PART-A Micro-project Proposal
TITLE: -
The Aim of this project is to ‘‘Prepare a list of documents required for obtaining permission of
Construction of residential building/apartments from the authorities and Write a report.’’
To create a micro project on guidelines required for good presentation firstly micro project after
collecting all required materials we started our work. We visited so many Website for collection extra
information about the given micro project. Firstly we visited on Google and started searching
information after sometime we got one pdf based on road and road components we take this pdf and
started creating our micro project. Each group member divides the work and on specific date we
collect data from each group member. From all members we got some useful information for creating
our micro project. We collect all information and merge into one ppt to get our micro project ready.
Then we all of we referred some books and also searched on internet related to our micro project, we
used this information for creation of our micro project. Then we started writing a report of project

1.0 Rationale:-
This subject is core technology subject, enabling the principal of planning for drafting and the content
into graphical form and thereafter it’s execution. Civil Engineering has to convert design parameters
and process details into actual practice. The principles of planning for building includes the entire
facilities to be provided as per individual’s requirements, economical status and suitable to
the users. Therefore, students are required to understand, Interpret and prepare working drawing.
This will further lead into reading and understanding of drawing that will make the execution
and implementation easy in the field. In long run construction industry should have orientation towards
the skillful design, software skill and energy efficient technique. This will create confidence and
share a grain of salt in building nation in beautiful way of approach.

Construction works can be complex, impacting on a large number of people, and having
significant health and safety and other wider implications. As a result, a number of approvals
may be required before construction works begin. Generally, the number of approvals required
will increase with the size, complexity and sensitivity of the proposed works.
Planning permission
Construction works may need planning permission before they begin. The is the granting of
permission to proceed with a proposed development. Responsibility for granting permission
generally lies with local planning authorities (usually the planning department of the district or
borough council). All developments require planning permission, other than ‘permitted
developments’, which are considered to have insignificant impact.
Planning conditions or planning obligations can be imposed on planning permissions, and
these may need to be discharged before construction works begin. If an outline permission is
granted, then reserve matters approvals may be required.
Local planning authorities have the power to charge the community infrastructure levy (CIL) on
new developments to fund local infrastructure. A commencement notice must be submitted at
least one day before the works begin, and the local authority will then issue a demand notice
which will set out the payments required.
The planning authority may require additional submissions, such as a site waste management
plan, environmental impact assessment and so on.
Construction works may also need building regulations approval. The building regulations set
out requirements for specific aspects of building design and construction. Building regulations
approvals can be sought either from the building control department of the local authority or
from an approved inspector.
Generally on larger, new-build projects, a 'full plans' application will be made, meaning that
full details of the proposed building works are submitted for approval before the works begin.
small projects, approval may be sought by giving a 'building notice'. In this case, a building
inspector will approve the works as they are carried out by a process of inspection.
A separate notice will generally be required by the building control body, telling them
when construction works are going to begin. There may also be additional information required by
the building control body before construction begins.
The Construction (Design and Management) and Regulations ensure that health and safety
issues are properly considered during a project’s development so that the risk of harm to those
who have to build, use and maintain structures is reduced. The regulations require that the Health and
Safety Executive (HSE) is notified if construction work is likely to last longer than 30 working days and
have more than 20 workers working simultaneously at any point.
The client must submit the notice (F10 - Notification of construction project) as soon as possible
before construction begins. The client must ensure that an up-to-date copy of the notice is
displayed in the construction site office so that it is accessible to anyone working on the site in a
form that can be easily understood.
Environmental consents
Consent may be required from the Environment Agency or the local authority for works that could;
pollute the air, water or land, increase flood risk or adversely affect land drainage.
Definition of Bye-laws
During planning and construction of any building, certain restrictions are laid down by municipal bodies,
urban development authorities and other government departments as town planning trusts, related to clean
open space to be left round the building, permissible height of building, permissible construction areas etc.
