NOTIFICATION

S.R.O No._________: -- In pursuance of sub-rule (2) of Rule-3 of the Civil Servants


(Appointment, Promotion and Transfer) Rule, 1973 and Section 7(1)(b)(i) &(ii) of the
Federal Public Service Commission Ordinance, 1977 (XLV of 1977), the following methods,
qualification and other conditions are laid for appointment to the posts in Pakistan Institute of
Medical Sciences (PIMS), Islamabad under the control of Ministry of National Health
Services Regulations & Coordination, namely:--

CONDITIONS FOR PROMOTION


3. Promotion to the post or post(s) in column (2) shall be made by selection from
amongst the persons who hold the specified post in column (3) thereof on regular basis and
fulfills the conditions of eligibility as prescribed in column (4): --

QUALIFICATIONS, EXPERIENCE AND


AGE LIMIT FOR INITIAL APPOINTMENT

4. A candidate for Initial Appointment must possess the education qualification and
experience and must be within the age limits as mentioned against the posts concerned in
schedule to this Notification, Provided that: --

i. “Experience” means post-qualification gained in a regular full-time paid job


after obtaining the required qualifications.
ii. The period spent by a candidate in obtaining the degree of M.Phil. or Ph.D. in
the relevant field shall be treated as Practical Experience for up to a maximum
period of two and four years respectively for the purpose of initial
appointment, provided that: --

a) A candidate who has obtained the degree of M.Phil. or Ph.D.


during service shall not be entitled to double benefit of
counting the said period as service towards experience
prescribed for the post; and

b) This concession shall not be available for the post for which the
prescribed qualification is M.Phil. or Ph.D. as the case may be.

iii. The maximum age limit shall be relaxed in respect of the candidates and to the
extent indicated in the Initial Appointment to Civil Posts (Relaxation of Upper
Age Limit) Rules, 1993 as amended from time to time; and

iv. Eligibility of the candidate shall be reckoned as on the closing date fixed for
submission of applications in accordance with this Notification and the
instruction issued by the Federal Government and Federal Public Service
Commission from time to time.

APPOINTMENT BY TRANSFER

5. Appointment by Transfer shall be made by selection from amongst the persons


holding appointment on regular basis under the Federal Government in same Basic Pay Scale
in which the post to be filled exist in accordance with the provision of Rules 7 & 9 of Civil
Servant (Appointment, Promotion & Transfer) Rules, 1973.

PROBATION

6. Persons appointed by Promotion, Initial Appointment & Transfer shall be on


Probation subject to the provisions of Civil Servant Act, 1973 and the rules made thereunder.
7. This Notification issues with the concurrence of Establishment Division contained
vide their O.M No._______________ dated and Federal Public Service Commission
contained vide its letter No. F._________________________dated __________.

Responsibilities:

i. Will be employed as Assistant Engineer (HVAC) (BS-17).

ii. Will Assist Deputy Director (Engineering) & Director (Engineering) in the official
affairs and functioning of HVAC systems installed in the premises.
iii. Will be held responsible for maintaining and smooth functioning of HVAC
system.
iv. Operates and performs general repairs to a wide range of heating, refrigerating,
ventilating, air conditioning.
v. Performs all required preventive maintenance: lubrication, changing belts and
filters in the HVAC systems where required.

vi. Reports to supervisor all equipment or system problems which are beyond the
repair capabilities of the employee.

vii. Responds to maintenance work requests and tenant complaints.

viii. Tests and treats water used in HVAC systems in order to prevent growth of fungi
and bacteria.

ix. Design of mechanical building services from initial concept through to detailed
design.

x. Coordinate the efforts of installation technicians and mechanics engaged in


HVAC system installation and modification to ensure a cost effective and timely
completion.

xi. Production of design documentation.

xii. Troubleshoot and remediate system configuration/infrastructure issues.

xiii. Help determine budget estimates and staffing for efficient and smooth functioning
of the department.

QUALIFICATIONS REQUIRED:

i. 2nd Class or Grade “C” Bachelor’s Degree / B. Tech / B. Tech (Hons) / B.S in
