AMRIT KAAAL
HISTORY :
The term comes from Vedic astrology, where 'Amrit kaal' is
a critical time period during which the gate of greater
pleasure is opened for the inhuman, angels, and humans. It
is regarded as the best and most auspicious time to begin
any new task. Amrit Kaal refers to a pivotal moment when the
gates of pleasure are made accessible for human beings, angels,
and monsters. Traditionally, Amrit Kaal refers to the most
auspicious period to start a new project or business.
Amrit Kaal’ was first mentioned by Prime Minister Narendra Modi in
2021 during the 75th Independence Day celebrations. During his
speech, the Prime Minister said the main purpose of ‘ Amrit Kaal’ is
to reduce economic disparities among the citizens of India,
emancipate people residing in villages, make India more technically
agile, and reduce dependence on the government. "While India has
made rapid strides, there should be a 'saturation' of development
and 100 per cent accomplishment. ..
he seven rishis, or sages, are some of the most crucial figures in
Hinduism. They are often extolled in Vedic texts such as
the Brahmanas and Upanishads. These sages are eulogised for their
mystic powers and soothsaying abilities. They are also regarded as
the first yogic practitioners in India. The earliest reference to the
seven sages is found in the Jaimini, Brahmana, where their names
are listed as Agastya, Atri, Bhardwaj, Gautama, Jamadagni,
Vashisth, and Vishwamitra.
. The Finance minister also brought up the word ‘saptarishi’ while
outlining her vision for the economy. She spoke of seven priority
areas on which the government will focus - inclusive development,
reaching the last mile, infrastructure and investment, unleashing
the potential, green growth, youth power, and financial sector,
terming them as ‘saptarishis’ or seven great sages. Just like how
the seven sages guided the country into righteousness, these seven
focus areas will propel India towards a bright future.

PM Gati Shakti
PM Gati Shakti is a transformative strategy for economic growth and
sustainable development. The approach is guided by seven engines: roads,
railways, airports, ports, mass transport, waterways, and logistics
infrastructure. All seven engines will draw forward the economy in unison.
These engines are backed by the complementary roles of energy transmission,
IT communication, bulk water and sewerage, and social infrastructure. The
approach is powered by clean energy and Sabka Prayas – the measures of the
central government, the state governments, and the private sector – ushering
tremendous job and entrepreneurial prospects for all, particularly the youth.
Inclusive Development
Recognising the significance of Nari Shakti as the herald of an optimistic future
and for women-led development during the Amrit Kaal, the government has
thoroughly reworked the Ministry of Women & Child Development schemes.
Consequently, three schemes, namely, Mission Shakti, Mission Vatsalya, Saksham
Anganwadi and Poshan 2.0, were embarked recently to deliver integrated benefits
to women and children. Saksham Anganwadis are a new age of anaganwadis with
adequate infrastructure and audio-visual aids, powered by clean energy and
providing an improved setting for early child development. Two lakh anganwadis
will be upgraded under the scheme.
Productivity Enhancement and Investment
Recently, over 25,000 compliances were reduced, and 1486 Union Laws were
repealed. This results from the government's strong affirmation of ''minimum
government & maximum governance,'' trust in the public and Ease of Doing
Business (EoDB). The next phase of EoDB 2.0 and Ease of Living will be
undertaken for the Amrit Kaal. To enhance the productive efficiency of capital and
human resources, the government will follow the vision of ''trust-based
governance.'' This new phase will be helmed by the active involvement of the
states, digitisation of manual procedures and interventions, integration of the
central and state-level systems through IT bridges, single-point access for all
citizen-centric services and standardisation and removal of overlapping
compliances. Crowdsourcing of recommendations and ground-level inspection of
the impact with the energetic involvement of the citizens and businesses will be
stimulated.
Urban Infrastructure is being catalysed with Rs 10,000 crore per
annum fund. Cities will also be encouraged to get their financials in
place to be able to launch municipal bonds to finance their
infrastructure projects. Naturally, a lot of these projects could be
“green”.Inclusive Development — Sabka Saath, Sabka Vikas,
includes a focus on agriculture, health and education, and skill
development.
This includes a digital ecosystem which will be a knowledge hub for
farmers, an agricultural fund for incubating innovative startups in
rural areas focused on agriculture, policies to boost horticulture, a
plan to make India the global hub for millets, and creating a storage
system for farmers to capitalize on their production by releasing their
produce at the right time in the markets.
Under health, the focus is on establishing 157 nursing colleges and
encouraging medical research. Reaching the Last Mile is also about
inclusion of the most backward population segments.
Coming to Unleashing the Potential, it would include solutions
development for agriculture, health and sustainable cities through 3
artificial intelligence centres in education institutes. National Data
policy is being framed to allow AI companies to access standardized,
anonymized data without users having to worry about loss of privacy.
. Ease of doing business. would be encouraged through several
vivaad se vishwash schemes to resolve outstanding disputes between
MSMEs and the government and PSUGreen Growth, of course,
includes several initiatives, including promotion of battery storage
systems and disposing of polluting vehicles based on old
technologies. A Green Credit Programme would incentivize
sustainable initiatives by the private and public sector.
Youth Power—Amrit Peedhi—would be supported through courses
like AI, Robotics, 3D Printing, IoT, and Drones etc.
Under the Financial Sector, two initiatives stand out. One is the
National Financial information registry.
This will help lenders in assessing risk of each entity or individual
and thus enhance efficiency in lending and significantly increase the
market size for credit. Second, Central Data Processing Centre would
help in ease of doing business in relation to the Companies Act.
Overall, the allocation to ministries shows that the focus remains on
Railways and Road Transport, Defence and Internal Security, Food
security, Agriculture and Rural development. Basics such as While
still evolving, and in very early stages, the Amrit Kaal Initiative
seems to be taking shape, getting capital and being implemented
on the ground. If we keep at it with persistence for the next 5
years, a very strong foundation will be established for a
Developed India or Viksit Bharat.
The purpose of Amrit Kaal is:

