POSITION PAPER
COMMITTEE :- SOCHUM
COUNTRY :- STATE OF ISRAEL
TOPIC- HUMANITARIAN CRISIS IN CONFLICT ZONES
We, the people of Israel, are saddened that many have not acknowledged the innocent lives
lost in our country. It's easy for countries to claim victimhood, but true evil lies in
indifference to others' suffering.
This issue can be traced back to the complex concept of Dharma. It is important to
understand that Dharma doesn't mean Religion nor does it have any direct translation to
English. It can be defined as the principles of living or the set of beliefs of a person which can
vary from an individual to individual.
HISTORY OF THE STATE OF ISRAEL AND ITS ISSUES
The state of Israel officially became a country in 1948 and was immediately attacked by
neighbouring Arab states who opposed its existence. Despite being outnumbered, Israel won
the war against these Arab countries. It houses many Jews who migrated from different parts
of the world to escape discrimination, not forgetting the Holocaust in Germany.
The State of Israel has consistently faced numerous threats to its territorial integrity and the
safety of its citizens, primarily from militant groups such as Hamas, which governs the Gaza
Strip. Although Hamas purports to be a political organisation, its principal objective is the
complete destruction of Israel and the imposition of its ideological beliefs across the country..
On October 7, 2023, a significant day in the Israeli calendar, numerous rockets were launched
across Israel, targeting its citizens. These attacks resulted in the brutal killing of civilians,
violating international humanitarian law and endangering the lives of innocent Israelis who
are not involved in the conflict. The actions of the militant group have placed many citizens'
lives in jeopardy, exaggerating the humanitarian crisis and undermining regional stability to
use human suffering to gain power by launching rockets into Israel on a daily basis.
Article 15 of the United Nations Charter declares every nation possesses the inherent right to
self-defence against armed attacks. Israel's military actions in response to aggression of
Hamas are based on this fundamental principle of international law. The main goal of these
defensive measures is to protect Israeli civilians from the constant threat posed by Hamas's
rocket attacks and terrorist activities.
Israel is not an apartheid state but rather a state protecting itself from cross border attacks
from terrorist groups wanting to destroy the country. Israel’s defensive mindset comes from
the need to survive. Or these groups will pose a serious threat to the nation.
HELPING HAND OF ISRAEL IN HUMANITARIAN CRISES.
Israel has a long history of helping people beyond borders. A few Examples include
    ● In the 2005 earthquake in Kashmir, the Israeli Flying Aid group sent a mission to give
supplies and shelter for thousands of families.
    ● In response to the catastrophic earthquakes in Japan in March 2011,Israel promptly
dispatched aid and established a field clinic, aligning with the Japanese government’s
        requests and requirements.
    ● And many more such life saving dispatches and rescues were done by Israel.
Israel is a world leader in handling mass casualties. No other country can dispatch search and
rescue teams and field hospitals as fast and effectively. Even though Israel is undergoing a
war, It dispatches many humanitarian aids to the people of Gaza.
SOLUTIONS THAT WERE PUT INTO IN THE PAST.
The first proposal for separate Jewish and Arab states was made by the British Peel
Commission in 1937. In 1947, the UN General Assembly adopted a partition plan for
Palestine(known as UN Resolution 181), leading to the 1948 Palestine war. Israel was
established on the land proposed for the Jewish state and about 60% of the land proposed for
the Arab state. Israel took control of West Jerusalem, which was supposed to be an
international zone. Transjordan took control of East Jerusalem and the West Bank, annexing
it the following year. Egypt occupied the Gaza Strip but did not annex it. After the 1967
Six-Day War, Israel occupied both the West Bank (including East Jerusalem) and the Gaza
Strip, and became known as the Palestinian Territories.
The Arabs rejected the partition plan, which led to the first Arab-Israeli war (1948 to 49) over
territory. From the beginning, some Israelis and Palestinians had tried to block a two-state
solution. Religious nationalists felt their governments shouldn't give up any land. That same
year, Hamas, a militant Palestinian group that also opposed a two-state solution, started a
campaign of suicide bombings thus leading to a major conflict that turned into a war.
POSSIBLE SOLUTIONS FOR THE FUTURE.
The ongoing conflict between Israel and Palestine has created numerous controversies
regarding potential resolutions.Prime Minister Netanyahu stated our policy is to combat
terrorism in Gaza while providing aid to those in need, We, the People and Government of
Israel, firmly believe that the path to peace can only be achieved through the complete
eradication of Radical Terrorism against Israel and in Palestine. Following this, it is also
vitally important to establish a peace treaty between the two nations and to pursue a two state
solution later on.
This approach proposed here is more viable compared to the previous attempts at the two
state solution, which ultimately failed due to the rejection of the proposal by the terrorist
organisation Hamas, combined with their acts of violence against Israel.
In conclusion, we assert that by eliminating terrorism, which has resulted in the tragic loss of
many civilian lives, we can pave the way for a successful implementation of the two state
solution in Israel.
