NOTICE INVITING TENDER
Advanced Level Telecom Training Centre (ALTTC), Ghaziabad, set up as a joint venture of Government of India, UNDP and International Telecommunication Union, is the premier training centre of BSNL conducting training and hosting seminars and workshops for senior officers of BSNL, MTNL, DOT and other foreign telecom administrations. Excellent catering services are required in the hostels and in the campus at ALTTC for various training activities. In this regard sealed tenders with proper personal identification mark in two parts (Part-A: Techno-commercial bid and Part-B: Financial bid) are invited by the Chief General Manager, A.L.T.T.C., Ghaziabad for and on behalf of the Bharat Sanchar Nigam Limited for Providing Catering Services in J.C. Bose Hostel, A.L.T.T.C., Ghaziabad for a period of one year. The bids are invited from bidders having experience of rendering similar services in large establishments/complexes for at least three years w.e.f 01.04.2007 onwards of which at least one annual work should have been of a value of at least Rs. 25 Lac (Rs. Twenty Five Lac only) in govt. organization / PSU. The experience certificate should be on the letter head of the organization with name, designation and contact number along with the office seal of issuing authority. The tender document containing the detailed terms & conditions can be had on a written request with full address from the SDE (Works), Room No. 503, 5th Floor, Admn. Building, A.L.T.T.C., Ghaziabad by submitting a demand draft of Rs. 568/- including VAT (Rupees Five Hundred Sixty Eight only) (non refundable) drawn on any nationalised bank/ scheduled bank in favour of A.O. (Cash), B.S.N.L., A.L.T.T.C., Ghaziabad, payable at Ghaziabad on all working days between 10:00 hours to 12:30 hours and between 14:30 hours to 16:30 hours till 25/04/2011. The sealed tenders should be addressed to DE (Admn.), A.L.T.T.C., Ghaziabad alongwith the Earnest Money Deposit of Rs. 54,000/(Rupees Fifty Four Thousand only) in the form of a crossed demand draft in favour of A.O. (Cash), B.S.N.L., A.L.T.T.C., Ghaziabad, payable at Ghaziabad only. The bids must accompany the following documents in the envelope containing the technocommercial bid in the absence of which tender shall not be evaluated and will be declared non-responsive. The validity and truthfulness of the certificates produced by the bidder will be verified by the TEC or a committee constituted by C.G.M., A.L.T.T.C., Ghaziabad by visiting the sites of the bidder and interviews with the issuing authorities and other related personnel or units. During the verification as above, if the contents and validity of certificates does not match with the actuals, the bid will be declared NON RESPONSIVE. 1/2

Licence to run catering services. Authority to sign bid on behalf of firm (refer clause 3.4 (i) of Section-2). Crossed Demand Draft of Earnest Money Deposit. Proof of experience as needed above. Proof of qualification and experience in food and beverage services. (i) Mess Manager Bachelors Degree and Diploma in Hotel Management with two years experience certificate. (ii) Supervisor 10 + 2 pass with 2 years experience certificate. (iii) Waiter 10th Pass PF and ESI registration certificates. Solvency certificate of Rs. 10,00,000 (Rs. Ten Lac only) from a nationalised bank/ scheduled bank in original. VAT / TIN Registration No. A certificate regarding Non-relationship with B.S.N.L. employees as per given draft at annexure F in tender form.

Last date of receipt of tender is 26/04/2011 upto 13.00 hrs. The techno-commercial bid shall be opened on 26/04/2011 at 14:00 Hrs in Room No. 103, 1st Floor, Admn. Building, A.L.T.T.C., Ghaziabad. The financial bids of only those bidders will be opened at a later date and time to be informed by the A.L.T.T.C whose bids are declared responsive by Tender Evaluation Committee. The C.G.M., A.L.T.T.C. may reject any or all of the tenders received without assigning any reason. A pre-bid conference will be held with the prospective bidders on 11/04/2011 at 3.00 PM in the Rom No. 203, 2nd Floor, Admn. Bldg. ALTTC, Ghaziabad for any doubt clearance about the bid.

The bidders who use the tender document and bid form downloaded from A.L.T.T.C. website (www.alttc.bsnl.co.in) or www.tenders.gov.in will have to deposit a demand draft of Rs. 568/- including VAT (Rupees Five Hundred Sixty Eight only) (non refundable) drawn on any nationalised bank/ scheduled bank in favour of A.O. (Cash), B.S.N.L., A.L.T.T.C., Ghaziabad, payable at Ghaziabad in the envelop of techno-commercial bid along with the Demand Draft for EMD of the bid. In case of dispute in interpretation, the English version will be referred. Prospective bidders are requested to see the website regularly for any extension of date or any corrigendum.
