TITLE : Factors Shaping Jeepney Drivers and Passengers Preferences on the
Jeepney Phaseout : Cultural Preservation vs. Environmental Development in
Caloocan City
CHAPTER 1
THE PROBLEM AND ITS BACKGROUND
This chapter includes the Introduction, Background of the Study, Statement of the
Problem, Scope and Delimitation and Significance of the Study.
Introduction
The Jeepney stands as a proud symbol of Filipino creativity and community,
representing a rich heritage woven into the fabric of our society. Its lively colors, friendly
atmosphere, and strong ties to Filipino identity make it more than just a way to get
around—it's a cherished part of Filipino culture, passed down through the years.
Jeepneys are deeply ingrained in Filipino culture and identity. They represent not just a
mode of transportation but also embody Filipino creativity, resilience, and communal
spirit. For many passengers, riding a jeepney is not just a means of getting from one
place to another but also a cultural experience and source of pride as Filipino. Jeepneys
operate frequently and cover a wide range of routes, making them a convenient option
for passengers who need to travel at various times and to different destinations
throughout the day.
Culture is an integral part of human existence, shaping societies, influencing
individuals, and enriching lives in profound ways. Its preservation, promotion, and
appreciation are essential for fostering a more inclusive, harmonious, and vibrant world.
The phaseout of jeepneys raises a countless issues that resonate across socio-
economic, cultural, and environmental spheres. For jeepney drivers, concerns over
livelihood security, income stability, and employment opportunities came large in the
face of this transition. Similarly, passengers struggle with considerations such as
accessibility, affordability, and cultural attachment to jeepneys. Moreover, environmental
degradation and the essential for sustainable transport solutions underscore the
urgency of addressing the environmental development of traditional jeepney operations.
According to J. Perlora, (2023) Jeepney is not just a mode of transportation but a
cultural institution that reflects the Filipino way of life. It is a symbol of Filipino ingenuity
and creativity that has become an integral part of the country’s cultural identity. It also
plays a vital role in the economy of the Philippines and provides a livelihood to
thousands of Filipinos. Finally, Jeepneys are an essential mode of transportation for
millions of Filipinos who depend on them for their daily commute. Therefore, instead of
phasing out Jeepneys, we should invest in improving their safety, efficiency, and
environmental sustainability. We should also promote the Jeepney industry as a vital
component of the country’s cultural and economic heritage. By doing so, we can
preserve Jeepney’s legacy for future generations while ensuring that it continues to
serve as a reliable and affordable mode of transportation for all Filipinos.
Traditional jeepneys in the Philippines are often powered by outdated diesel
engines, notorious for their inefficiency and high emissions. These engines lack modern
emission control technologies, resulting in the release of harmful pollutants such as
particulate matter and nitrogen oxides into the atmosphere. Air pollution from traditional
jeepneys poses a significant threat to the environment and public health in the
Philippines. The necessity for their gradual removal arises from their outdated and
inefficient engines, significant emissions, exacerbation of urban congestion, negative
health effects, and compliance to environmental regulations. Through the adoption of
cleaner and more sustainable transportation options, the Philippines strives to chart a
path towards a healthier, more environmentally friendly future for its populace and the
globe.
The researchers chose to conduct this study to know what are the perspectives
of the Jeepney Drivers and Passengers to Environmental Concerns and to
Sustainability of the Culture of Jeepneys. The researcher aimed is to shed light on the
underlying motivations, concerns, and priorities that influence their stance on the
Jeepney Phaseout. Ultimately, the researchers goal is to inform decision-making
processes and policy development regarding the transition to more sustainable
transportation options while considering the preservation of cultural heritage and
environmental needs. This research seeks to contribute to finding a balanced and
inclusive approach that addresses both environmental sustainability and cultural
preservation concerns effectively.
