Basic Conditions
具有海外学习工作经历，未全职在国内 (来华) 工作或者在国内工作不超过 3 年，并
满足以下分类条件：
With overseas education and work experience, work full-time in China for no more than 3
years, and stayed, and meet the following conditions:
Innovative talents
1. 一般应当取得博士学位 (国内外均可) ，年龄不超过 65 周岁；
Applicants should be under the age of 65 with a doctoral degree (at home or abroad).
2. 在海外高校、科研机构担任副教授及以上职务； 在国外的国际组织、国际知名企业
、金融机构担任高级职务，工作三年以上；
Take office as associate professor or above in overseas universities and scientific research
institutions or hold a senior position in international or well-known enterprises and financial
institutions abroad for more than 3 years;
3. 申报对象申报时未全职回国工作， 或回国不超过 3 年； 来浙不超一年；
Applicant should have not returned to China for full-time job during the time of declaration,
or have not returned to China for more than 3 years and 1 year in Zhejiang;
4. 引进后应当全职或柔性合作连续工作 3 年以上； 或者以项目合作时间可作相应调。
After the introduction, the applicant shall work full-time or in flexible cooperation for more
than 3 years in a row; Or it can be adjusted according to the duration of the project.
1. 一般应当在海外取得博士学位，年龄不超过 40 周岁；
Applicant should be under the age of 40 with a doctoral degree overseas;
2. 一般应当在国外高校、科研机构、企业研发机构有正式职位，在国外连续工作 36 个
月以上；
Generally, the applicant should take office in foreign university, scientific research institution
and R&D institution of enterprise for more than 36 months continuously;
3. 申报对象申报时未全职回国工作， 或回国不超过 3 年； 来浙不超一年；

Talents Project
1.创新人才 Innovation talents
人才入选后， 给予国家级奖励 100 ， 省级奖励400万，地级市100万，区县100万
另给予配套地方将匹配叠加奖励
After the talents are selected, they will be awarded 1 million yuan at the national level, 4
million at the provincial level, 1 million at the prefecture level and 1 million at the county
level.2.
青年人才 Young Talents
After the talents are selected, they will be awarded 500,000 yuan at
the national level, 2 million yuan at the provincial level, 500,000 yuan
at the prefecture-level city and 500,000 yuan at the district and
county level, and the matching places will be superimposed.
After the nomination, the provincial reward would be half a million yuan, and there is also a
local reward ( the proportion would be 1:1.5-2 normally).
