Preface
This Bidding Document for the Procurement of Works has been prepared by Bagmati Province
Government, Ministry of Physical Infrastructure and Development, Transport Infrastructure
Directorate, Rural Connectivity Improvement Project-AF, Project Implementation Unit,
Hetauda, Nepal and is based on the Standard Bidding Document for the Procurement of Works–
Small Contracts (SBD Works-Small) issued by the Asian Development Bank dated December 2021.

PART I BIDDING PROCEDURES
Section 1 - ------------------------------------Instructions to Bidders (ITB)
This section specifies the procedures Bidders should follow when preparing and
submitting their Bids. Information is also provided on the submission, opening,

This section contains the general clauses to be applied in all contracts. These
Conditions are subject to the variations and additions set out in Section 8
(Particular Conditions of Contract).

Section 8 - -------------------- Particular Conditions of Contract (PCC)


This section contains provisions which are specific to each contract and which
modify or supplement the General Conditions of Contract. Whenever there is a
conflict, the provisions herein shall prevail over those in the General Conditions of
Contract.

Section 9 - -------------------------------------------- Contract Forms (COF)


This section contains forms that, once completed, will form part of the Contract.
The forms for Performance Security and Advance Payment Security, when
required, shall only be completed by the successful Bidder after contract award.

Submission of Bids:

1. The Government of Nepal has received financing from the Asian Development Bank (ADB) toward the cost
of Rural Connectivity Improvement Project-Additional Financing (RCIP-AF). Part of this financing will
be used for payments under the Contracts named above. Bidding is open to Bidders from eligible source
countries of ADB.
2. The Bagamati Province Government, Ministry of Physical Infrastructure and Development, Transport
Infrastructure Directorate, Rural Connectivity Improvement Project-Additional Financing (RCIP-AF),
Project Implementation Unit, Hetauda, Nepal (“the Employer”) invites electronic bids from eligible
Bidders for Upgrading and Performance Based Maintenance works under the Contracts as stated below:

Phase 1:
Upgrading works under the Contracts as stated below, which include earthwork, bituminous works,
gabion and stone masonry retaining structures, cross drainage structures, bridges, road safety works, etc.
including Defect Liability Period of 365 days (“the Works”) under following contract (s):

Phase 2:
Performance Based Maintenance (PBM) works and services for two years after defects liability period,
which include Maintenance Works consisting of all activities to be carried out by the Contractor to
achieve and keep the road asset as defined in the PBM Specifications, and all activities related to their
management, emergency works consisting of activities needed to reinstate any road asset which has
been damaged as a result of manmade or natural phenomena such as storms, flooding, earthquakes,
accidents, etc.
