THE MANIFESTO

THE PREAMBLE
With this platform, we the Alliance for New Nigeria affirm the principles that unite us in a
common purpose.
We believe in the Nigerian uniqueness. We believe Nigeria is like no other country in the
world. We affirm our constitutional system — limited government, separation of powers,
federalism, and the rights of the people — must be preserved un-compromised for future
generations.
We affirm political freedom and economic freedom are indivisible. When political freedom
and economic freedom are separated — both are in peril; when united, they are invincible.
We affirm that people are the ultimate resource — and that the people, not the government,
are the best stewards of our country’s God-given natural resources.
Based on these principles, this platform is an invitation and a roadmap. It invites every
Nigerian to join us and shows the path to a stronger, safer, and more prosperous Nigeria.
This manifesto is optimistic because the people are optimistic for transformation.
This manifesto lays out — in clear language — the path to making Nigeria great and united
again.
The Alliance for New Nigeria (ANN) was formed as a party with the lofty objectives to pull
Nigeria back from the fringe of socio-political and economic hopelessness it has been
plunged by successive visionless, self-centered and myopic leaders thrown up as head of
government for over fifty years post-colonial independence.
At independence, Nigeria’s potential as the leader of the black race was not in doubt. The
general opinion and understanding was ‘here lies the giant of Africa” the country to lead
Africa to economic and political prosperity. Over Fifty years after, the expectations have
remained a potential. The lofty dream and struggles of our heroes’ past has been eroded. Our
dreams of making this country great in its full potential has remain forlorn. Nigeria has failed
to realize its potentials, despite its vast human and material resources, rather, the country has
been grappling with internal socio-political, economic issues that has almost crippled its
development. The country has been bedeviled by serious debilitating issues as a consequence
of inexcusably bad leadership. Nigeria is blest with visibly evident symptoms of
underdevelopment with all indices of growth and development in the negative.
Consequently, there has built up frustrations among the populace causing insurrections,
insurgencies, militancy and trident calls for restructuring and revised resource allocation
formula. Added to this is the issue of false federal system of government in practice in
Nigeria and the deliberate and orchestrated recycling of failed political leaders, ethnicity and
grand promotion of mediocrity over merit in every aspect of governance and total failure in
infrastructural development, and economic stagnation.
THE INSPIRATION
The blowing wind of real change across the globe through the ballot has inspired the
formation of the Alliance for New Nigeria to drive the emergence of a new set of leaders.
New visionary leaders who are technocrats first above being politicians. Leaders to rescue
this country from inept, corrupted, bigoted, and mediocre leadership Nigeria has been
plunged, as visibly evident in the last few years of the present government.
The ANN is poised and committed to pull Nigeria back from the precipice, through new and
untainted, visionary and proven leaders committed to putting Nigeria and its development
first.

This is the only inspiration and passion that can steer the ship of the Nigerian state away from
destruction and back on to the path of sustainable development, national peace, prosperity
and progress.
OUR MISSION
Our mission is to restore Nigeria to glory path, create and develop a country that will hold its
place in the comity of nations, where we rank top 20 in every indices of human development.
We are going beyond rhetoric, to a Nigeria-first mentality. We believe that Nigeria is greater
than any individual or the sum of her Federating Units. We also stand to promote an
egalitarian society, where everyone enjoys equal rights anchored on sound democratic
practice.
We will restore the sound faith and commitment to Nigeria as engendered in our National
Pledge through a deep commitment welfare and security of the citizens of Nigeria.
As a party determined to make the difference, ANN will present leadership of young, vibrant,
technocrats and professionals with proven success records that will reveal that developing
and transforming of Nigeria is no rocket science.
ANN shall also promote true federalism, devolve power to the federating units so each unit
can develop at its own pace.
We shall also support and preserve the fundamental objectives and directive principles of
state policy as enshrined in chapter two of the 1999 constitution of the federal republic of
Nigeria as amended.

