Sub: Formation of Group-B panel of ASTEs through 30% LDCE quota for the
assessment period from 01.01.2023 to 31.12.2024.

1) Railway Board has decided vide their letter under reference that a Special Drive for Group 'B'
Selection shall be carried out to fill up the Gazetted vacancies, by holding another round of 30%
LDCE Selection through centralized CBT by NAIR, for the assessment period from 01.01.2023 to
31.12.2024.
2) The calendar for 30% LDCE Group 'B' Selectionhas been circulated vide Railway Board's letter
no. E(GP)2022/2/4 dated 14.03.2024. Summarized at Para 11 of this notification.
3) Details of Exam -

No Supplementary examinationwill take place for this special 30% Group Bselection.
Venue of holding Centralized CBT will be intimated in due course.
4) Only those applications which are submitted by willing &eligible candidates i.e, who fulfill the conditions
and eligibilitycriteria as per this notification and railway rules, which are submitted within the target date
after following due process,will be considered for this selection process.
5)CONDITION OF ELIGIBILITY: -
Interms of Para (ii) of Railway Board's letter no. E(GP)2019/2/25 dated 27.12.2019 (RBE No.-216/2019) all
Technical Group C' employees of S&T Department with lien & seniority on Eastern Railway & Metro
Railway, Kolkata who are working in Pay Matrix Level -6as per 7th CPC (Pay Band PB-2 Rs.9300
34800/- with Grade Pay of Rs.4200 and above) with 05 years of non-fortuitous service in the grade as on
01.01.2023 i.e. the date of commencement of vacancy period, will be eligible to apply for participating in the
Selection process and appear in the Computer Based Test (CBT) &further process, if found eligible as per
rules.

A) Technical Group - C employees of S&T Department with lien &
seniority on Eastern
Railway and Metro Railway, Kolkata who have been provided in Pay Matrix
pay of Rs. 4200/- or above in PB-2, Rs.9300 - 34800/-) under
Level - 6 (Grade
ACP/MACP are not eligible to
apply for the above Computer Based Test.
B) In terms of Railway Board's letter No E(NG)I-93/PMII4 dated 18.01.1993 and
RBE No.
102/2019, time spent by the railway servant under training, immediately before
appointment to
service will be counted as service for the purpose of LDCE.
C) In terms of Railway Board's letter no. E(GP)2022/2/20 dated
14.11.2022, candidates having
the following categories of disabilities are eligible for the post of ASTE (Gr. B'),
no reserved post is available in Gr. B 30% LDCE of S&T Deptt., for PwBD candidates.

With reference to Railway Board's letter no. E(GP)2022/2/20 dated 14.11.2022 the functional classification
for PwBDsfor the post of ASTEis as follows -

substantive post in the parent deptt., subject to the fulfillment of above conditions of eligibility.
E) Staff whose lien is maintained in Eastern Railway & Metro Railway, Kolkata is only eligible.
) Eligibility, in the case of staff transferred from other railway and posted in Eastern Railway &
Metro Railway, Kolkatawill be determined in terms of RBE No. 40/2008.
6) MODIFIED OBJECTIVE AND SCHEME OF EXAMINATION:
A) Railway Board has directed vide their letter no. E(GP)2022/I2/4 dated 28.06.2022, circulated
through PCPO's SI. No. 81/2022 under Ref (1) above and Railway Board's letter no.
E(GP)2022/2/4 dated 06.09.2022, to introduce Centralized Computer Based Objective Type
Examination for conducting 30% LDCE in all departments having organized services. The
examination will be conducted through Centralized CBT as per modalities detailed as under:
B) LDCEwill be one (01) stage only and will comprise of only 01 paper with the following set
up:
(i) Single paper of 150 marks comprising 100% Objective Type Multiple Choice Questions
with following distribution of marks:

(i)Qualifying Marks :90 Marks
(iii) Duration :03 Hours
(iv)Question paper will have 175 questions out of which 150 questions are to be attempted.
(V) Ol mark will be allotted for every correct answer. There shall be NEGATIVE MARKING
for incorrect answers and 1/3rd of marks allotted for each question will be deducted for every
wrong answer.

