A RESOLUTION AMENDING THE COMPREHENSIVE BARANGAY YOUTH
DEVELOPMENT PLAN OF THIS LOCAL GOVERNMENT UNIT FOR FISCAL YEAR
2023-2025, A THREE-YEAR PLAN IN THE TOTAL AMOUNT OF EIGHT HUNDRED
NINETY-FOUR THOUSAND PESOS (894,000.00).
WHEREAS, Republic Act 10742, otherwise known as the “Sangguniang Kabataan
Reform Act of 2015” and its Implementing Rules and Regulations (IRR) provides for the
allocation of SK Funds on specific programs, projects and activities for this three-year plan;
WHEREAS, this plan carries out the objectives of the youth in the barangay in
accordance with the Annual Barangay Youth Investment Program (ABYIP) and SK Budget with
the provisions of RA 10742 and other applicable laws;
WHEREAS, the Sangguniang Kabataan of Barangay Caghalo conducted the 3 rd SK
Regular session and discussed several matters including the amendment of the previous CBYDP
formulated by the previous administration;
WHEREAS, the Sangguniang Kabataan has initiated this plan to cover the new centers
of participation namely: Equitable Access to Quality Education, Environmental Protection,
Climate Change Adaptation, Disaster Risk Reduction and Resiliency, Youth Employment and
Livelihood, Health and Anti-Drug Abuse, Gender Sensitivity, Sports Development and Capacity
Building.
WHEREAS, the previous Projects, Programs, and Activities (PPAs) from the previous
CBYDP are transferred in relation to the new centers of participation;
WHEREAS, the unchanged center of participation was the Capability
Training/Leadership training, which is beneficial to the SK Council to improve their governance
amongst the Youth;
NOW THEREFORE, this body assembled;
BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Sangguniang Kabataan
of Barangay Caghalo approves the Amendment of the Comprehensive Barangay Youth
Development Plan for Fiscal Year 2023-2025 of Barangay Caghalo, Carigara, Leyte.

A RESOLUTION APPROVING AND ADOPTING THE COMPREHENSIVE
BARANGAY YOUTH DEVELOPMENT PLAN (CBYDP) OF THIS LOCAL
GOVERNMENT UNIT, A THREE-YEAR PLAN FOR CALENDAR YEAR 2023 TO 2025
FOR THE TOTAL AMOUNT OF SIX HUNDRED SIXTEEN THOUSAND, EIGHT
HUNDRED TWENTY-EIGHT 33/100 (616,828.33).
WHEREAS, Republic Act 10742 otherwise known as SK Reform Act 2015 requires the
formulation of a 3-Year Comprehensive Barangay Youth Development Plan (CBYDP) which
embodies development programs, projects and activities of the Sangguniang Kabataan (SK);
WHEREAS, the SK Reform Act of 2015 has abolished the Task Force on Youth
Deevelopment and consequently given authority to the newly elected members of the
Sangguninang Kabataan (SK) to formulate their Comprehensive Barangay Youth Development
Plan, Annual Barangay Youth Investment Program and Annual Budget respectively;
WHEREAS, the Comprehensive Barangay Youth Development Plan shall be prepared
by the Sangguniang Kabataan in consultation and concurrence of the Katipunan ng mga
Kabataan serving as basis in the appropriation of the Annual Barangay Youth Investment
Program (ABYIP) and other local development plans in the barangay;
NOW THEREFORE,on the motion of SK Member Hon. Ana Mikaela S. Quebec duly
seconded by the body. BE IT RESOLVE,as it hereby resolved that the Comprehensive Youth
Development Plan of be presented, reviewed, approved and adopted by the Katipunan ng
Kabataan (KK);
RESOLVED FURTHER; that the copies of the Comprehensive Youth Development
Plan be furnished to the Sangguniang Barangay, Sangguniang Panlungsod and Department of the
Interior and Local Government for their reference.
NOW THEREFORE, this body assembled.
RESOLVED, to approve as it is hereby approved the Comprehensive Barangay Youth
Development Plan for 2023-2025 of the Sangguniang Kabataan of Barangay Tigbao, Carigara,
Leyte.

reduction and resiliency, youth employment and livelihood, health including health services and
adolescent sexual education and capability of the Youth which emphasizes leadership training;
NOW THEREFORE, this body assembled;
RESOLVED, to approve the Annual Barangay Youth Investment Plan of the
Sangguniang Kabataan Barangay Tigbao, Carigara, Leyte, amounting to of TWO HUNDRED
TWENTY-SEVEN THOUSAND, EIGHT HUNDRED THIRTY-NINE AND 40/100
(227,839.40) for the Calendar Year 2024.

SK RESOLUTION NO. 2024-05
SERIES OF 2024
A RESOLUTION APPROVING THE PROPORTIONATE AND UNIFORM MONTHLY
HONORARIUM OF THE SANGGUNIANG KABATAAN MEMBERS AMOUNTING TO
FIFTY-SIX THOUSAND, FIVE HUNDRED EIGHTY-FOUR 44/100 (56,484.44) FOR THE
CALENDAR YEAR 2024.
WHEREAS, Section 4 of RA No.11768, amending Section 16 of the RA 10742
otherwise known as the “Sangguniang Kabataan Reform Act of 2015,” the Sangguniang
Kabataan Member, including the SK Treasurer and SK Secretary, shall receive a monthly
honorarium, chargeable against the SK fund, in addition to any other compensation provided by
this Act and shall be granted at the end of the regular monthly meeting;
WHEREAS, the monthly meeting honorarium shall not exceed the monthly
compensation received by their SK Chairperson and that not more than twenty-five percent
(25%) of the SK Fund;
WHEREAS, the SK Chairperson automatically serves as an ex-officio member of the
Sangguniang Barangay Pursuant to section 430 of RA No. 7160. The monthly honorarium shall
be received by SK Officials and shall not exceed the rate equivalent to Salary Grade (SG) 9, the
monthly honorarium of SK Officials shall be monitored by the Budget Monitoring Officer in a
separate budget registry for Personal Services (PS) and recorded in the appropriate registers
being maintained by the SK Treasurer;
NOW THEREFORE, this body assembled,
RESOLVED, to approve the Proportionate and Uniform Monthly Honorarium of
Barangay Manloy Carigara, Leyte, amounting FIFTY-SIX THOUSAND, FIVE HUNDRED
EIGHTY-FOUR 44/100 (56,484.44) for calendar year 2024.

AMOUNTING TO OF TWO HUNDRED TWENTY-SEVEN THOUSAND, EIGHT
HUNDRED THIRTY-NINE AND 40/100 (227,839.40) IS HEREBY APPROVED.
RESOLVED FURTHER, to submit copies of this ordinance with the approved budget
to the Sangguniang Bayan to review.
I HEREBY CERTIFY, the foregoing Resolution Embodying Appropriation Ordinance
No. 1 both series of 2024, which approved the Sangguniang Kabataan budget of Barangay
Tigbao Carigara, Leyte and was duly enacted by Sangguniang Kabataan in its Regular Session at
the Barangay Session Hall on January 07, 2024, at 3:00 o’clock in the afternoon.
