EXECUTIVE ORDER NO. 09


Series of 2018

AN ORDER RECONSTITUTING THE COMPOSITION OF THE BARANGAY PEACE AND


ORDER COUNCIL (BPOC), ITS FUNCTIONS AND DUTIES

WHEREAS, the threat to peace and order posed by criminality and


terrorism requires the dedicated efforts of all government official and citizens;

WHEREAS, the government efforts at peace and order need to be fully


coordinated to effectively prevent and suppress criminality and to maintain public
order and safety in the land;

WHEREAS, Executive Order No. 366 further amending Executive Order No.
309 s. 1987 entitled “Reorganizing the POC” as amended by Executive Order No.
320 s. 1988, and Executive Order No. 20 s. 1992 and organizing the Barangay
Peace and Order Committee as the implementing arm of the city/municipal POC
at the barangay;

WHEREAS, Sec 116 of RA 7160, also known as the Local Government Code
of 1991, also provides for the organization of the province, city/municipal, and
barangay peace and order councils and DILG Memorandum Circular No. 2008-114
issued on July 17, 2008 strengthens and operationalizes the Peace and Order
Councils reiterating its composition, functions and duties;

NOW, THEREFORE, I, MAREFE D. PAMIL, Punong Barangay of Bacong,


Salug, Zamboanga del Norte, by virtue of the powers vested in me by law, do
hereby order the reconstitution of the Barangay Peace and Order Council (BPOC),
its functions and duties, to wit:

SECTION 1. COMPOSITION.
Chairman - HON. MAREFE D. PAMIL , Punong Barangay
Vice-Chairman-HON. PONCIANO A. DORIA, Sangguniang Barangay Member
(Committee Chairman on Peace & Order)
Members - MRS. ELSIE UY , Lupong Tagapamayapa Rep.
MR. ORLANDO BACONG , Barangay Tanod Rep.
DOC. EUDILA HECHANOVA , Public School Teacher Rep.
MR. ROMEO GALLEPOSO , Interfaith Group Rep.
MRS. GLYN DELA RAMA , Senior Citizen Rep.
SPO1 RUEL SALAGOSTE , PNP Officer
MR. ROGELIO BROBO , Barangay Anti-crime watch group
MRS. DOLORES BAGUIO , CSO Representative
MRS. LANI EMOTIN , CSO Representative

SECTION 2. FUNCTIONS AND DUTIES.


1. Monitor and coordinate the implementation of peace and order
programs and projects at the barangay level and formulation of the
Barangay Public Safety Plan.
2. Serves as an information-gathering mechanism.
3. Monitor and check the nefarious activities of criminal elements.
4. Identify barangay constituents with strong deviant behavior for referral
to appropriate authorities.
5. Maintain continuing dialogue, close coordination and rapport with the
higher levels of the peace and order and public safety councils in their
area of responsibility.
6. Monitor, coordinate and supervise the operation of all community-
based anti-crime movements within the barangay.
7. Make periodic assessment of the prevailing peace and order situation in
their respective areas of responsibility and submit report with
appropriate recommendations to the higher level Peace and Order
Council.
8. Perform such other functions, which may be assigned by the higher level
peace and order councils.

SECTION 3. MEETINGS. The council shall convene at least once a month.

SECTION 4. REPEALING CLAUSE. All orders, issuances and memoranda issued


inconsistent herewith are deemed superseded, cancelled and/or revoked.

SECTION 5. EFFECTIVITY. This Executive Order shall take effect immediately.

Done this 30th day of August 2018 at Barangay Bacong, Salug, Zamboanga
