Brief Description Concreting of Gamuton-Siawang Farm to Market Road is a 674 linear meter PCCP
road connecting Sitio Siawang of Brgy. Poblacion and Sitio Gamuton of Brgy.
Baras all of the Municipality of San Miguel, Surigao del Sur. This road concreting
project is lying along Poblacion – San Roque – Bolhoon Provincial Road section.
Justification The Municipality of San Miguel is an agricultural area and the same time mostly of
San Miguelnons are farmers. Agricultural production such as rice is the major
source of their income. And it is known as rice granary in the Province of Surigao
del Sur.

Rice, corn and coconut are the three major crops being produced in the municipality.
Municipality of San Miguel was considered as the last bastion of rice production
since it has not yet experienced massive land conversation for the past years.

Rice is being produced in Barangays Libas Gua, Magroyong, Tina, Siagao,


Poblacion, Libas Sud, Baras, Patong, Mahayag, Castillo, San Roque, Bolhoon,
Sagbayan and Carromata. Rice production area is accounted to 9,194 hectares.
Barangays Bolhoon, Mahayag and Baras have the largest rice production area.

Concreting of Gamuton-Siawang Farm to Market Road will improved access


leading to agricultural influence area of the beneficiary Barangays of Baras, San
Roque, and Bolhoon.

Barangay Bolhoon composed of 5,555 inhabitants with 793 households, San Roque
with 3,866 inhabitants that accounts to 908 households while Barangay Baras has
1,485 inhabitants with 382 total households. The Three (3) beneficiary barangays
aside from rice farming they were engaged and having an abundance in
farming/production of variety of high value crops like: Coconut, root crops, Abaca,
Corn, Soybeans and the like. And there are also presence of livestock and poultry
backyard production e.g. Carabao, Goat, Swine, Chicken, Duck and others.

The premise of the Concreting of Gamuton-Siawang Farm to Market Road allow


easy transportation of agricultural products, goods and delivery of basic social
services to the residents of the beneficiary barangays.

Currently, the Gamuton-Siawang Farm to Market Road section is gravel road in


bad/poor condition, lack of proper drainage has caused rainwater to pool and create
muddy patches, that contributing to the road’s deterioration and it leads to hindrance
to economic activity, safety, and the overall well-being of the communities it serves.

The current means of transportation passing through this road segment going to
Barangays Baras, San Roque and Bolhoon are Cargo trucks, Four wheeled private
vehicles, Habal-habal, tri-wheeled vehicle, Habal-habal and Motorcyles.

The proponent believes that Concreting of Gamuton-Siawang Farm to Market Road


will reduce vehicle maintenance cost and it will also add an additional mode of
transportation to serve the constituents like Electric Tricycle and Electric Bicycle
and even additional number of units of a three wheeled vehicle (Bao-bao). It will
also reduce travel time from Barangay Poblacion going to Barangay Bolhoon by
11% from 45 minutes down to 40 minutes and 17% decrease from 30 minutes down
to 25 minutes for Barangay San Roque.
Project Components The project will be implemented by Contract that compose of the following
components:

1. Construction of 6.10 linear meter in width and 674 linear meter in length
of PCCP farm to market road with drainage structures.
Proponents The proponent of this project is the Municipal Government of San Miguel through
the Hon. Michael T. Corilla, the Municipal Mayor and this project is funded from
the 20% EDF FY 2023 of the Municipality of San Miguel.
Estimated Cost The cost of the project is Ten Million Pesos (PHP 10,000,000.00) to be funded
under the 20% EDF FY 2023 of the Municipality of San Miguel.
Intended Beneficiaries The beneficiaries of the project are the residents of Barangays Poblacion, Baras, San
Roque, Bolhoon, and all commuting public going to and from those places.
Project Term The project is expected to be completed within 90 calendar days.
Target output/Success The project is expected to construct a 6.10 linear meter width and 674 linear meter
indicators in length of PCCP road with drainage structures that connects Sitio Siawang of
Brgy. Poblacion to Sitio Gamuton of Brgy. Baras all in the Municipality of San
Miguel.

Risk Assessment and The Municipality of San Miguel was not spared by the typhoons that usually hit
Risk Management the province. Municipality of San Miguel is constantly visited of flooding during
Strategy the rainy months in November to March thus it is expected that the project will
encounter difficulty during rainy months if implemented during that period.
Thus the project is planning to commence during the dry season from August to
October. However, if there are works that cannot be undertaken during rainy
days then it has to be pursued like concrete pouring and the like that could not be
undertaken during heavy rains then the Municipal Government is compelled to
request for suspension of the project.
Expected stakeholders’ The Municipal Government will ensure the fund allocation of Ten Million Pesos
response (PHP 10,000,000.00) from its 20% EDF for FY 2023. On the other hand, the
beneficiary barangays will ensure the sustainability management of the project by
strictly implementing/regulating the prescribe load limit of the road segment.