o Have the latest technology so that India is not
behind any country in the world.
Vision for Amrit Kaal – an empowered and inclusive economy
Union Finance Minister highlighted that “Our vision for the Amrit
Kaal includes technology-driven and knowledge-based economy with
strong public finances, and a robust financial sector”. To achieve this,
Jan Bhagidari through Sabka Saath Sabka Prayas is essential, she
added.
The economic agenda for achieving this vision would focus on three
priorities:
1. facilitating ample opportunities for citizens, especially the
youth, to fulfil their aspirations;
2. providing strong impetus to growth and job creation; and
3. strengthening macro-economic stability
1. Economic Empowerment of Women through SHGs:
Noting that the Deendayal Antyodaya Yojana National Rural
Livelihood Mission has achieved remarkable success by mobilizing
rural women into 81 lakh Self Help Groups (SHGs), Union Finance
Minister stated that “We will enable these groups to reach the next
stage of economic empowerment through formation of large producer
enterprises or collectives with each having several thousand members
and managed professionally. They will be helped with supply of raw
materials and for better design, quality, branding and marketing of
their products.”
2. PM Vishwakarma kaushal Samman (PM VIKAS):
Union Finance Minster announced a new scheme for the traditional
artisans and craftspeople, generally referred to as Vishwakarma.
Noting that the art and handicraft created by them represent the true
spirit of Atmanirbhar Bharat, for the first time, a package of
assistance for them has been conceptualized.
The new scheme will:-
(a) enable them to improve the quality, scale and reach of their
products, integrating them with the MSME value chain
(b) include not only financial support but also access to advanced skill
training, knowledge of modern digital techniques and efficient green
technologies, brand promotion, linkage with local and global markets,
digital payments, and social security
(c) greatly benefit the Scheduled Castes, Scheduled Tribes, OBCs,
women and people belonging to the weaker sections.
3. Tourism Promotion in Mission Mode:
Underlining the immense tourism potential the country offers for
domestic as well as foreign tourists, Union Finance Minister stated
that “The sector holds huge opportunities for jobs and
entrepreneurship for youth in particular and there is a large potential
to be tapped in tourism.” She announced that promotion of tourism
will be taken up on mission mode, with active participation of states,
convergence of government programmes and public-private
partnerships.
4. Green Growth:
Union Finance Minister emphasized the focus of the Government on
green growth efforts that help in reducing carbon intensity of the
economy and provides for largescale green job opportunities. She
noted that “We are implementing many programmes for green fuel,
green energy, green farming, green mobility, green buildings, and
green equipment, and policies for efficient use of energy across
various economic sectors.”
Saptarishi: Seven guiding priorities of Budget 2023-24
Union Finance Minister announced the first budget in Amrit Kaal will
be guided by seven priorities that complement each other and act as
the ‘Saptarishi’.

Sabka Saath Sabka Vikas
A key theme of Union Budget 2023-24 is the focus on inclusive
development. Smt. Nirmala Sitharaman pointed out “The
Government’s philosophy of Sabka Saath Sabka Vikas has facilitated
inclusive development covering in specific, farmers, women, youth,
OBCs, Scheduled Castes, Scheduled Tribes, divyangjan and
economically weaker sections, and overall priority for the
underprivileged (vanchiton ko variyata).”
accomplishing specific goals during the Amrit Kaal, the government
strives to achieve the vision India@100. They are:
Complementing the macroeconomic level development focus
with a microeconomic level all-inclusive welfare principle.
Boosting the digital economy and fintech technology-enabled
evolution, energy transition, and climate action.
A virtuous cycle of private investment with public capital
investment, supporting crowd in private investment.
The Budget 2022-23 seeks to lay the footing and give a blueprint to
drive the economy over Amrit Kaal of the next 25 years – from India
at 75 to India at 100. It creates the vision drawn in the Budget 2021-
22. Its elemental principles, which comprised transparency of
financial statement and fiscal standing, reflect the government's
objective, resilience, and challenges.
The Budget 2022-23 continues to provide momentum for
development. It lays a similar blueprint for the Amrit Kaal, futuristic
and inclusive. This will directly help the youth, women, farmers, the
Scheduled Castes, and the Schedules Tribes. Moreover, substantial
public investment for modern infrastructure equips India at 100. This
will be steered by PM Gati Shakti and benefit from the multimodal
approach's synergy.
