SAMAR, HELD AT THE BARANGAY SESSION HALL ON 8TH OF AUGUST 2024.

RESOLUTION NO. 34

APPROVING AND ADOPTING THE ENHANCED BARANGAY NUTRITION ACTION PLAN (BNAP)
FOR CY 2023-2025 OF BARANGAY OBONG AND RECOMMENDING THIS BNAP TO THE
BARANGAY DEVELOPMENT COUNCIL FOR ADOPTION AND IMPLEMENTATION OF ANNUAL
INVESTMENT PROGRAM FOR CY 2025.

WHEREAS, the Barangay Nutrition Action Plan is a three-year plan containing the objectives and nutrition
interventions implemented to address the malnutrition problem at the barangay level;

WHEREAS, BNAP is prepared by the Barangay Nutrition Committee to operationalize the Philippine Plan
of Action for Nutrition 2023-2028;

WHEREAS, the Annual Investment Program annually manages and financially supports BNAP 2023-
2025;

WHEREAS, the Barangay Nutrition Committee ensures the implementation of the programs, projects,
and activities in the BNAP;

WHEREAS, there is a need to approve and adopt the BNAP for CY 2023-2025 of Barangay Obong and
recommending this BNAP for adoption, for integration to the Barangay Development Plan and for
implementation of Barangay Development Council through integration of nutrition activities to the Annual
Investment Program CY 2025.

WHEREAS, the Barangay Nutrition Committee certifies the integration of key nutrition outcomes and
indicators of the Philippine Multisectoral Nutrition Project (PMNP) in the BNAP for CY 2023-2025.

NOW THEREFORE, upon the motion of HON. EVELYN C. CLARO, duly seconded by HON. GERMAN
L. IRASGA, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve and adopt the Barangay
Nutrition Action Plan (BNAP) for CY 2023-2025 of Barangay OBONG and recommending this BNAP to
the Barangay Development Council members of Barangay/ OBONG for adoption and implementation of
Annual Investment Program for CY 2025.
APPROVED this 8TH day of JULY 2024 during the FIRST BNC meeting of the Barangay Nutrition
Committee held at BARANGAY HALL OF BARANGAY OBONG, CAN-AVID EASTERN SAMAR.

COMMITTEE OF BARANGAY OBONG MUNICIPALITY OF CAN-AVID, PROVINCE OF EASTERN
SAMAR, HELD AT BARANGAY SESSION HALL ON AUGUST 8, 2024.

Present:

RESOLUTION NO. 35

A RESOLUTION ADOPTING THE PROVISIONS OF REPUBLIC ACT 11148 OR "AN ACT SCALING UP THE
NATIONAL AND LOCAL HEALTH AND NUTRITION PROGRAMS THROUGH A STRENGTHENED
INTEGRATED STRATEGY FOR MATERNAL, NEONATAL, CHILD HEALTH AND NUTRITION IN THE FIRST
1000 DAYS OF LIFE”, APPROPRIATING FUNDS THEREOF AND FOR OTHER PURPOSES

WHEREAS, under Article II of the 1987 Philippine Constitution provides that the State shall protect and promote
the right to health of the people and instill health consciousness among them. The State also guarantees the right
to adequate food, care and nutrition to pregnant and lactating mother, including adolescent girls, women of
reproductive age, and especially children from zero to two years old;

WHEREAS, Republic Act 11148 or the “Kalusugan at Nutrisyon ng Mag-Nanay Act" sought to scale up the nutrition
interventions programs in the First 1000 days of the child's life, and allocates resources in a sustainable manner
to improve the nutrition status and to address the malnutrition of infants and young children from zero to two years
old, adolescent females, pregnant and lactating women, as well as to ensure growth and development of infants
and young children;

WHEREAS, under Republic Act 7160 states that the Sanggunian is empowered to enact ordinances, approve
resolutions, and appropriate funds for the general welfare of the municipality and its inhabitants;

WHEREAS, BARANGAY OBONG is a barangay which population consists mostly of women and youth and the
local government supports their well-being by advocating a healthy community through various health and wellness
programs;

WHEREAS, while the nutrition program of the barangay covers both the nutrition-specific and nutrition-sensitive
needs of the constituents, it is imperative to adopt the provisions of Republic Act 11148;

