First Observations:
On 05/18/23 at approximately 1800 hours. A domestic violence report was made by a woman
later identifies as Sarah Campell who placed a call to 911 with a scared voice. The women made
a 911 call about her husband who has been drinking and hit her. The women is at 378 Florence
Street Sharron. A dispatcher asked the women if there were any weapons in the house, she
answered no not that I know of. The dispatcher asked where her husband was, and the women
said he is in the living room. The women’s identified herself as Sarah Campbell. Sarah
Campbell’s phone number is 724-981-6193. Sarah was asked if she needed an ambulance and
she refused and answered that the situation is not that bad, but she does have bruises on her face.
Sarah is in a room alone different from the one her husband is in. The dispatcher told Sarah that
he has dispatched an officer to the house she is currently in.
Observation After Stop:
Officer Jones and I arrive at 378 Florence Street Sharron. The residence appears to be quiet and
empty. Officer Jones knocks on the door and Sarahs husband quickly answers saying “Hello,
nobody called you”. Officer Jones asked the husband if there was anybody else in the home and
if his wife was there. The husband responds to Officer Jones saying his wife is inside the
bedroom. Officer Jones asks the husband if it is okay for us to talk to her for a second to make
sure everything is okay. The husband responds with “she is okay, she is just in the shower right
now”. Officer Jones persists in making sure Sarah is okay and speaks to her. The husband agrees
but says that it will be a little while before she can speak with him. Officer Jones asks the
husband if he can step outside to speak with him while I go inside to speak with his wife. Officer
Jones told me the following related to his conversation with the suspect. Officer Jones asked the
husband what his name was, and he said Bill Campbell. Officer Jones proceeded to ask Bill what
happened and asked why officers had to show up. Bill tells the officer that he had just got home
from the bar and came to cold food that he ate. Bill had repeatedly said the food was cold and he
ate it. Officer Jones asked if anything had happened after he ate the food and asked if his wife
was made, he had eaten the cold food. Bill told Officer Jones it's not good to eat cold food, so he
was upset about it, but he still ate the food. Officer Jones asks Bill if he had talked to his wife
about the cold food and Billy said yes. Officer Jones then asked if anything physical happened
between the two. Bill said nothing happened, but he knew that she had slipped and fallen in the
shower earlier, but it wasn’t him. Officer Jones asks Bill when she slipped and fell inside the
shower, Bill says it happened about 20 minutes before any Officers had shown up. Officer Jones
asks if Sarah had been hurt from falling and Bill replies “I don’t know you have to ask her”. Bill
was asked how long ago he got home, and he replies, “about an hour ago”. Officer Jones then
repeats to Bill, “So she slipped and fell in the shower after you were already here, is that what
she's going to tell us when we ask her?”, Bill says “I don’t know what Sarah will say when she is
asked if she slipped and fell in the shower but that’s what happened”. Officer Jones asks Bill
how many drinks he has had tonight, and Bill says he's had two beers since he's been home, but
he was at a bar. Bill was also asked how much he had to drink at the bar, and he said he didn’t
know but his friends had dropped him off there. Bill was asked how he got home, and he said his
friends gave him a ride home. Bill says his car is at the bar and he had been there for over an
hour. Bill Campbells date of birth is 8/30/1982. I went inside the house to speak to Sarah
privately about what happened. Based off the first observations of the scene, you can see chairs
that have been knocked over and you can also see visible bruising on Sarahs arm and face. Sarah
tells me that she and her husband Billy had gotten into a fight. Sarah told me Billy works at
midnight and he's back home by 7am. Sarah then tells me she had a special breakfast ready for
Billy for when he came home because he works all night. Sarah says Billy got home at
approximately 2300 – 2330 hours and Sarah was mad that he had gotten home so late because
she worked hard to make him a good breakfast all morning and he just went home drunk. Sarah
told Billy he could not drink anymore, and he shouldn’t be drinking. Billy told her where
breakfast was, and she responded with “I threw it out”. Billy shouted to Sarah saying, “why the
fuck did you do that”. Sarah said she responded to him saying he was late and now you're drunk,
you're drunk again. Billy told Sarah “You shut the fuck up, I'm going to hit you”. Sarah says that
Billy has said that many times before, but he's never actually hit her. Sarad responded to Billy
saying, “just try it, just try it”. Sarah said Billy then proceeded to push over the chairs and she
got a little scared, so she told him “Really just stop, just stop, this is stupid Billy, stop”. Sarah
said she tried to get away from Billy, but he grabbed her arm and hit her in the eye. Sarah says
she tried to get away from him again, but he grabbed her once more to then hit her in the face
again and threw her down. After he threw her down on the ground, Sarah says Billy had walked
out of the house. I asked Sarah if she could pull her hair back for me so I could see the bruising
on her face. I can visibly see bruising along her right eye, cheek, and lips. I asked her if she had
any bruises or marks before tonight, Sarah says no, not that she knows of. I asked if Sarah and
her husband had had any other fights before tonight and she responded, yes, we have had
argument's”. I tell Sarah based off what I have seen and what has been reported that I must arrest
him under charges for simple assault related to domestic violence. I continued to tell Sarah what
would happen from the time that I am there and after I take Bill into custody. We are charging
him with time in jail and will take him to the district's justice office in the morning. I suggested
that she should also seek protection from abuse when its during normal duty hours between 8 –4
o’clock and fill an application explaining why she would need the protection and a judge would
receive this application and give her temporary protection until they can schedule a hearing in
the future to have both people present to hear both side of the case to decide how to move
forward with their situation. I finish my conversation with Sarah while Officer Jones is outside
with Billy checking for any weapons or items on his person. Officer Jones then comes inside the
house to speak to me about what is going on with the situation and I get Officer Jones caught up
on what has been reported to me and explain that we will be taking Billy into custody. We
proceed to arrest Billy for assault under domestic violence and walk him into out police car.
