2.1.4 Military Control Zones

Military Control Zones (MCTR): Designated Military airfields permit operation of civil flights as Joint User
Aerodromes. Control Zones established at Military Aerodromes are designated as Military Control Zones [MCTR].
2.1.4.1 Control Zones [MCTR] are established at Military aerodromes with the objective of containing and protecting the
flight profiles of all IFR flights.
2.1.4.2 Air Traffic Services (ATS) in MCTRs are provided by the associated Military ATS Unit (ATSU).
2.1.4.3 Whenever, the restricted military airspace encompassing the military control zone is handed over by the military ATS
unit having jurisdiction over the airspace to a designated civil ATS unit, then the designated civil ATS unit shall be
responsible for provision of ATCs/ATS in the airspace.
2.1.4.4 Airspace in MCTRs are classified as applicable to ICAO Class D airspace. All civil aircraft operations in MCTRs are
subject to ATC clearances and shall be provided with applicable ICAO separation standards as per Class D airspace
within MCTR.
2.1.4.5 Provision of ATS at Joint User Aerodromes (JUAs) for civil scheduled operations & Non-scheduled flights will be
during specific ATC hours of operations as given at Para 2.1.5. Operations of scheduled and non-scheduled flights
fromexclusive military aerodromes are subject to prior approval as per existing rules and regulations issued by Ministry
of Defence (MoD) from time to time.
2.1.4.6 Subsequent to obtaining prior approval for commencement of civil aircraft operations, entry into Military restricted
airspaces and MCTR by civil aircraft shall be subject to positive ATCC (Air Traffic Control Clearance) from the
associated military ATSU or the designated civil ATSU when the airspace has been handed over to civil ATS unit.
2.1.4.7 The lateral limits of a Military control zone shall extend to at least 9.3 KM (5 NM) from the centre of the aerodrome or
aerodromes concerned in the directions from which approaches may be made.
