ORGANIZING THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC)

WHEREAS, DILG MC No. 99-236: Addendum to DILG MC No. 98-227 re: Creation
of Provincial, City, Municipal, and Barangay Anti-Drug Abuse Councils mandates each LGU to
create the Barangay Anti-Drug Abuse Council to address the increasing drug related heinous
crime incidence;

WHEREAS, the Barangay Anti-Drug Abuse Council is created to plan, strategize,


implement, and evaluate programs and projects on drug abuse prevention in the barangay;

WHEREAS, the BADAC members refer users and pushers to the police and other
institutions for corresponding sanctions, rehabilitation and/or counseling and submit a monthly
report to the City/Municipal Anti-Drug Abuse Council through the DILG Office;

NOW, THEREFORE, I DENIS V. BIARES Punong Barangay of Barangay San Jose


Norte, Municipality of Manabo, by virtue of the powers vested in me by law do hereby organize
the Barangay Anti-Drug Abuse Council (BADAC) as follows:

Section 1. Composition. The Barangay Anti-Drug Abuse Council (BADAC) is hereby


organized to be constituted as follows:

Section 2. Functions. The Barangay Anti-Drug Abuse Council shall exercise the
following functions:

1. Plan, strategize, implement, and evaluate programs and projects on drug abuse
preventions in the barangay;
2. Coordinate and collaborate with other institutions implementing programs and
projects on drug abuse at the barangay level;
3. Continuously gather and update data on drug abuse and its effect on the peace
and order situation in the barangay including listing of drug users and pushers;
4. Submit a monthly report to the City/Municipal Anti-Drug Abuse Council
through the DILG City/Municipal Field Office;
5. Refers users and pushers to the police and other institutions for corresponding
sanctions, rehabilitation and/or counseling; and
6. Perform other related functions

Section 3. Funding Support. Funding support for the Barangay Anti-Drug Abuse
Council shall be charged against the fund of the Barangay Government subject to availability of
funds and to the usual accounting and auditing rules and regulations.

Let copies hereof be furnished to all concerned for information, reference, and guidance.

AN ORDER ESTABLISHING THE BARANGAY REHABILITATION AND REFERRAL


DESK AND DESIGNATING THE BARANGAY DUTY OFFICERS OF BARANGAY
SAN JOSE NORTE, MANABO, ABRA

WHEREAS, Section 3 (A) of Dangerous Drugs Board (DDB) Regulation No. 2, series of 2016,
mandates that the whole process of voluntary surrender to authorities shall bed documented
properly by the Duty Officer (DO) of the Barangay where the individual surrendered;

WHEREAS, Section 6 (A) (7) of DDB Regulation No. 3, series of 2017, provides for the
establishment of a Rehabilitation Referral Desk in every barangay to endorse Drug Dependents
to the duly authorized representative of DDB pursuant to Article VIII of Republic Act 9165 and
other pertinent issuances of the Board;

WHEREAS, DILG Memorandum Circular No 2017-151 dated November 10, 2017,


reiterates the establishment of the Rehabilitation Referral Desk, designation of Duty Officer,
organization of House Clusters, and designation of cluster leaders;

NOW, THEREFORE, I, DENIS V. BIARES, Punong Barangay, Barangay


SAN JOSE NORTE MANABO ABRA by the virtue of the power vested in me by law, do
hereby order the following:

SECTION 1. ESTABLISHMENT OF BARANGAY REHABILITATION REFERRAL


DESK
There shall be a Rehabilitation Referral Desk in the barangay which shall be located inside the
Barangay with the Duty Officer as the Officer in Charge.

SECTION 2. DESIGNATION OF BARANGAY DUTY OFFICERS


The duty of the day Sangguniang Barangay Member and all Barangay Health Workers are
hereby designated Barangay Duty Officers.

SECTION 3. ROLES AND RESPONSIBILITIES


1. Man, the Rehabilitation Referral Desk;
2. Conduct an interview to solicit personal information from the surrenderer;
3. Immediately inform the Punong Barangay in case the surrenderer is included in the
4. target list, wanted list, and watch list personalities of the law enforcement agencies;
5. Refer endorsed drug dependents to the Municipal Anti-Drug Abuse Council
6. (MADAC) for screening using the Alcohol, Smoking, and Substance Involvement
7. Screening Test (ASSIST);
8. Log and maintain a record book containing all personnel information of
9. surrenderers;
10. Ensure confidentiality of all information of surrenderers;
11. Perform other duties and functions as may be deemed necessary.

SECTION 4. EFFECTIVITY. This Executive Order shall take effect immediately.


IN WITNESS WHEREOF, I have hereunto set my hands this 13 th day of JANUARY, 2023 in
