Terms of Reference (TOR)
A. Background
1. The adoption of Performance Governance System by the PNP thru the
Balance Scorecard will help achieve organization performance driven by a
properly functioning governance mechanism and centered on strategy
formulation as well as the strategy execution on which the end goal is to
sustain the promotion of realistic and religious governance culture down to
the lower echelon;
2. INITAO MPS is adopting the Performance Governance System (PGS) to
formulate an effective and efficient PNP’s program to achieve our desired
goal to be an effective and credible police force. In the formulations of our
sound and effective programs, it is necessary that our efforts will be
orchestrated and solidified to create a good impact in the community.
Thus, to make this happen and to uphold our plans and programs of the
P.A.T.R.O.L. Plan 2030, INITAO MPS organized an Advisory Council as a
counterpart of the Advisory council of the MISOR PPO. The members of
Municipal Advisory Council were being chosen based of their uprightness,
experienced in good governance, willingness to support for a change, and
community empowerment; and
3. The Municipal Advisory Council was organized as one of the prerequisite
procedures in attaining the Initiation Stage of the PGS. The council will
endow advises, recommendation which will definitely be our guiding post
in formulating relevant, sound plans and programs and strategic approach
and shall assist INITAO MPS in categorizing the key priority areas and
strategic problems in line with the MISOR PPO and PRO 10 Scorecard as
well as the PNP P.A.T.R.O.L. Plan 2030. Inputs will be provided by the
members aligned with the perspectives of the PNP and MISOR PPO and
PRO 10 Scorecard as well as the strategy map.
B. Scope
1. Objectives
a. Ensuring that the plans and programs will be implemented, the
(Municipal Advisory Council (MAC) will be organized and
established in order to maintain and enable the outlook of the
projected plans and programs aligned with the Scorecard of MISOR
PPO and PRO 10 as well as the PNP achieving the desired output;
and
b. The Advisory Council shall concentrate on the accomplishments on
our targeted activities and the performance of the Office Primary
Responsible (OPR) on the execution of their strategy.
2. Roles/Responsibilities
The Advisory Council shall act as advisers and recommends inputs or
insights but have no discretionary powers as to the administrative or
operational aspects with regards to the decision within due bounds towards
the PNP organization. It appertains only to the assessment and interpretation
of the activities, objectives and measures being initiated.
3. Functions
The Municipal Advisory Council will have the following primary functions:
a. To advise and assist INITAO MPS in the identification of GAPs,
Process shifts and intervention made in harmony with the PNP
PATROL Plan 2030 Strategic Focus Code P;
The Advisory Council’s function as our guiding post will definitely
provide assessment, sound plans and programs, measures and shall
assist in categorizing the key priority areas and GAPs in line with the
Mis Or PPO Operational Dashboards and PRO 10 Scorecard as well
as the PNP P.A.T.R.O.L. Plan 2030.
b. In collaboration with INITAO MPS PSMU (Police Strategy
Management Unit) to give insights on the measures undertaken
by the Police Stations and shall give recommendations for the
adjustments of the doable targets;
Ensuring the Operational Dashboard is in the right track, the Advisory
Council could give insights on how to achieve the desired
output/accomplishments whether doable or not. Evaluate the strategies
made as well as their capabilities in dealing with the gaps.
c. To aid and assist INITAO MPS to accumulate support from the
stakeholders in order to with stand the activities to be initiated in
the long run.
It is vital that the MAC shall endow assistance in generating support
from the stakeholders for the sustainability of the activities for the
improvement on the prevention and solution of crimes province-wide.
This is to guarantee that INITAO MPS could endure and maintain its
execution of the strategic plan.
The Advisory Council has the following specific functions:
a. To advise the Chief of Police through the submission of desired reports
in connection with the constant updating, upgrading and execution of PNP
PATROL Plan 2030, Strategic Focus Code P for the upcoming Audit,
Compliance Stage, and the succeeding Stages to overcome;
b. To assist and support the Initao MPS PSMU (Police Strategy
Management Unit) in the administration of the strategy management
system, monitoring and evaluation, alignment of the organization, review
and refining the Operational and tactical activities;
c. To initiate and maintain a meeting for the revision and review of
Operational/tactical and developments related to INITAO MPS
performance for the issuance of Resolution; and
d. To assist INITAO MPS help find ways and means in generating
financial resources enable to mobilize the Initao MPS to pursue its
initiatives as laid out in the Operational Dashboard;
C. Organization
1. The Municipal Advisory Council
a. Chairperson
In addition to overall responsibilities delegated to the Advisory Council,
the Chairperson has the following functions:
a) Preside over Advisory Council meetings;
b) Determine the set of agenda for Advisory Council meetings in line
with the concerns or priorities and ensure that these agenda are
tackled and resolved;
c) Responsible in overseeing the Advisory Council’s policy-
development process;
d) Responsible in coordinating the Advisory Council’s interests with
the PNP’s governing body (Command Group); and
e) Represent the Advisory Group at functions and proceedings.
b. Vice-Chairperson
a) In the absence of the Chairperson, will assume the responsibilities
outlined above; and
b) Assist the Chairperson in governing the Municipal Advisory Council.
c. Members
a) Shall draw support to the Chairperson in the policy development
process;
b) Shall attend in any proceeding desired and scheduled by the
Chairperson; and
c) Shall give inputs/ideas tackled on any issues and concerns.
d. Terms of Office
1) Fifty percent of the Advisory Council members will serve a two
year-term, including the Chairperson and Vice Chairperson;
2) The remaining half will serve a one-year term; and
3) During the first meeting of the Advisory Board, the members
shall elect the Chairperson and Vice-Chairperson and will vote
on the individual members who will serve a two-year term,
except for the Chairperson and Vice Chairperson, and those
who will serve a one-year term;
2. The Secretariat
The Secretariat’s role would be the following:
a. Prepare docket containing the agenda and the matter that may be
referred for consideration by the Advisory Council;
b. Responsible for maintaining Advisory Council’s records, as well as
documenting the Advisory Council’s meetings, activities and
Resolutions;
c. Ensure that the minutes of the meeting were well taken and all
discussions and resolutions were documented. Minutes of previous
meetings shall be submitted by the Secretariat for review, approval
and signature of the Advisory Council Members.
d. Oversee and administer Advisory Council’s activities and in
monitoring compliances.
e. Provides notice of meeting to the Advisory Council Member at least
five (5) days prior to each meeting; and
f. Coordinate and ensure provision of necessary support to the
Advisory Council.
D. Administrative and Logistical Support
Initao MPS, through the Chief of Police, shall provide administrative
and logistical support to the Municipal Advisory Council.
E. Calendar of Activities
A. Meetings
1. Regular Meeting
When the meeting convened, the date and venue of the
Advisory Council’s first meeting will be determined by Mis Or PPO.
After which, the Advisory Council shall meet at least once a month at
designated place and the scheduled time and date as agreed upon by
the members and approved by the Chairperson.
2. Special/Emergency Meetings
In the event that immediate quorum of the Advisory Council
requires, special or emergency meetings as may be called by the
Chairperson.
3. Joint Meetings with the PPSMU-10
The Advisory Council may initiate the conduct of joint meetings
with the PPSMU in connection with their concurrent functions.
B. Quorum
A two third (2/3) or simple majority of its members shall
constitute a Quorum for the Advisory Council to conduct
meetings/proceedings approved and disapproved previous minutes
and other related activities.