THE MANIFESTO

SECTION 1. GOVERNMENT REFORMS
An ANN government will set in motion above all a government reform. We pledge to make
government to work for the people and not the people for the government. We also pledge to
streamline much of what government does now. We will also identify much of what needs to
be replaced and much to be done away with.
ANN will make government simpler and more user-friendly. The federal government too
often operates with websites designed from another era that are too complicated, too hard to
use, and rarely designed for mobile phones or tablets. We will build on/create a Nigerian
Government Digital Service (NGDS) and give it the resources it needs to transform and
digitize the top 25 federal government programs that directly serve citizens. We will
eliminate internal barriers to government modernization. And we will use technology to
improve outcomes and government accountability by embracing prioritized goal setting and
performance tracking for the federal government.
SECTION 2: ENERGY/POWER
Availability of regular power supply is very critical to the development process of any
country. The inability to provide enough energy by successive government in Nigeria has
stunted industrial development and productivity since it forms the bedrock of virtually all
indices of development. An ANN led government will prioritized and pursue vigorously the
expansion of energy generation and distribution progressively to about 40,000 megawatts.
We shall considerably resolve all the inherent challenges that has negatively affected this
sector. We shall work to deliver more than enough energy through alternative energy sources
such as coal, solar, hydro, wind and biomass for domestic and industrial use, wherever these
prove viable.
ANN shall:
▪As a matter of pressing priority and urgency, tackle the paralyzing lapses with
electric power generation, distribution and supply.
•Resolve all bottlenecks around the reform of the power sector and develop a
transparently agreed power generation and distribution milestones with clear timeliness and
targets.
•Liberalize the monopoly of the Federal Government in power generation and supply.
We shall devolve much of power and energy to the private sector.
•The gas and thermal stations will particularly be encouraged to increase their supply
capacities.
•Alternative power sources, including hydro, solar, coal and wind energy will be
explored and developed.

•Regular Turn Around Maintenance (TAM) of existing facilities will be done to
ensure steady and uninterrupted utility supply.
•An aggressive and efficient tariff/revenue recovery system will be pursued. All
avenues of waste, corruption and abuse will be checked.
•Rural electrification will continue to be encouraged.
•Create and support effective management of the nation's energy distribution system,
encourage commitment to consumer service by distribution companies.
▪Promote awareness on energy conservation and maintenance culture especially on
electricity usage.
SECTION 3: AGRICULTURE
The ANN government’s Principal program shall be the development of agriculture. Our
agricultural objectives shall aim at”
▪ Self-sufficiency in food production throughout the year;
▪ Making agriculture profitable across its value chain.
▪ Making our agriculture as a major source of industrial raw materials and foreign exchange
earner;
▪ Providing infrastructure for storage of both perishables and non-perishables for all year
availability
▪ Creating and strengthening necessary agriculture support institutions
▪ Rebranding of Agriculture sector with prestige to attract more people to the sector and
promote its value chains.
▪ The protection of farmers against all hazards.
ANN Strategy:
▪ Declaration of state of emergency on agriculture.
▪ Operational involvement of all individual, corporate, governmental and non-government
stakeholders.
▪ Initiation, promotion and encouragement of massive private sector Participation.
▪ Creation of legislation to ease acquisition of land for agricultural purposes.
▪ Inauguration of Operational task group on agriculture.
▪ Facilitation of integrated ownership scheme.
▪ Development of economy of scale processes.
▪ Development of Agriculture Development Architecture.
ANN will also embark on a massive and comprehensive re-organization and reengineering of
the agricultural industry:
▪To supply the raw material for industrial processing and manufacturing.
▪To earn stable remunerative prices in the local and international markets.

§ In addition, ANN will revamp the River Basin Authorities, which are the best vehicles
for Nigeria's agricultural revival and expansion.
SECTION 4. ENVIRONMENT
ANN observes with dismay the danger posed by environmental degradation and the dangers
posed by climate change. Efforts will therefore be intensified to protect our environment by:
§ Ensuring compliance with policies and measures to halt the pollution of rivers and
waterways in the Niger Delta and other parts of the country;
§ Creation of shelter belts in states bordering the Sahara Desert to mitigate and reverse
the effects of the expanding desert;
§ Supporting and accelerating the implementation of regional water transfer initiatives
across the country.
§ Adopting a holistic approach to erosion and shoreline protection across the country
§ Creation of teams of volunteers to plant and nurture economically viable trees in arid
regions;
§ Restructure the Ecological Fund Office to enable it meet today’s environmental
challenges;
§ Regulate the timber industry to ensure that double the number of trees felled are
planted by the loggers;
§ Ensure full compliance with town-planning and environmental laws and edicts;

SECTION 5: INDUSTRIALIZATION
Industrialization promotes and accelerate economic and social development of any nation. It
is a vital ingredient for economic development, technology development and the general
wealth being of our nation. The existing situation in the nation is unacceptable.
The ANN government will prioritize the provision of enabling environment for industries to
thrive through the following:
SECTION 6: HEALTH
ANN shall present a comprehensive health-care policy for the country, the essential aim of
which shall be:
▪ Medicare for all citizens;
▪ Expanding the net for Medical Aids through NHIS
▪ Strengthening the National Health Insurance Scheme
▪ Quality and affordable medical services
▪ Free medical services to the aged and the handicapped.
▪ Providing all needed support to the healthcare professionals to stimulate quality medicare
delivery

