Health Insurance

According to Kumar (2014) Health insurance is a program that an individual and his family
protect from unexpected health care related expenses. Most of these insurance policies do not
cover the overall healthcare costs including the co-payment and co-isnurance costs. The PMCC
is tasked to examine the implementation of the MARIA Project that prioritized aid to
communities in need of medical assistants that was signed by late President Ferdinand E.
Marcos in 1969. The said program is not enough for the communities for their benefits in health
it leads to the development of the National Health Insurance Act of 1995 that was signed by
President Fidel V. Ramos in 1995. PhilHealth is a government-owned and is the Philippine
national health insurance provider. (Insular Life, 2024) The law created an easy name and fit for
the Filipinos which is the Philippine Health Insurance Cooperation (PhilHealth), mandated to
provide health insurance that covers all Filipinos for 15 years, they accepted all responsibility of
executing the former medicare program.

According to Philhealth (2014), their membership benefits include Inpatient, Outpatient, Primary
Care, Case Type Z benefit packages, Millennium Development Goal benefits and other benefits.
This program is able to give Financial Risk Protection because it ensures the resources of
health insurance for sudden medical care needs for healthcare professionals. This government
program faces different challenges or problems despite their good services, they face
challenges such as struggles with resources management, not all eligible Filipinos are covered,
and the issue about depleting resources. (The Philippine Star, 2024).
