GENERAL INSTRUCTIONS
1. GENERAL AND SUBSIDIARY RULES: -
a) The rules applicable to Electrical sections have been given in chapter – XVII of the General Rules and in the
Subsidiary Rules made there under for Electric Traction, which shall be strictly adhered to. The general
principles governing operation and maintenance of traction overhead equipment, electric locomotives and
signal & telecommunication installations, have been given in the AC Traction Manual. These rule books shall
be kept in each station and yard office and all the staff dealing with safe working shall make themselves
thoroughly familiar with the same (G. R. 17. 01 to 17.09 and SR thereto)
b) Brief references to important rules required to be followed by Station / Yard staff in their day to day work has
been given in this Appendix. These are, however, illustrative and not exhaustive.
2. GENERAL SAFETY PRECAUTIONS: -
a) All staff are warned that contact with or very near approach (within 2 meters, unless protected by a screen as
per rules) to live portion of the 25 KV traction overhead equipment, is dangerous and shall be strictly avoided
(G. R. 17.04 and S.R. 17.04(1) (a).
b) No work on overhead lines or in the zone within two meters of any live equipment, shall be carried out unless
a regular ‘PERMIT TO WORK’ is obtained from the authorized traction staff and the line is made dead and
earthed as per rules (G.R. 17.04, and their S. R.and A. C. T. M. Chapter – VI (Vol.-1 General Para-10422).
Before any overhead equipment or bonding is disturbed, provisions of G. R. 17.06and SR17.03(2) shall be
complied with.
3. SECTIONING DIAGRAM / Electrical Traction working rule Diagram: -
a) A TWR drawing No-TSWR/SRPR-APG/SBNR is based on sectioning diagram no TRD/BKN/SRPR/01 R-A
and SIP NO.5992.Indicating schematically the lines, which have been equipped for electric traction,is
exhibited in SM’s room. The diagram also indicates different sections (sectors, sub-sectors and elementary
sections), the controlling switches (Isolator switches or Interrupters), Insulated
b) Overlaps and section insulators where the overhead equipment is electrically separated. The limits of an
electrical section (Sub-sector or Elementary section) are indicated by the relevant Isolator or interrupter
located at insulated overlaps for the electrical section. A copy of this diagram is also enclosed with these
special working Rules and will form part of the same.
c) For all purposes connected with train movements and power blocks, this diagram is the only authorized
document to be referred to.
d) The normal position of various switches is indicated on the diagram.
4. UNWIRED TRACKS: -

EVERY STATION MASTER, ASST. STATION MASTER OR CABINMAN SHALL BE FULLY AWARE OF THE
LOCATION OF ISOLATOR SWITCHES PROVIDED FOR THE CONTOL OF POWER SUPPLY TO OVERHEAD
EQUIPMENT AT OR NEAR HIS STATION/CABIN AND SHALL BE CONVERSANT WITH THE CORRECT METHOD
OF OPENING AND CLOSING THE SAME IN AN EMERGENCY. ACTM Volume-II, Part I, Para 20624(1)

6. POSITION OF SWITCH HANDLES: -

When a switch is in the closed position, the operating handle of the switch is at the top.

7. LOCATION OF KEYS OF SWITCHES: -

The keys for the padlocks of various isolator Switches are kept in the SM’s office in a box with glass fronted cover.

8. PROCEDURE AND PRECAUTIONS FOR OPERATING ISOLATORS: -

The procedure for operation of Isolator Switches has been given in ACTM Vol-II, Part-I, Para 20347Isolator Switches may be
opened only after ensuring
a) If the isolator switches are on the main line – that the adjacent Interrupters at the feeding end/at either ends of the Isolator
Switch, have been opened.
b) If the Isolator Switch is controlling supply to yard lines, that either the elementary section controlled by the Isolator Switch
is free of raised pantographs of electric locomotives or the Interrupters controlling the supply of the yard lines in question,
is/are open.

9. POWER BLOCKS: -
i) The detailed procedure for obtaining power blocks has been given in G.R 17.4 & S.R there to ACTM Vol-II, Part-I Para
20603 to 20613 and Indian Railways which must be rigidly followed except in case of emergency.
ii) The sequence of switching operations for granting and cancelling the Power Block, for a particular section are included in
Annexure IV. - These shall be strictly followed by all staff. For staff to work, a section is made dead by changing the
position of Isolator from its normal position. The protection of dead section is achieved by placing a Yellow Ferrules
/Banner type reminder collars on the Signal buttons/Electric Slides with the caution ‘DANGER’ – MEN WORKING’ on
the relevant Signal buttons/Electric Slides/slots. Adequate number of such Ferrules /Banner type reminder collars is
provided at each station.
NOTE: -
In case of Power Block on Automatic Signaled Lines/Sections, the signals will be at danger due to earthing of OHE to rail for
providing safety to staff. The Station Master shall issue necessary authority as per G.R. 9.12& their SRsand any other Caution
Order for Diesel Trains when these are permitted to move over the section under Power Block, to pass the automatic signals at
‘ON’.

