Application to Modify Blanket Earth Station License

SpaceX Services Inc. (“SpaceX”) seeks to modestly increase the maximum EIRP of both fixed
user terminal form factors currently authorized under ICFS File No. SES-LIC-20230228-00228.
Specifically, SpaceX seeks to increase the maximum EIRP from 42.1 to 43.6 dBW for the UT3-
V1 user terminal and from 33.2 to 39.2 dBW for the UT3-V2 user terminal.1 The resulting increase
in EIRP density is reflected in the revised EIRP density mask attached hereto. The technical
characteristics of this user terminal will be otherwise unchanged. This limited EIRP increase will
allow SpaceX to offer faster and/or more reliable service for users of these devices.

As demonstrated in the radiation hazard analysis included with this application, the user terminal
will continue to comply with all applicable maximum permissible exposure limits. Likewise,
SpaceX will continue to observe the PFD and EPFD limits which the Commission has found
sufficient to protect GSO systems and terrestrial systems against unacceptable interference.2 The
user terminal will also continue to respect all operational limitations that apply to SpaceX’s
existing blanket license including elevation angle limitations, coordination with radio astronomy
observatories, and other requirements.3
