       In exercise of the powers conferred by the proviso to article 309 of the constitution of India and of all other powers hereunto enabling, and in supersession
of the Special and Adhoc rules issued in GO.Ms. 58 T, R&B (Ser.II), Dept.,Dt.01.05.2002, GO.Ms.No.99 T, R&B (Ser.II) Dept., Dt.02-03-2009 and GO.Ms.No.49,
T,R&B (Ser.II), Dept., Dt.06.10.2021 and as subsequently amended from time to time, the Governor of Andhra Pradesh hereby makes the following Special Rules
for the Andhra Pradesh Roads and Buildings Engineering Subordinate Service:-
                                                                               RULES
1. SHORT TITLE AND COMMENCEMENT: -
     i)    These rules may be called the Andhra Pradesh Roads and Buildings Engineering Subordinate Service Rules, ………….
     ii)   These Rules shall come into force on the date of their publication inthe official Gazette.
2. CONSTITUTION:
     The service shall consist of the following classes and categories of posts namely:
CLASS -A (CIVIL ENGINEERING)
CLASS - B (Architect)
CLASS - C (RESEARCH)
Subject to the other provisions in these rules, the Method of Appointment and Appointing Authority for the various categories shall be as follows: -
                                                                                   Printing Technician

NOTE:-
 1) On the basis of necessity and requirements, the Government will finalize the sanctioned /cadre strength of each category. In case of Assistant Executive
    Engineer /Assistant Engineer, the overall sanctioned strength will be considered. However, the vacancies as notified by the department from time to time
    shall be filled in the ratio of 3:1 between Assistant Executive Engineer and Assistant Engineer respectively.
 2) Against the vacancies of Assistant Engineer, 50% of the vacancies will be filled by the Direct Recruitment and 50% by Conversion / by promotion / by
    appointment by Transfer in the ratio of 50% : 30% : 20% from the cadre of (a). Technical Officer / Assistant Technical Office / Junior Technical Officer /
    Technical Assistant, (b). Provincialized Work Inspectors of all Grades and (c), Ministerial / General Subordinate / Last Grade Services respectively.
     (a)      If no qualified Technical Officer is available, by promotion of qualified Assistant Technical Officer, if no qualified ATO is available, by promotion of
              Junior Technical Officer and if no qualified JTO is available, by promotion of Technical Assistant.
     (b)      If no qualified Work Inspector Grade-I is available, by promotion of Work Inspector Grade-II, if no qualified WI-Gr-II is available, by promotion of
              Work Inspector Grade-III, if no qualified WI-Gr-III is available, by promotion of Work Inspector Grade – IV.
     (c)      If no qualified Ministerial Staff is available, by promotion of General Subordinate Staff, if no qualified General Subordinate staff is available, by
              promotion of Last Grade Service staff.
           If no qualified or suitable candidates are available in item (a), it shall be filled by item (b), if no qualified or suitable candidates are
           available in item (b), it shall be filled by the item (c)
    (For Example, if 100 vacancies of Assistant Engineer are notified at a time, 50 vacancies will be filled by the Direct Recruitment and 50 vacancies filled up
    by Conversion / by promotion / by appointment by transfer in the ratio of (a). 25 (50%) from TO, ATO, JTO & TA, (b). 15 (30%) from Work Inspectors of
    all Grade and (c). 10 (20%) from Ministerial / General Subordinate / Last Grade Services and conversion from the cadre of Technical Officer on willingness is
    also in the ratio of 50%.
 3) Against the sanctioned strength of Junior Technical Officers, 60% of the vacancies shall be filled by direct recruitment and 40% by promotion from the
    cadre of Technical Assistant / Provincialized Work Inspectors of all Grades.
    In the 40% of promotion quota of Junior Technical Officers, 25% of posts are earmarked for Technical Assistant and 15% for Provincialized work Inspectors.
    If sufficient number of Provincialized Work Inspectors are not available in the panel year, the said posts shall be filled by Technical Assistants and vice versa

 4) Against the sanctioned strength of Technical Assistants, 60% of the vacancies shall be filled by direct recruitment and 40% by promotion from Printing
    Technician and Ministerial / General Subordinate / Last Grade Services who fulfil the requisite Education Qualification.
 5) The Assistant Engineer who completes minimum six (6) years of service in the cadre of Assistant Engineer shall be appointed by transfer as Assistant
    Executive Engineer subject to fulfilling the criteria prescribed in relevant rules (Roads and Buildings Engineering Service Rules). For this purpose, the service
    rendered in the cadre of Assistant Engineer and Technical Officer put together will be considered.
 6) The posts of Provincialized Work Inspector and Printing Technician shall cease to exist once existing occupants retire or get promoted. No future recruitment
    will be made for these Categories.
4. RULE OF RESERVATION:
  (i) Rule 22 and Rule 22-A of the Andhra Pradesh State and Subordinate Service Rules, 1996 as amended from time to time shall be applicable for the Direct
      Recruitment.
  (ii) Local reservation shall be applicable as per provisions of the Andhra Pradesh Public Employment (Organization of local cadres and regulation of Direct
       Recruitment) Order, 1975
5. QUALIFICATION:
    No person shall be eligible for appointment to the categories specified in column (1) of the table to these rules by the method specified in column (2) unless
    he /she possesses the qualifications specified in the corresponding entry in column (3) thereof; -
Category - 1

