Framework of the Study
This study is anchored on Routine Activity Theory by Cohen and Felson (1979) and the Theoretical Approaches
Public Policy Theory Sanchawa (2015).
Routine Activity Theory posits that crime occurs when three elements converge: motivated offenders, suitable
targets, and the absence of capable guardians. In the context of BPAT effectiveness: (1) Motivated offenders, the
theory helps understand the behavior and characteristics of offenders in Baguio City, such as their routines,
motivations, and opportunities for committing crimes. (2) Suitable targets, RAT aids in identifying factors that
make certain areas or individuals more vulnerable to crime within Baguio City, such as lack of lighting, poor
security measures, or high pedestrian traffic. (3) Absence of capable guardians, the theory sheds light on the role
of BPATs as guardians within the community, exploring their presence, effectiveness, and strategies for crime
prevention.
Public Policy Theory provides a support for understanding the formulation, implementation, and evaluation of
policies related to BPATs in Baguio City. (1) Policy formulation, analyze how BPAT policies were developed in
response to crime and safety concerns in Baguio City, considering the roles of government agencies, community
organizations, and stakeholders in shaping these policies. (2) Policy implementation, examine how BPAT
policies are put into practice, including resource allocation, training programs, and coordination among different
agencies and community members. (3) Policy evaluation, it assesses the effectiveness of BPAT policies in
achieving their intended outcomes, such as reducing crime rates, improving community safety, and enhancing
residents' perceptions of security.
Integrating Routine Activity Theory and Public Policy Theory allows for a comprehensive analysis of BPAT
effectiveness in Baguio City. By examining the interplay between environmental factors, offender behavior, and
policy interventions, the study can provide insights into how BPATs contribute to crime prevention and
community safety. Additionally, this integration helps identify areas for policy improvement and strategic
interventions to enhance BPAT effectiveness in addressing the unique challenges faced by Baguio City.
