Right to suffrage or right to vote is one of our constitutional rights that is articulated in
1987 Philippine constitution. Article 5 states, Suffrage may be exercised by all citizens
of the Philippines not otherwise disqualified by law, who are at least eighteen years of
age, and who shall have resided in the Philippines for at least one year and in the place
wherein they propose to vote for at least six months immediately preceding the election.
No literacy, property, or other substantive requirement shall be imposed on the exercise
of suffrage.
SECTION 2. The Congress shall provide a system for securing the secrecy and sanctity
of the ballot as well as a system for absentee voting by qualified Filipinos abroad.
The Congress shall also design a procedure for the disabled and the illiterates to vote
without the assistance of other persons. Until then, they shall be allowed to vote under
existing laws and such rules as the Commission on Elections may promulgate to protect
the secrecy of the ballot.
These provisions are clearly articulated in our Philippine constitution however, there are
a lot of violation happen during election period. One of the most rampant during the
election is the vote buying, it is a strategy used by political parties to gain support before
an election by offering money or other rewards to voters. This problem is already existed
back then however even the law prohibits it, some political parties still apply that strategy to
win during the election. In fact, the candidate who give bigger amount are most likely to win
and elected. Voters in the Philippines are most like to be bribed, it might be the reason why
corruption is still existing in the Philippines it is because voters votes the candidate who give
bigger amount than those candidate that are worthy to be elected. In fact there are
instances that celebrity candidate are elected rather than those candidates who graduated
in law school and pass the bar examination. The chart below shows that the vote buying
issue in the Philippines is existing and it is one of the reason why does some of the
politician here in Philippines are not competent enough to be elected.
The right to vote or right to suffrage is not limited to those Filipino votes that are
residing in the Philippines. Overseas filipino worker still has the right to vote even if they
are not residing here in Philippines. In some countries there are voting area that are
intended for those overseas filipino worker to vote their candidate.
As Filipino I am hoping that Filipino voters will choose the competent candidate rather
that those candidate who give bigger amount it is because the future of our country is in
the hand of the politicians who are elected. The competency of a candidates is not only
based on the amount that they give during election but it is based on their knowledge in
politics and their capability to solve the existing problem.