NOTE: -
  (a)   The Diploma in Civil Engineering of above-mentioned disciplines should be awarded by the State Board of Technical Education or its equivalent
        qualifications recognised by the State Board of Technical Educations of Andhra Pradesh State which was approved by the AICTE and UGC.
(b) The number of posts to be recruited in each discipline will be decided at the time of recruitment by the department based on the requirement / necessity.
6. AGE:
Rule 12 of the Andhra Pradesh State & Subordinate Service Rules, 1996 as amended from time to time shall be followed for Direct Recruitment.
7. MINIMUM SERVICE:
    Unless otherwise specified elsewhere in these rules no person shall be eligible for appointment by transfer or promotion unless he/she has put in not less
    than two (2) years of service mentioned in respective categories from which such appointment by transfer or promotion is made.
8. PROBATION:
  i) Every person appointed by Direct Recruitment to any of the posts shall, from the date on which he/she commences probation, be on probation for a total
    period of two (2) years on duty within a continuous period of three (3) years.
  ii) Every person appointed to any of the posts otherwise than by Direct Recruitment shall, from the date on which he / she commences probation, be on
    probation for a total period of one (1) year on duty within a continuous period of two (2) years.
9. TRAINING:
    Every person appointed by direct recruitment / promotion / appointment by transfer to the posts of Assistant Engineer/Junior Technical Officer(R&B)
    Civil/Electrical as the case may be, shall undergo, immediately after appointment, a course of training for such period and as per such programme and
    syllabus as prescribed by Engineer-in-Chief (R&B) Administration, from time to time.

10. TESTS:
    (1) Every person appointed by Direct Recruitment to the category of Assistant Engineer (Civil/Electrical) shall pass the Accounts Test for Public works
       Department (P.W.D) Officers and Subordinates within the period of probation.
       Provided that no such Assistant Engineer (Civil/Electrical) on probation shall be discharged for failure to pass the above test within the period of
       probation, but his/her probation shall be extended and increment shall be stopped till he/she pass the test.
    (2) No person shall be appointed by promotion or recruitment by transfer as Assistant Engineer unless he/she passes the account test for Public Works
       Department officers and subordinates.
  For the purposes of recruitment, appointment, seniority, discharge for want of vacancy, re-appointment, and appointment as full member to the posts
  specified in column (2) of the Table below the Unit of appointment shall be as specified in Column (3) as per the Andhra Pradesh Public Employment
  (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975 thereof:

  (i) The Deputy Engineer-in-Chief (R&B) Administration shall be the Appointing/Recruitment authority for the categories of Assistant Engineer, Technical
     Officer, Assistant Technical Officer, Junior Technical Officer and Technical Assistants Civil and Electrical.
  (ii) The Superintending Engineers (R&B)/ Regional Officers of concerned who has been designated as Unit Officer for Zone concerned shall be the competent
     authority for preparation of seniority lists of Technical Officer, Assistant Technical Officer, Junior Technical Officer and Technical Assistants Civil and
     Electrical.
  iii). Superintending Engineers (R&B) concerned, who has been designated as Unit Officer for District concerned shall be the competent authority for the
     category of Printing Technician and other cadres.
  (ii) The Deputy Engineer-in-Chief (R&B) Administration, shall be the Competent Authority for Transfers and postings to the categories of Special Grade
     Technical Officer, Technical Officer, Assistant Technical Officer, Junior Technical Officer, Technical Assistants and Printing Technician Civil and Electrical in
     the office of the Engineer-in-Chief (R&B).
  (iii) The Superintending Engineers (R&B)/ Regional Officers of concerned who has been designated as Unit Officer for Zone concerned shall be the competent
     authority for Transfers and Posting of Technical Officer, Assistant Technical Officer, Junior Technical Officer and Technical Assistants Civil and Electrical.
  (iv) Superintending Engineers (R&B) concerned, who has been designated as Unit Officer for District concerned shall be the competent authority for transfers
     and postings of Printing Technician and other cadres.

    The Special and Adhoc Rules issued in the following Government Orders as amended from time to time, in respect of various posts in the Roads and Buildings
    Engineering Department are repealed.
Provided that nothing in these rules shall affect the appointments made in accordance with the repealed rules prior to the coming into force of these rules.