10. PROTECTION AT THE TIME OF POWER BLOCK: -

i) All sections over which a power block has been granted shall be protected against entry of electric locomotives with
pantograph raised from either end during the period of the block ACTM Vol-II, Part-I para 20620 to 20627. If there is/are
locomotive(s) on the section over which the power block is to be given, the driver of such locomotive(s) shall be given a
memo by the Station Master on duty or authorized traction staff to lower the pantograph (s) and not to raise it until further
instructions and an acknowledgement shall be obtained. The driver (s) shall not be given instructions to raise the
Pantograph (s) till the Power Block is cancelled.
ii) Station Masters or Station Staff conducting shunting operation with electric locomotives, will ensure that under no
circumstances the electric loco approaches near the traction structures/Isolator switches, limiting electrical sections over
which Power Block may have been granted.
11. SECTION INSULATORS: -
In Order to Isolate main & Loop lines of different grids in the yard, the cross-overs /turn outs connecting main and loop lines
of different grids of the yards, are provided with section insulators, so that when one line /or grid is made electrically dead or
there be any fault on the same, the other line/grid is not affected. The speed of the electric locomotive with Pantograph raised
over such section insulator shall not exceed 50 K.M.P.H. subject to any other speed restriction which may be in force.
When one of the two sections separated by a section insulator, is dead, the pantograph of the electric locomotive on the live
section shall not proceed closer than 10 meters towards the section insulator marking the end of the dead section.

12. BREAK-DOWN OF TRACTION OVERHEAD EQUIPMENT: -

All break down defects noted or reported on the traction overhead equipment or any other traction equipment including
Bonding, shall immediately be reported to the Traction Power Controller (SR 17.03(2) A.C.T.M. Vol-II, part-I para 20605 to
20608. Necessary Caution Order should be issued to the driver concerned as directed by the Traction Power Controller
observing the existing rules regarding issue of Caution Orders.

MOVEMENT OF ELECTRIC LOCOS IN STATIONS AND YARDS
PROTECTION OF DEAD SECTION
1. If shunting is to be done for detaching hot axled wagons etc., in non-electrified track, special precautions should be taken not to
admit the electric loco into unwired section. A competent man shall personally supervise the shunting.
2. Emergency sockets (mounted on posts painted alternately black and white 6 feet high have been located along the track and
near cabins at a distance of one KM less than a mile apart. The direction to the nearest emergency socket is clearly indicated on
each traction mast by an arrow.
Guards working on electrified section should acquaint themselves with the methods use of new portable telephones which are
to be plucked in these emergency sockets. These sockets are connected to Traction Power Controller.
3. It is dangerous to go within 2 meters (Approx. 7 feet) of the live equipment. This is “DANGER ZONE”.
4. Power Block means blocking of section of the line to the electric traffic only.
5. No material should be stacked either on the mast or on mast foundation.
6. When motor vehicle with rubber tyre is to be transported in an open wagon, the metal body shall be bonded to the wagon body
by means of two independent solid connections by copper wire or galvanized iron flat of steel ropes. It is preferably that
lashing used to secure the vehicle are of metallic ropes instead of manila or other coir ropes.
7. Staff must close and secure the wagons’ doors properly after the same have been loaded or unloaded at loading or unloading
points. One of the staff should be posted in the yard to close the wagons door. He must see that no wagon is allowed with its
doors opened.
8. Cases of electric shock arising out of contact with 25 KV AC traction equipment shall be reported immediately to Traction
Power Controller.
9. The escorts for vehicles in an open wagon accompanying the vehicles in train shall be warned to be careful of OHE wire and
should not stand unwillingly on the vehicle.
10. The SM/ASM should maintain the following registers: -
a) Message register in which incoming and outgoing messages are recorded separately.
b) Key register for isolators
11. Unusual occurrences viz. rain, lightning and thunder storm effect electrical installation, Station Master on duty should advise
Traction Power Controller of all such weather conditions.
12. Any abnormality observed on overhead equipment viz. a broken contact wire, catenary wire, brackets, insulators or a hanging
dropper etc. must be reported immediately to the Traction Power Controller by the emergency phone or through the nearest
Station Master.
13. The SMs/ASMs/Cabin staff should know the manual operation of isolating switches and must get thorough knowledge of the
lines to which each switch controls the supply in the consultation with the Station Working Rules (ACTM Para20624). Before
operating any isolating switch he must ensure that –
a) The entire section of the overhead equipment is visible.
b) There is no locomotive or motor coach or tower wagon with raised pantograph in the section and
c) No overhead equipment in the section is in contact with ground rail, vehicles or any other insulated object.
14. While granting a local Power Block the ASM/SM/Yard Master shall also inform the Section Controller of such Power Block
and take all precautions as per Station Working Rules(ACTM Vol. II Part I para 20603- 1 C )
15. The “Dead Section” shall be protected as per procedure laid in ACTM Vol. II Part I,Para20625.
16. The SMs should be educated all the staff working under them on the above lines and should see that the bonding are not
damaged when loading and unloading is done.
17. It should be ensured before introducing OHE traction working that operating staff at the station is properly educated about
normal/abnormal working of OHE traction and fully aware about the rules given in G & SR book reprinted edition-2006 and