WHEREAS, pursuant to the adoption of the Mag-Nanay Act, the barangay has allocated funds for the following:

1. Provide comprehensive, sustainable, multisectoral strategies and approaches to address


health and nutrition problems of newborns, infants and young children, pregnant and lactating
women and adolescent females, as well as multi-factorial issues that negatively affect the
development of newborns, infants, and young children, integrating the short, medium and long-
term plans of the government to end hunger, improve health and nutrition, and reduce
malnutrition;

2. Strengthen and define the roles of the BNC, health and nutrition workers tasked to implement
nutrition programs in the first one thousand (1,000) days;

3. Strengthen enforcement of Executive Order No. 51, otherwise known as the "National Code
of Marketing of Breastmilk Substitutes, Breastmilk Supplements and Other related Products" or
the Milk Code, and Republic Act No. 10028, otherwise known as the "Expanded Breastfeeding
Promotion Act of 2009", to protect, promote and support optimal infant and young child feeding
and maternity protection, and in consultation with the stakeholders in the public and private
sectors;

4. Strengthen the family community support systems with the active engagement of parents and
caregivers, with support from LGUs, the NGAs, CSOs, and other stakeholders;

NOW THEREFORE, upon the motion of HON. EVELYN C. CLARO, duly seconded by HON. ROSEMARIE D.
CASARINO BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve and adopt the provisions of Republic
Act 11148 or "an act scaling up the national and local health and nutrition programs through a strengthened
integrated strategy for maternal, neonatal, child health and nutrition in the first 1000 days of life, appropriating
funds thereof and for other purposes;

REORGANIZING AND STRENGTHENING THE BARANGAY NUTRITION


COMMITTEE (BNC) OF BARANGAY OBONG, MUNICIPALITY OF CAN-AVID,
PROVINCE OF EASTERN SAMAR

WHEREAS, the enactment of Republic Act 7160 the Local Government Code of 1991
devolves to the local government units the delivery of basic services including nutrition;

WHEREAS, Letter of Instruction 441 of 1976 authorizes the DILG to establish


functioning nutrition committees at different administrative levels;

WHEREAS, the government is bent on addressing the preservation and promotion of


good health and safety for the people of the Barangay OBONG, Municipality of CAN-
AVID through its health programs and services in close coordination;

WHEREAS, one of the main concerns to be addressed is the prevalent incidence of


malnutrition besetting the country in general which have to be arrested and prevented
from occurring in Barangay OBONG, Municipality of CAN-AVID to achieve one of
the goals in the Sustainability Development Goals;

WHEREAS, in order to effectively carry out all mandated services, members with firm
commitment and steadfast dedication to serve is needed so that hand in hand all
members will be working together for the betterment of the program;

WHEREAS, the Barangay Nutrition Committee (BNC) ensures the implementation of


the programs, projects, and activities in the BNAP

WHEREAS, reorganizing and strengthening the Barangay Nutrition Committee


(BNC) enhances the Health and Nutrition situation of the barangay;

WHEREAS, the Barangay Nutrition Committee (BNC) has the following


composition:

WHEREAS, the Barangay Nutrition Committee has the following roles and
functions:
1.) Formulates a Barangay Nutrition Action Plan which is reactive to the
existing nutrition issues and concerns,
2.) Ensures the implementation of the programs, projects and activities in the
BNAP;
2.) Coordinates the nutrition activities of the barangay,
3.) Conducts Operation Timbang under the supervision of the RHU,
4.) Generate and mobilize resources for various PPAs of the BNAP,
5.) Assesses progress, monitor and evaluate implementation of nutrition
interventions, and
6.) Hold regular quarterly meetings to monitor program performance.

WHEREAS, there is need to organize the Barangay Nutrition Committee;

NOW THEREFORE, upon the motion of HON. EVELYN C. CLARO, duly seconded
by HON. MARIFE B. CASARINO, BE IT RESOLVED, AS IT IS HEREBY
RESOLVED, to Organize the Barangay Nutrition Committee of Barangay OBONG,
CAN-AVID, EASTERN SAMAR.

UNANIMOUSLY APPROVED, this 8TH day of AUGUST two thousand and


TWENTY-FOUR held at Barangay Session Hall, BARANGAY OBONG, CAN-
AVID, EASTERN SAMAR.
