Subject: Cadre Review of Indian Cost Accounts Service (ICoAS)- reg
The undersigned is directed to say that consequent upon approval of the 4th
Cadre Review proposal of Indian Cost Accounts Service (ICoAS) by the Union
Cabinet on 25" May 2021, the number of posts in different grades of Indian Cost
Accounts Service Cadre stands increased from 180 to 230 and restructured as
under .

3. The above cadre restructure is subject to the following conditions:-
i) CCA may identify role of officers in various units and take necessary steps for his
Dee skills development. A detailed report in this regard would be sent to DoPT on regular

naive 5) ii) A Nodal Officer would be nominated for the purpose of cadre management

performance appraisal. Proposal for next cadre review would be sent to this

o. (ii) Evaluation of organization/service/posts/officers would be made on yearly basis to

Department and ideally through cadre review exercise,
(v) Service Rules would be amended as per DoPT’s guidelines after the approval of
the Cabinet on the present cadre review
(vi) Bunching (clubbing) of recruitment, should be avoided and a proper recruitment
plan based on the cadre review would be formulated by the Department in
consultation with DoPT for next five years.
(vii) Increase/decrease would be considered in phased manner without affecting the
eligible incumbents and minimizing financial implications. A DPC calendar may
accordingly be prepared and year wise status may be provided to this Department.
3. The distribution of all 230 posts in Indian Cost Accounts Service cadre amongst
the participating Ministries/Departments/Organizations will be as per Annexure-|