These restrictions are called Bye-Laws. Hence, the proposed plan of buildings are to be prepared
according to these bye-laws which are checked and approved by the above authorities.
Objectives of Building Bye-laws
The building Bye-laws and regulations should be enforced by proper authority to achieve the
following objectives:-
1. Building Bye-laws allow disciplined and systematic growth of building and towns and prevent
haphazard development and control the population density.
2. Building Bye-laws protect safety of public against fire, noise, health hazards and structural failure.
3. They provide proper utilization of space and facilities well planned township. Hence,
maximum efficiency in planning can be derived from these bye-laws.
4. Building Bye-laws give guidelines to the architect or engineer in effective planning and
useful in preplanning the building activities.
5. Due to these bye-laws, each building will have proper approaches, light, air and ventilation
which are essential for health, safety and comfort.
Plan Sanctioning g authorities are according to the nature of site whether in village, town or in a city.
These various authorities are,
1. Grampanchayat.
2. Municipal Corporation.
3. Collector of District.
4. Town planning authority like,
i. City and Industrial Development Corporation of Maharashtra CIDCO).
ii. Maharashtra Housing and Area Development Authority (MHADA).
5. Development authorities.

9. Landscape plan
A small-scale plan of a building or building group which indicates the placement of the principal elements of the scheme
is known as ‘key plan'. The key plan drawn to a scale of 1:1000 shall be submitted along with the application
for a building permit and Commencement Certificate showing the boundary locations of the site with respect
to neighborhood landmarks or features within the radius of 200 meters from the site whichever is more.
The plan showing the location of a structure with respect to some permanent features like some neighborhood,
surrounding it etc. is called a ‘site plan’. The site plan shall be submitted with an application for building
permission drawn to a scale of 1:500 or more as may be decided by the Authority. This plan shall be based
on the measurement plan duly authenticated by the appropriate officer of the Department of Land Records /
MIDC.
This plan shall have the following details :-
a) Boundaries of the site and of any contiguous land belonging to the neighboring owners.
b) Position of the site in relation to neighboring streets.
c) Name of the street, if any, from which the building is proposed to derive access.
d) All existing buildings contained in the site with their names (where the buildings are given
names) and their property numbers.
e) Boundaries of the site and, in a case where the site has been partitioned, boundaries of the
portions owned by others.
f) The direction of north line relative to the plan of the building.
g) Any existing physical features, such as wells, tanks, drains, pipe lines, high tension line,
railway line, trees, etc..
h) Overhead electric supply lines, if any, including space for electrical transformer / substation
according to these Regulations or as per the requirements of the electric distribution
company.
i) Any water course existing on site or adjacent to site
j) Existing alignments of water supply and drainage lines.
In the case of sub-division / plotted layout of land, the notice shall be accompanied by the sub-
division/ layout plan which shall be drawn to a scale of not less than 1:500, however, for layout
having areas 4.0 ha and above, the plan shall be drawn at a scale of not less than 1:1000,
containing the following details:-
a) Scale including a graphical scale used and north point.
b) The location within the land of all proposed and existing roads with their existing/
proposed widths and all the proposals of the Planning Proposal / Regional Plan /
Development Plan, if any.
c) Dimension of plots.
d) The location of drains, sewers, public facilities and services, electrical lines, Natural water
courses, water bodies and streams etc..
e) Table indicating size, area and use of all plots in the sub-division / layout plan.
f) The statement indicating the total area of the site, area utilized under roads, recreational
open spaces, playground, amenity space, and Planning / Regional Plan / Development Plan
Proposal with their percentage with reference to the total area of the site proposed to be
sub-divided / laid out.
viii) Contour plan of site if gradient of site is more than 1:5.
B) Amalgamation Plan
Where two or more plots/ holdings of same or different owners are to be amalgamated, an
amalgamation plan showing such amalgamation drawn to a scale of not less than 1:500 shall
accompany the application. Instead of submitting a separate plan, such amalgamation may be
allowed to be shown on building / layout-plan itself.

