Objective Councilor Murphy hopes to continue working aggressively to strengthen our local economy, ecology and community. Here are a few of the issues he has pursued this term and the successes he will build upon in the next: Economic Development Successfully sought an updated City Investment Policy to preference local banks and credit unions, in order to encourage more lending to local businesses and entrepreneurs. Successfully sought an updated Purchasing Policy to stimulate demand for the products and services of local businesses, particularly environmentally-preferable products. Proposed a Grow Lowell Initiative to focus not solely on the recruitment of outside businesses, but also to help existing local businesses expand their enterprises. Led an effort to bring greater balance to the citys economic development, successfully pushing for a more equitable distribution of grants and low-interest loans to revitalize neighborhood business districts, as evident in his work on the Cambodia-town project. Successfully sought greater transparency in our Tax Increment Financing plans, and has guidelines to encourage more sustainable jobs with living wages. Government Accountability & Performance Led the effort to establish the LowellStat Initiative, a statistical analysis program that has identified $1.9 million in savings and new revenue in its first year. Successfully sought to develop Lowells first performance-based budget for greater transparency and more informed, data-driven decision-making. Saved $600,000 by prioritizing capital improvements on the Rogers School roof. Approved the reorganization of Inspectional Services, which has resulted in over $300,000 annual savings, and a Lowell Stat proposal to establish a municipal hearing process to improve fine collection and code compliance. Sought an updated and fully integrated Capital Improvement Plan as part of a more organized and participatory budget process. Approved sound fiscal management policies and cost-saving measures which have resulted in an upgrade of the citys bond rating by Moodys to A1, with a stable outlook. Energy & the Environment Led the effort to become one of states first Green Communities, bringing in over $546,000 in grant funding, with more funding to come this fall. Successfully sought improved energy standards for our building code and municipal fleet to increase energy efficiency and long-term cost savings for residents and taxpayers. Successfully sought ordinance changes to encourage water conservation, better storm water management, and the development of renewable energy. Approved Energy services contract to retrofit schools and municipal buildings to accelerate much needed capital improvements and further energy and cost-savings. Proposed several motions to encourage higher recycling rates and greater access to recycling services, with a recent proposal projected to save the city $190,000 annually. Housing & Community Development Led an effort to pilot a property tax abatement program or reduction in permitting fees for the redevelopment of blighted properties in order to strengthen neighborhoods. Successfully sought to keep municipal pools open and further expand access to recreational opportunities with significant park renovations. Successfully sought bus shelters to boost public transit use, stimulate neighborhood business districts and increase access to job opportunities for residents across the city. Successfully sought an update to our master plan to reflect the needs of the community, and a vision of how we may all live, work, play and learn together in the years to come.
