c. Starting Flavor: Starting Flavor refers to the flavor that users initially
choose when they begin using e-cigarettes. Investigating the starting
flavor is essential for understanding the trajectory of users' flavor
preferences. It can help determine if users tend to stick with their initial
choice or if their preferences evolve over time. Additionally, the starting
flavor may influence users' responses to legislative bans if it remains a
consistent choice or if they shift preferences.
“All right. I guess I'll start off with when I got started. I played hockey,
growing up [inaudible 00:02:58] culture with a select few of the guys
who were, I guess when you're 13, seen as the cool kids on the team,
whatever. You got thrown in with that. That's how I got started. I'm
calling in from Rochester. I just finished on my freshman year at St. John
Fisher. The product I usually use is a disposable vape called the Hide, sold
a lot of gas stations and stuff. I played golf at St. John Fisher. I guess
that’s.”
In this statement, the speaker begins by tracing their initiation into
vaping back to their teenage years when they played hockey. They
mention being influenced by a subset of teammates, considered the
"cool kids," and getting introduced to vaping as part of that social circle.
The speaker provides context by mentioning their location (calling in
from Rochester) and their recent completion of the freshman year at St.
John Fisher. The speaker then goes on to discuss the specific vaping
product they use, a disposable vapes called the Hide, which is commonly
sold in gas stations. This choice of product suggests a preference for
convenience, as disposable vapes are known for their ease of use and
lack of maintenance.

other categories. Surprisingly, Tobacco and Menthol flavors have lower
adoption rates, standing at 2% and 8%, respectively, challenging
preconceptions about their popularity. A combination of Mixed or
Dessert and Unflavored flavors constitutes a modest 6%, emphasizing
the prevailing trend toward distinct and unconventional flavor choices.
Notably, a significant portion, approximately 19%, did not specify their
preferred flavor, suggesting a substantial market segment with potential
for new flavor development. In conclusion, the vape juice market is
predominantly driven by Fruit flavors, while the comparatively lower
usage of Tobacco and Menthol flavors suggests an opportunity for
innovation in non-traditional flavor profiles.
3. Product Perception:
a. Perceptions of Tobacco Product Use: Perceptions of Tobacco Product
Use involve examining how e-cigarette users perceive their own product
use, particularly in comparison to traditional tobacco products like
cigarettes. This sub-theme is relevant to understanding the attitudes and
beliefs of e-cigarette users. It connects to the hypothesis by exploring
whether users who exclusively use e-cigarettes have different
perceptions of their product use compared to dual users. For instance,
exclusive e-cigarette users might view their use as less harmful or more
socially acceptable than traditional tobacco product use.
b. Response to Packaging: Response to Packaging involves analyzing how
users react to the packaging of e-cigarette products, including visual
elements, health warnings, and branding. This sub-theme is pertinent to
understanding the impact of external factors on user behavior. For
example, if packaging is designed to highlight certain flavors or make
health warnings more prominent, users' responses to legislative bans
may be influenced by these packaging elements. Dual users and
exclusive e-cigarette users may react differently based on their
perceptions of the product as conveyed through packaging.
“No that's honestly pretty much it, as long as it has the flavor and
everything. Obviously like some companies like this one has really
attractive packaging and I mean, it doesn't really matter but, yeah, that's
pretty much it, it says it's addictive and it says the name of the company
and the flavors pretty much right?”
In this statement, the speaker provides a concise summary of their
criteria when it comes to choosing a vaping product. They emphasize the
importance of flavor, suggesting that if the product delivers on taste,
other factors become less significant. The mention of some companies
having attractive packaging indicates a recognition of the marketing
aspect, although the speaker suggests that it doesn't have a substantial
impact on their decision-making.
The speaker simplifies their requirements to the product stating that it
needs to be addictive (acknowledging the addictive nature of vaping),
display the name of the company, and feature the available flavors. This
straightforward approach suggests a pragmatic perspective, where the
primary focus is on the sensory experience (flavor) and the essential
information (company name and flavors).
4. Flavor Perception:
The theme of "Flavor Perception" in the context of e-cigarettes involves a
nuanced exploration of how users interpret and respond to different flavor
types and profiles. This theme encompasses an investigation into the
diversity of flavor preferences, distinguishing between categories such as
tobacco, menthol, fruit, and dessert. Understanding users' preferences for
specific flavor profiles is pivotal in predicting their reactions to legislative
bans. If certain flavors are strongly favored, bans on those specific types
could significantly impact users' satisfaction and overall experience.
Within the theme, an examination of intensity and satisfaction with flavors
is crucial. Users' perceptions of the strength of flavors and the degree to
which these flavors satisfy their preferences play a key role in determining
their attachment to flavors. Legislative bans that result in a decrease in
perceived intensity or satisfaction may influence users to seek alternatives
or consider quitting.
“I think that they're generated for adults that want to have variation of
nicotine in their ... With generations comes new introduction of culture. And
I think that the flavored stuff is just a new introduction to a different way to
get nicotine into your system. And it's gotten pretty big.”
In this statement, the speaker provides a perspective on flavored vaping
products, suggesting that they are created for adults seeking variety in their
nicotine consumption. The speaker ties this idea to the evolution of culture
across generations, positing that flavored options represent a new
introduction to a different method of nicotine delivery. They note the
significant growth in popularity of flavored vaping products.
The statement implies that the introduction of flavored options is a
response to the changing preferences and cultural shifts among adults. The
notion of "variation of nicotine" suggests that the availability of different
flavors caters to diverse tastes and preferences within the adult population.
The speaker views flavored vaping products as a contemporary cultural
element, reflecting the ongoing evolution of how nicotine is consumed. The
observation that flavored vaping has become "pretty big" underscores the
widespread adoption and acceptance of these products within the adult
demographic. This may be driven by factors such as marketing strategies,
changing societal attitudes, or the appeal of diverse flavor options. Overall,
the statement provides a perspective on flavored vaping products as a
cultural phenomenon within the context of evolving generational
preferences.
5. Industry Perception:
The theme of "Industry Perception" in the context of e-cigarettes involves
an in-depth exploration of how various stakeholders, including
manufacturers, regulators, and consumers, perceive and respond to the e-
cigarette industry. This theme encompasses a multi-faceted analysis that
includes considerations of public health, regulatory policies, marketing
strategies, and societal attitudes towards e-cigarettes.
Within this theme, the perceptions of manufacturers play a significant role.

