Executive Summary
Heritage of Hope health Systems is a community-benefit organization committed to providing charity
care to persons who have healthcare needs and are uninsured, underinsured, ineligible for a
government program, or otherwise unable to pay, for medically necessary care based on their
individual financial situation.
Consistent with its mission to deliver compassionate, high quality, affordable healthcare services and
to advocate for those who are poor and disenfranchised, Heritage of Hope health Systems strives to
ensure that the financial capacity of people who need health care services does not prevent them
from seeking or receiving care Heritage of Hope health Systems will provide, without discrimination,
care for urgent care and emergency medical conditions to individuals regardless of their eligibility
for financial assistance or for government assistance.
Accordingly, our community-benefit charity policy:

• Includes eligibility criteria for MediBartering financial assistance – free and discounted
(partial charity) care
• Describes the basis for calculating amounts charged to patients eligible for financial
assistance under this policy
• Describes the method by which patients may apply for financial assistance
• Describes how the hospitals (Aerotropolis Medical Center, Heritage of Hope Hospital, and
Gaia Vegan Hospital) within Heritage of Hope health Systems will widely publicize the policy
within the community served by its hospitals and clinics.
• Limits the amounts that the hospital will charge for emergency or other medically necessary
care provided to individuals eligible for financial assistance to amount generally billed
(received by) the hospital for commercially insured or Medicare patients

Charity is not considered to be a substitute for personal responsibility. Patients are expected to
cooperate with the Harris Worldwide Humanitarian Foundation’s MediBartering Exchange
procedures for obtaining charity or other forms of payment or financial assistance, and to contribute
to the cost of their care based on their individual ability to pay. Individuals with the financial capacity
to purchase health insurance shall be encouraged to do so, as a means of assuring access to health
care services, for their overall personal health, and for the protection of their individual assets.
In order to manage its resources responsibility and to allow Heritage of Hope health Systems to
provide the appropriate level of assistance to the greatest number of persons in need, the Board of
Directors establishes the following guidelines for the provision of patient charity.
The hospital business is a subset of perhaps one of the fastest growing and largest industries in the
world; this is so because the wealth of any nation depends on the health of the nation. Obviously,
there is hardly any country where the healthcare industry is not handled with all seriousness. As a
matter of fact, the healthcare industry is known to gulp well over 10 percent of gross domestic
product (GDP) of most developed countries.
Basically, a healthcare provider is a health professional such as nurse or doctor et al or an
establishment such as a hospital or a medical clinic or a healthcare center / facility that provides
preventive, curative, promotional, rehabilitative, and/or palliative healthcare / medical services in a
systematic way to individuals, families or communities.

The Heritage of Hope Health Systems comprises of operators who are licensed as general medical
and surgical hospitals that provide surgical and nonsurgical diagnostic and medical treatment to
inpatients with medical conditions. In general, Heritage of Hope Health Systems hospitals will
maintain inpatient beds and provide other services such as outpatient services, operating room
services and pharmacy services.

There is indeed a very large market for hospital (healthcare service) providers in the United States
as well as in most parts of the world. For instance, the World Health Organization (W.H.O) estimated
that there are about 9.2 million physicians, 19.4 million nurses and midwives, 1.9 million dentists
and other dentistry personnel, 2.6 million pharmacists and other pharmaceutical personnel, and over
1.3 million community health workers worldwide. This goes to show that the healthcare industry is
indeed one of the largest segments of the workforce of any nation.

It is on record that in 2011, healthcare costs paid to hospitals, physicians, nursing homes, diagnostic
laboratories, pharmacies, medical device manufacturers and other players in the healthcare system
business value chain consumed an estimated value of 17.9 percent of the Gross Domestic Product
(GDP) of the United States; healthcare costs, reached 19.6 percent of GDP in 2016, this is indeed the
largest of any country in the world. As a matter of fact, experts projected that the healthcare share of
the GDP of the United States will continue to grow, reaching 29.8 percent of GDP by 2026. The
Healthcare cum Hospital industry is indeed a very massive industry in the U.S.

