“RESOLUTION REQUESTING THE DEPARTMENT OF INFORMATION AND
COMMUNICATION TECHNOLOGY (DICT)-REGION 4B THROUGH ITS
PUERTO PRINCESA CITY SATELLITE OFFICE TO EXTEND AND PROVIDE
A FREE WIFI CONNECTION WITHIN THE SANGGUNIANG BARANGAY OF
NEW CANIPO SORROUNDINGS AT BARANGAY NEW CANIPO, SAN
VICENTE, PALAWAN”

WHEREAS, it is a declared policy of the state to ensure the provision
of strategic, reliable, cost-efficient and citizen-centric information and
communications, technology (ICT) infrastructure, systems and resources as
instruments of good governance and global competitiveness;
WHEREAS, Section 6 of the Republic Act No. 10844, otherwise known
as the “Department of information and Communications Technology Act of
2015” provides that, its is the power and functions of the Office of the DICT
to improved public access by establishing a free internet services that can be
accessed in government offices and public areas using the most cost-
effective telecommunications technology, through partnership with private
service providers as may be necessary;
WHEREAS, the national government through the DICT is undertaking
the free WI-FI internet Access in Public Places Project, across the Philippines
to accelerate economic, social and education opportunities and reduce the
digital divide under e-Filipino program of the Government;
WHEREAS, Section 3, Subparagraph (j) of Republic Act No. 7160
states that “Effective mechanisms for ensuring the accountability of Local
Government units to their respective constituents shall be strengthened in
order to upgrade continually the quality of local leadership” as one of the
guiding principles in formulating and implementing policies for local
autonomy;
WHEREAS, the San Vicente local government is thankful to the
national government initiative in rolling out the “DICT Free WI-FI for All
Program” across the country, including some part of the Municipality of San
Vicente as recipient of the said program that aims to accelerate economic,
social and educational opportunity for every Filipino;
WHEREAS, after due consideration and carefully study, this body finds
it necessary to put a free WI-FI Connection in the Sangguniang Barangay of
New Canipo surrounding for their legislative functions to enact
ordinances,approve resolutions and appropriate funds for the general welfare
of the said barangay and its inhabitants pursuant to general welfare clause;
NOW, THEREFORE, on the motion duly seconded, be it
RESOLVED, as it is hereby resolved, REQUESTING THE DEPARTMENT
OF INFORMATION AND COMMUNICATION TECHNOLOGY (DICT)-REGION 4B
THROUGH ITS PUERTO PRINCESA CITY SATELLITE OFFICE TO EXTEND AND
PROVIDE A FREE WIFI CONNECTION WITHIN THE SANGGUNIANG BARANGAY
OF NEW CANIPO SORROUNDINGS AT BARANGAY NEW CANIPO, SAN VICENTE,
PALAWAN;
RESOLVED FINALLY, to forward a copy of this measure to Department
of information and Communications Technology (DICT)- Region 4B for their
information.