5. Building plan
The plans of the buildings and elevation and section to be sent with the application
accompanying the notice shall be drawn to a scale of 1:100. The building plan shall:
a) Include floor plans of all floors together with the built up area clearly indicating the sizes
of industrial spaces, rooms and the position and width of staircase, ramps and other exit
ways, lift wells, lift machine room and lift pit details, meter room and electric sub-station
and also include ground floor plan as well as basement plan and shall indicate the details of
parking space and loading and unloading spaces provided around and within the building as
also the access ways and the appurtenant open spaces with projections in dotted lines,
distance from any building existing on the plot in figured dimensions along with accessory
building. These plans will also contain the details of FSI calculations.
BUILDING PLAN
b) Show the statement of carpet area of every industrial unit or apartment or any unit along
with areas of balconies and double height terraces, if any.
c) Show the use or occupancy of all parts of the buildings.
d) Show exact location of essential services, such as water closet (W.C.), bath, sink etc.
e) Include sectional drawings showing clearly the thickness of basement wall, wall of
construction, size and spacing of framing members, floors, slabs, roof slabs with the
materials. The section shall indicate the height of the building, rooms and parapet, drainage
and slope of the roof. At least one section should be taken through the staircase.
f) Show relative levels of street.
g) Give dimensions of the projected portion beyond the permissible building line
h) Include terrace plan indicating the drainage and the slope of the roof.
i) Give indication of the north line relative to the plan.
j) Details of parking spaces provided.
k) Give dimensions and details of doors, windows and ventilators.
l) Give the area statement with detailed calculation chart of each floor of the building or area as per periphery
line of construction (P-line) excluding ducts and voids.
m) Show the pump rooms, rain water harvesting system, sewage treatment plant, if any.
n) Certificate of Structural Engineer about structural and earthquake safety, wherever
applicable.
o) Give such other particulars as may be required to explain the proposal clearly as prescribed
by the Authority.
6. Service plan
Plans of services i.e. water / grey-water supply, sewage disposal system pipelines and elevations,
sections wherever required, shall be made available on a scale not less than 1:100 and for layouts 1:1000.
7. Landscape Plan
Landscape Plan (in quadruplicate) to a scale of 1:250 showing various landscape features such as trees
hedges, paved areas, etc. The plan shall show, in particular, the type and number of existing trees, the trees
to be felled, the trees to be transplanted and the proposal for planting of new trees.
8. Supervision
The notice shall be further accompanied by a certificate of supervision in the prescribed form as
given in Appendix B, by Architect / Licensed Engineer / Supervisor /Town Planner, as the case
may be. In the event of the said licensed technical personnel ceasing to be employed for the
development work, a new licensed technical person shall be appointed and his name shall be
communicated to the Authority.
In case of development / construction of buildings requiring clearance from the authorities like
1. Civil Aviation Authority,
2. Railways,
3. Directorate of Industries,
4. Maharashtra Pollution Control Board,
5. District Magistrate,
6. Maharashtra and Smoke Nuisance,
7. Defence Department,
8. Coastal Zone Management Authority,
9. Archaeological Department,
10. Directorate of Industrial Safety and Health (DISH),
11. Petroleum Explosive Safety Organization (PESO) etc.,
the relevant no objection certificates from these authorities, whichever applicable, shall also
accompany the application.
LANDSCAPE PLAN
The notice shall be accompanied by a self-attested copy of receipt of payment of building/ layout permission
Scrutiny Fee. These fees shall be as mentioned below and shall be subject to orders of the Authority from
time to time. Provided that, such fees shall not be applicable for the development proposals implemented by
Government / Government Departments or Public Authorities of State or Central Government.
11. Structural Stability Certificate
All the plans shall be duly signed by the owner, co-owner, if any, and the Architect or Town
Planner or Licensed Engineer / Supervisor and shall indicate his name, address and Registration / license
number. (allotted by the Authority).