Statistics has it that The Hospital industry in the United States of America, is worth $986 billon, with
an estimated growth rate of 3.4 percent. There are about 3,184 registered and licensed hospital
businesses in the United States, and they are responsible for employing about 5,513,669 people that
comprises of doctors, nurses, pharmacists, dentist, opticians, surgeons, and other health and non –
health workers.

It is important to state that there is no hospital with a lion share of the available market in the State
of Georgia. We are considering starting our own hospital in Georgia, then work around the industry
barriers. The truth is that the barriers to entry in the Hospitals industry are high and this is due to
the significant regulatory requirements and the experience and strength of incumbents. For example,
medical licensure and the certificate of need create a barrier to entry in the healthcare sector. In many
hospitals, specifically older hospitals, a lot of capital is needed to upgrade the existing physical space,
including facilities and equipment, reduced liquidity and increased the debt ratio with financial
problems, and the bankruptcy of these hospitals. Therefore, funding will be essential for healthcare
organizations, especially hospitals to thrive and care for the most vulnerable populations.

DEFINITIONS
For the purpose of this document, the terms below are defined as follows:

Charity Care: Healthcare services that have been or will be provided but are never expected
to result in cash inflows. Charity care results from a provider's policy to provide healthcare
services free or at a discount to individuals who meet the established criteria.

Family: Using the Census Bureau definition, a group of two or more people who reside
together and who are related by birth, marriage, or adoption. According to Internal Revenue
Service rules, if the patient claims someone as dependent on their income tax return, they
may be considered a dependent for purposes of the provision of financial assistance.

Family Income: Family Income is determined using the Census Bureau definition, which
uses the following income when computing federal poverty guidelines:

o Includes earnings, unemployment compensation, workers’ compensation, Social


Security, Supplemental Security Income, public assistance, veterans’ payments,
survivor benefits, pension or retirement income, interest, dividends, rents, royalties,
income from estates, trusts, educational assistance, alimony, child support,
assistance from outside the household, and other miscellaneous sources.

o Noncash benefits (such as food stamps and housing subsidies) do not count.

o Determined on a before-tax basis.

o Excludes capital gains or losses; and

o If a person lives with a family, includes the income of all family members (non-
relatives, such as housemates, do not count).

Uninsured: The patient has no level of insurance or third-party assistance to assist with
meeting his/her payment obligations.

Underinsured: The patient has some level of insurance or third-party assistance but still has
out-of-pocket expenses that exceed his/her financial abilities.
Gross charges: The total charges at the organization’s full established rates for the provision
of patient care services before deductions from revenue are applied.

Emergency medical conditions: Defined within the meaning of section 1867 of the Social
Security Act (42 U.S.C. 1395dd).

Medically necessary: As defined by Medicare (services or items reasonable and necessary


for the diagnosis or treatment of illness or injury).

Hospital costs vary greatly depending on locality, availability of capital, and interest rates charged.
We have used some good reference sources of current information on hospital construction
("Means Building construction costs Data") that give costs of different elements of construction cost
for hospitals built in USA enabling us to make comparison and approximate the cost of hospital
construction closely enough for planning purposes.
This is a cost analysis conducted for an average 500 bedded tertiary care teaching hospital (using
costing method to cover Aerotropolis Medical Center, Heritage of Hope Hospital, and Gaia Vegan
Hospital separately) to work out the unit cost of expenditures to be incurred on each hospital
development and construction (civil, mechanical, and electric work).

Construction cost analysis of Heritage of Hope Health Systems Hospitals is basis on well-conceived
plans that is important, not only because of the large capital outlays involved but also because of
the long-term cost implications associated with construction decisions. Our new health facilities
and commercialized product development is anticipated to absorb billions of dollars’ worth of
resources each year in various projects under Harris Holdings. Avoidance of these (investments)
costs can result in savings of as much as ten percent of our overall annual budget.

The savings of this magnitude are more crucial in effective healthcare facility planning and in
developing Ambient Health Frequency Technology with far more critical resource constraints
compared to general business facility development. We have established a careful design of the
needed facilities to maximize patient care efficiency and productivity by minimizing operating cost
substantially.