(vi) As per process prescribed by Railway Board, viva-vOce of candidates who are successful
in CBT will be conducted by Eastern Railway. The successful candidates in the
CBT
(Computer Based Test) will be called for viva-voce test, subject to being found medically fit in
the prescribed medical standard for the notified post.
(vi)Viva-voce willconsist of:
Record of Service and Max. Marks Qualifying marks

(viii) Final panel will be drawn according to the notified vacancies, purely on the basis of
overall merit secured by the candidates (CBT &Viva-voce), subject to Medical Fitness.
(ix) Optional Questions on Official Language policy and Official Language Rules in the
LDCEs shall be included in terms of provisions contained in Para 204.3 of IREM VOl..
(*) CBT for 30% LDCE for a particular department for Zones/PUs will be held on the same
day across Indian Railways. Thereafter no request for supplementary exam will be
entertained in any condition.
(xi) Railway-wise list of candidates along with marks scored by them in the Computer Based
Test willbe prepared by DG/NAIR who is assigned the task of conducting the exams and will
be furnished to respective zones/PUs.
Note: Above scheme of LDCE is provisional & any change in scheme will be notified according to
subsequent guidelines issued by Railway Board.
7) SYLLABUS:
Syllabus for LDCEs for Organized Services has already been prescribed by Railway Board vide their
letter no E(GP)2022/2/4 dated 07.11.2022 new syllabus for Gr.B selection has been published. The
syllabus for the CBT of ASTE (GR B) is annexed herewith as a ready reference. The syllabus is also

8) PRE - SELECTION COACHING:
Pre - Selection Coaching according to syllabus willbe imparted to the eligible candidates from SC/ST
categories, including those who are on Ex-Cadre organization, Deputation &Training, by the S&T
Department of Eastern Railway & Metro Railway respectively, in terms of Board's letter no.
E(GP)2022/2/4 dated 18.10.2022.
Acompliance report in regard to completion of the Pre -Selection Coaching must be sent to this office
by the S&T Department of Eastern Railway well in time before the date of Computer Based Test is
fixed. If any SC/ST candidate refuses to undergo Pre - Selection coaching, his/her written refusal may
necessarily be obtained and should be reflected in the compliance report.
9) SUBMISSION &FORWARDING OF APPLICATIONS:
i) It is requested to give wide publicity to this notice and also of the aforementioned Railway
Board's instruction vide under reference above,to all the eligible candidates, so that
those who desire to apply for the above selection may submit their application in theeligible staff
proforma as per Annexure A", through proper channel to his/her respective Personnel Branch prescribed
Officer
(Branch Officer) within the target date notified vide Para |l below.
ii) Eligible staff who are working in the Construction/Project Organization, on
deputation, on training
and or in any ex-cadre Organization and desire to apply for the above selection may also submit their
applications as per the prescribed proforma i.e. Annexure A, through proper channel to their respective

Personnel Branch Officer where they hold their lien & seniority, within the target date vide Para 11
below.
ii) The Personnel Branch Officer,, on receipt of applications from the candidates, will send the names
of only those applicants who are found eligible as per Para - 5 of this notification in a consolidated
statement as per proforma i.e. Annexure B.
iv)The consolidated statement should be prepared with due care by Personnel Branch Officer of
respective unit, duly certifying eligibility against each individual candidate and should be
forwarded within the target date as mentioned at Para 11lofthis notification along with a D.0. letter to
Dy. CPO/GAZ. The consolidated statement under a sealed envelope should also be sent through a
specialmessenger to ensure early and smooth communication.
In addition,an Excel Sheet containing all the columns of Annexure-B should be filled up correctly and
be sent to Dy.CPO/Gaz/Eastern Railway- dycpogazer@gmail.com through official mail of concerned
unit.
NOTE - A copy of consolidated statement with names of eligible candidates should also be sent to
Seeretary to PCSTE so that Pre - Selection coaching for SC/ST candidates may be arranged.
v) It may also be noted that Annexure-A i.e. complete statements furnished by the candidates, will not be
entertained and are liable to be rejected if it is submitted without signature, date, latest photograph
(without cap & glasses) and other necessary details. Opportunity to submit applications will NOT be
provided, after the timeline for submission of applications expires.
vi)lt may be noted that no list of candidates forwarded after the target date mentioned below at Para 11
of this notificationwill be entertained by this office.
vii) Nodirect application from any candidate willbe entertained by the PCPO's Gazette Section.
viii) If any candidate is subsequently found ineligible for the above selection, at any stage, his/her
candidature will be rejected without assigning any reason.
10) TIMELINE FOR THE SELECTION PROCESS:
The tentative schedule for finalizing the various stages in the LDCE of current vacancy cycle through CBT is
given as under in terms of Railway Board's letter no. E(GP)2022/2/4 dated 14.03.2024:
