UPCOMING PROJECTs AT A GLANCE
Case: 1
The Paradip Chemical and Petrochemical Investment Region (PCPIR) is a proposed 284.15 sq km
industrial region located in the Jagatsinghpur and Kendrapara districts of Odisha, India. The project
is expected to attract an investment of INR 2,77,734 crore and will be anchored by the Indian Oil
Corporation (IOCL). The PCPIR will include the IOCL’s refinery at Paradip, which will have a crude
and vacuum distillation unit, a hydro-cracking unit, and a delayed coker unit. It will also feature an
integrated gasification combined cycle plant for the production of steam, power, and hydrogen from
petroleum coke for use in the refinery.
Case: 2
The Odisha government is set to develop a plastic park in Paradip, with the aim of boosting the
state’s plastics industry. The park, which will cover an area of 120 acres and have an estimated cost
of Rs 106 crore, will provide easy access to transportation routes such as the NH and railway
station, as well as being close to the Paradip port.
Case: 3
The Odisha government has approved the construction of a second generation (2G) ethanol bio-
refinery, which will be the first in the country to produce ethanol from rice straw. The facility,
located in Bargarh district, is being built by Bharat Petroleum Corporation Limited (BPCL) at an
estimated cost of Rs 1000 crore.
Case: 4
The Odisha government has announced plans to create the Biju Expressway, an economic
corridor connecting several districts in the state. This 254 km four-lane road and 402 km two-lane
road, set to be completed in two phases by 2024, will connect western Odisha districts such as
Bargarh, Sambalpur, Jharsuguda, and Sundergarh with KBK (Kalahandi-Balangir-Koraput) districts
including Koraput, Nawrangpur, Kalahandi, and Nuapada. The project, originally estimated at a cost
of Rs 3,200 crore, has seen delays and a budget increase to around Rs 5,000 crore.

The National Highway Authority of India (NHAI) has announced plans to build a premium coastal
highway along the eastern coast of India. Currently NHAI has floated tenders for the construction on
two packages on this highway: Package 1 covers the stretch from Rameswar to Puri (47 km), while
Package 2 covers the stretch from Puri to Kakatpur (45 km). The coastal highway will be a four-lane
road and is expected to cost a total of INR 7,000 crore to build. The Rameswar-Puri stretch will
cost INR 1,436 crore, while the Puri-Kakatpur stretch will cost INR 1,297 crore.

The Odisha Industrial Infrastructure Development Corporation (IDCO) is working on a plan to
create a 300-acre aluminium business park in Angul, Odisha. The new park will be located alongside
an existing aluminium park that has already been developed on a 223-acre plot of land. IDCO aims
to transform the existing aluminium park into a mega aluminium park by developing similar
infrastructure on the additional 300 acres of land.
So grabbing orders is not an issue but accordingly investment matters.