users may need to wait for a coil to burn out before switching flavors,
impact the frequency of flavor changes. The use of different devices to
combat flavor mixing in pods is also highlighted.
In another session, users discuss their flavor-switching habits based on
various factors. Some express a desire to alternate between flavors like
mango and mint, while others switch flavors to combat taste
desensitization over time. The importance of variety and avoiding flavor
monotony is emphasized, with participants describing their rotation
through different flavors every couple of weeks. Some users
acknowledge their stocked-up supply of favorite flavors, allowing for
continuous rotation.
Interestingly, the discussion extends to the potential impact of limited
flavor options on initial vaping decisions. Participants express that a lack
of variety when they started vaping might have influenced their
likelihood to continue. The concept of addiction is introduced, with users
indicating that they might switch to menthol or tobacco flavors if faced
with limited choices. Lastly, participants express a cautious attitude

their patterns of usage provides insights into the intensity of their
engagement with e-cigarettes. This information is relevant to the
hypothesis as it helps predict how users might be impacted by legislative
bans based on the central role that flavors play in their vaping
experiences over time. Some of the responses from Focus group are as
follow:
“Hey, my name is Max. I'm a RIT grad from 2018, engineer. I have been
using a e-cig or vape, I guess, since 21 years old. Started with Sigelei box
mod, still using that on and off today, but also throw in the Puff Bars, or I
don't know. They have so many in the gas stations these days, can't
really keep up.”
“So I was a regular smoker for a long time back in the early, early, early
2000s. Maybe around 2009, I tried very primitive vape at time. Just this
teeny little, the actual just like cigarette ones. And they used to light up.
The cartridges were terrible. It was just awful. So I was an early adopter
as far as that goes. And then I gave up on them because they weren't
great. And I went back to regular cigarettes for quite some years and ...
That's Harwin. And then I wanted to stop smoking regular cigarettes
again. I used to get bronchitis several times a year. I've used the SMOK
products, S-M-O-K. Smok, smoke, smoke, I don't know.”
“Probably I would say a year and a half or two years, I would think.”
b. User Characteristics: User Characteristics encompass a range of
individual attributes such as age, gender, smoking history, and other
demographic factors. Exploring user characteristics is critical for
identifying potential variations in product use behavior. For instance,
younger users might be more influenced by marketing and flavor trends,

providing a more nuanced understanding of how different user groups
may be affected.
“For me, the last one I used was honeydew. That's probably the one I buy
most often other than strawberries and cream, but I tend to just stick to
the fruity flavor. So, if those two options aren't available it's something
like mango, orange or some fruit. I don't really dive into the dessert
flavored ones.”
“And then, for me, I stick to really just honeydew or strawberries and
cream, but if they aren't available, then I'll just get whatever seems the
closest to it. But I do like to stick to the ones that I like.”
Association between tobacco e-cigarette flavor use and variation by
gender.
There are more male smokers (32) than female smokers (21) in the dataset.
The minimum and maximum number of smokers are 21 and 32,
respectively. The association between tobacco and e-cigarette flavor use
often exhibits variations influenced by gender. Interviews suggests that
sweet and fruity e-cigarette flavors tend to be more popular among women,
potentially due to the perceived palatability and enjoyment associated with
these flavors. On the other hand, traditional tobacco and menthol flavors
show a more balanced distribution across genders, with both men and
women equally likely to use them, as these flavors often mimic the taste of
conventional tobacco products. Additionally, men may be more inclined to
experiment with complex or novel flavors, possibly driven by a desire for
variety in their vaping experience. Gender-specific perceptions of harm and
appeal also play a role, with women potentially prioritizing flavor
attractiveness and men considering factors like vapor production and
