The WTO was created through negotiations and its work continues to be the result of negotiations. The bulk of the WTO's current work stems from the 1986-94 Uruguay Round negotiations and earlier GATT negotiations. At the heart of the WTO are the agreements negotiated and signed by most of the world's trading nations, which provide the legal ground rules for international commerce. The goal of these agreements is to help producers, exporters and importers conduct business while allowing governments to meet social and environmental objectives. The overriding purpose of the system is to help trade flow freely as long as there are no undesirable side effects, which is important for economic development and well-being.