▪ Encourage family planning by providing family planning services and materials free of
charge
▪ Regulate private hospitals, medical clinics, and pharmacies to protect Nigerians against
exploitations
▪ Enact and enforce stringent laws against the manufacturing and sale of fake and adulterated
drugs; and promote a healthy physical environment by intensifying the present periodic
environmental sanitation exercises.
SECTION 7: HOUSING
The ANN believe that every Nigeria has a right to own a decent home and that
accommodation and right to live in a conducive environment is vital to high productivity,
comfort and security. The ANN will ensure that all Nigerians have equal opportunity and
access to affordable homes through these strategies;
SECTION 8: EDUCATION
We believe that a good education is the basic right of all Nigerians irrespective of their
ethnic, religious, or social background. We desire to build a strong qualitative educational
system from cradle to college, where every child can live up to his or her God-given
potentials.
The ANN strongly posit that the education is the antidote to the challenges in all other sectors
in Nigeria. The ruts in the system is quite traceable to the gradual drop in educational
qualities and outcomes over the years.
We also believe that Nigeria's education should be marked by a continuous search for
excellence supported by the political will for good governance and transparency.

We have identified the following as areas of challenges in the entire educational systems
which will be our focus:
Funding Education
▪ Funding: 30% of National budget to meet UNESCO benchmark on education. Applying
fund to significantly improve facilities for teaching and learning, teacher quality and welfare,
and curriculum delivery.
▪ Funding to breakdown obstacles to access of over 15million out-of-school children.
▪ Funding to improve school safety, reading culture among youth.
▪ Funding for overall improvement in the quality of education delivery.
We will launch a national campaign to recruit and retain high-quality teachers. We will
ensure that teachers receive the tools and ongoing professional development they need to
succeed in the classroom and provide our children with a world-class education. We also
must lift up and trust our educators, continually build their capacity, and ensure that our
schools are safe, welcoming, collaborative, and well- resourced places for our students,
educators, and communities.
ANN support ambitious public and private investments in science, technology, and research.
We are focused on creating good jobs in communities across Nigeria. Entrepreneurship and
innovation are fundamental to our future economic growth—in the information technology
(IT) industry as well as energy, manufacturing, transportation, health, retail, services, and
countless other sectors.
We will nurture the next generation of scientists, engineers, and entrepreneurs, especially
women to make sure our country starts to out-compete and out-innovate the rest of the world
with our bold innovation agenda.
New technologies are already transforming our economy, and they have the power to
generate trillions in economic output. We must harness these forces so that they create
higher-paying jobs across the country, bring more people into the workforce, and reduce
inequality.
To do this, we will educate our people and train our workforce; support entrepreneurship and
promote inclusion in the digital economy; attract and retain talented people from all over the
world; and invest in research and development, innovation hubs, as well as in getting ideas to
market. We also need to ensure that all students have the opportunity to learn computer
science by the time they graduate from high school.
ANN believe we must harness the promise of technological innovation to promote
community participation and enhance opportunities to achieve greater economic self-
sufficiency for people with disabilities. We will encourage technology transfer,
entrepreneurship, and small business creation throughout the country and in all types of
innovation sectors.

High-speed internet connectivity is not a luxury; it is a necessity for 21st century economic
success, social mobility, education, health care, and public safety. Despite considerable
progress and private investment in the last eight years to close the digital divide, there is more
work to do. ANN will support the idea of connecting every household in Nigeria to high-
speed broadband, increase internet adoption, and help hook up anchor institutions so they can
offer free WiFi to the public.
We will take action to help telecom organizations to widely deploy 4G and 5G technology—
the next generation wireless service that will not only bring faster internet connections to
underserved areas, but will enable the Internet of Things and a host of transformative
technologies.
ANN government will value Nigerian innovation and believe it is one of our country’s great
strengths. We will protect the intellectual property rights of artists, creators, and inventors at
home and abroad. The entire nation prospers when we promote the unique and original
artistic and cultural contributions of the women and men who create and preserve our
nation’s heritage.
ANN will fight against unfair theft of intellectual property and trade secrets. We will increase
access to global markets for Nigerian intellectual property and other digital trade by opposing
quotas, discriminatory measures, and data localization requirements.
The ANN will always fight to end discrimination on the basis of ethnicity, state of origin,
language, religion, gender, age, gender identity, or disability. We will promote civility and
speak out against bigotry and other forms of intolerance that have entered our political
discourse.
It is unacceptable to target, defame, or exclude anyone because of their race, ethnicity, state
of origin, language, religion, gender, age, gender identity, or disability. While freedom of
expression is a fundamental constitutional principle, we must condemn hate speech that
creates a fertile climate for violence. We also condemn the recent uptick in other forms of
hate speech spreading across the nation.

