A RESOLUTION REQUESTING GOV. ATTY. EDCEL GREX LAGMAN -GOVERNOR OF
ALBAY PROVINCE TO SUPPORT THE “RENOVATION OF THE READING CENTER AND
AT THE SAME TIME SK OFFICE OF SANGGUNIANG KABATAAN- BARANGAY RIZAL,
JOVELLAR, ALBAY

WHEREAS, in Section 20- Sangguniang Kabataan Funds stated in (c) All Sangguniang Kabataan funds
shall be allocated in an annual budget, and if the funds allow, in a supplemental budget in accordance
with the adopted Annual Barangay Investment Program. Both the Comprehensive Barangay Youth
Development Plan and Annual Barangay Investment Program shall give priority to programs, projects
and activities that will promote and ensure the equitable access to quality education, environmental
protection, climate change adaptation, disaster risk reduction and resiliency, youth employment and
livelihood, health and anti-drug abuse, gender sensitivity, sports development, and capability building
which emphasizes leadership training;
WHEREAS, in 2024 latest adviced of National Youth Commission the 9 center of participations will be
added 1 (Agriculture) and a total of 10 center of participations that are needed to fund.
WHEREAS, due to limited fund we don’t have enough fund to be use for improvement of “Reading
Center and SK Office” of Sangguniang Kabataan Rizal, Jovellar, Albay.
NOW, THEREFORE, on motion by SK Councilor Yulah B. Barrameda committee chairman
appropriation and was duly seconded by SK Councilor Hon. Jester Anri O. Nobleza approved this
resolution respectively.

PROJECT PROPOSAL
I. INTRODUCTION
Title: Improvement of Reading Center/ SK Office of Barangay Rizal, Jovellar, Albay
Proponent: Office of the Sangguniang Kabataan Rizal
Location: Brgy. Rizal, Jovellar, Albay
Duration: March 2024
II. RATIONALE
The aims to provide the youth a venue to address their needs and an office to go to when they
seek for assistance. To this end, the State shall establish adequate, effective, responsive and
enabling mechanism and support system to address the needs of the youth which is the
establishment of a Sangguniang Kabataan office which shall also be used as barangay youth
center within the Barangay Rizal.
Barangay Rizal, Jovellar, Albay will have a central hub for youth-related programs, events, and
services thanks to the improvement construction of a dedicated Sangguniang Kabataan (SK)
office. The goal of this project is to increase the Sangguniang Kabataan's ability to effectively
and efficiently serve its young members.
The primary objective of which is to enhance the physical, social, political, economic, culture,
intellectual, moral and spiritual development of the youth of the country. The SK shall: a.
Promulgate resolutions necessary to carry out the objectives of the youth in the barangay in
accordance with applicable provisions of the code.
III. OBJECTIVES
A. OVERALL OBJECTIVES
To ensure that the welfare of the youth is protected, represented and heard by the
government.
To recognizes the vital role of the youth in nation building
SPECIFIC OBJECTIVES
To have a proper place to discuss SK Matters.
To have easy access for books and other reading materials.
To have a fuctional Sangguniang Kabataan in the barangay.
To construct an accessible and functional SK office within the barangay.
To provide a conducive space for SK officials to conduct meetings, consultations, and other relevant
activities.
To enhance the visibility and credibility of the SK as a representative body for the youth.
IV. METHODOLOGY
1. Conduct site assessment and selection process.
2. Design, plan and consult with relevant stakeholders.
3. Procure necessary materials, equipment, and labor.
4. Execute construction activities in accordance with approved plans and timelines.
5. Conduct regular inspections and quality control measures throughout the construction process.

VII. CONCLUSION
The construction of a dedicated SK office is crucial for empowering the youth and strengthening their
participation in local governance. By providing a physical space for youth-related activities and programs,
this project will contribute to the overall development and well-being of the Barangay Rizal youth
population.