provide tax relief to help the millions of families caring for aging relatives or family members
with chronic illnesses or disabilities.
ANN affirms strongly the protection of Nigeria national Interest and seek to protect the
integrity of all Nigerians both home and abroad. We will ensure that our foreign policy is
pursued in a way to promote our interest. We will also promote friendly and reciprocal
relations on a bilateral and multi-lateral basis across the world and resist all forms of
discrimination, domination and aggression against Nigeria.
Africa shall remain a focus. We shall recognize Nigerians in the Diaspora and tap into their
vast professional experience in the design, development and implementation of government
policies and programs.
ANN will also affirm our commitment to the review of both multilateral and Bilateral treaties
we have signed in order to rescind any that does not serve our current national interest.
We will strengthen and reposition the Ministry of Foreign Affairs to meet the challenges of
the 21st century.
We also affirm the provision of a strong military leadership in security arrangements with
ECOWAS, African Union and the UN.
Our Embassies and High Commission shall protect all Nigerian citizens abroad, and continue
to promote the good image of the country. Our Embassies and High Commissions will be
better funded.

Section 16: SECURITY
The ANN affirms that it will promote security both internally and externally: Internally
against insurgency and insurrection within our bothers. Externally against any external
aggression.
Government shall endeavor to stem the wave of violent crimes in the country by:
▪ Reorganizing and equipping the Nigeria Police Force with modern equipment
▪ Providing more relevant professional training opportunities to the force, at local and
international training institutions;
▪ Motivating the police force with enhanced conditions and environment of service;
▪ Providing enlightenment and educating program about the actual roles of the police and
their relationship with the civil society;
▪ Providing enlightenment program for the public on how to complement the work of
members of the police force;
▪ Reorganizing the prison system to ensure:
▪ i. Decongestion of prisons and improved accommodation for inmate and
▪ ii. The provision of more positive rehabilitation program.
The ANN affirms the principle of separation of powers and the independence of the Judiciary
as enshrined in the constitution. Every constitutional mean shall be employed to protect the
integrity of the judiciary to ensure objective administration of justice.
Adequate and direct funding of the judiciary shall be upheld. We shall resist every attempt to
impugn the integrity of judicial officers while also holding them to the highest level of
accountability in the course of their duties. We shall also ensure that the process of getting
justice remain affordable to ordinary Nigerians.

Section 19: Cybersecurity and Online Privacy
The ANN government will protect our industry, infrastructure, and government from
cyberattacks. We will develop and strengthen our cybersecurity, seek to establish global
norms in cyberspace, and impose consequences on those who violate the rules. We will do
this while protecting the privacy and civil liberties of the Nigerians. We will also ensure a
coherent strategy across federal agencies by developing a Cybersecurity National Action
Plan, especially the appointment of a federal Chief Information Security Officer, the
modernization of federal information technology, and upgrades to government-wide
cybersecurity.
ANN believes Nigeria must continue to have one of the greatest military in Africa. We
commend the great contributions of our military to the maintenance and enforcement of
peace in many areas of conflicts across the world. We also commend their achievement in the
fight against insurgency in the North East of Nigeria.
We support a smart, practicable defense budget that meets strategic challenges we face. We
also will prioritize our military readiness by ensuring all military components remained best
trained and well equipped. We seek a more agile and flexible force and we will rid the
military of outdated systems for a more modernized one.
We will end wastefulness and corruption in Defense budget and ensure the Defense ministry
utilizes its budgets wisely.
We will also keep faith with our veterans and wounded soldiers.
ANN affirms that efficient and effective transportation system is a sine-qua-non to economic
development. As a consequence, we shall commit to the total overhaul of our existing
transportation system to a functional and modern one. We will design a phased development
plan for the transport sector namely Road, Railway, Waterways to holistically transform this
sector.
ROAD TRANSPORT
§ Undertake a survey of the condition of the Federal highways and State roads,
including rural feeder roads as a basis for embarking on appropriate reconstruction,
rehabilitation and maintenance works.
§ We will embark on a National Infrastructural Development Program as a PPP that
will ensure the construction of 6,000 kilometers of super highways.
§ Modern well managed Toll gates will be reintroduced to generate revenue for optimal
maintenance of roads network.
RAIL TRANSPORT
§ Our Rail network will be upgraded modernized to world class by and rehabilitation of
tracks, procurement of new rolling stock and improvement of all operational and
management techniques.
§ Annually we will construct over 250 km of modern standard railway lines annually.

§ Complete the medium steel section of Ajaokuta, which can produce two-kilometer
rail track steel per day, and use our locally made track for the modernization program.
AIR TRANSPORT
§ Improvement and modernization of aviation infrastructure, compatible with
international safety standards.
§ Continuous encouragement to private airline operators, subject to their meeting the
required globally accepted conditions and safety standards.
§ Provision of a Standard Hanger in partnership with the private sector for the
maintenance of aircraft in the sub-region.
§ Resuscitation of the National carrier.
