ABSTRACT
This practical attachment report is prepared based on the information and the document that I get
from the office of Chiro town Finance and Economic development Office and the activities that
performed with 35 Day. Since I have attached to this organization I was trying to assist the day
to day activities at that organization. Specifically, the team that I have been participating in the
departments of fund and related activities and this report includes the mission, vision, value,
SWOT analysis, the problems and suggested solution of organization and there is summary,
conclusion and recommendation.

CHAPTER ONE
1. Introduction
1.1. Historically Background of the organization
Chiro town finance and economic development office is found in West Hararge zone in Chiro
town located at 326 KM from capital city of Addis Ababa. The office was established in 1989
E.C. the finance office improved in this town and economic development in 1994. Before 1994
the finance and planning bureau and economic development by proclamation number 1/2003 E.C
works jointly to realize the objective, mission and vision set by Oromia finance and economic
office .But after 1994 the finance planning as well as economic development bureau comes
reform by executive Oromia regional government.
According to proclamation number 262/1994 formed finance development. Starting from its
establishment ,Chiro town finance and economic development office until 1994 ,it was continued
its normal operations but not highly computerized at the time of its establishment most activity
was done manually and take many times which has its own effect on the performance of
organization. However, currently the organization are tried to computerize its activity. And the
organization has 50 employees which 19 females and 31males. Generally,Chiro town finance
and economic development office was performing its activity according to the region
government given of finance and economic development full control of activity of performance.
The main purpose of finance is the revenue collection, Agriculture is the back bone of the chiro
town economy. The major crops widely cultivated by farmers of the town are chat, coffee, onion.

As I have tried to express from the above, the organization structured from top level to the
bottom in a different departments.
The office general manager of finance. The head office of finance and economic development
sector of town provisional administration office can perform the following factor.
- Control the activities of all department
- Guide the office by the leading.
- Prepare the working program and plans of the office
- Supervise the implementation of all work plans and program
- Implement research and development projects in organization
- Initiate and increase the working capacity of the employees
- Motivate the employees of all departments that are found under his control

2.1 Detail Description of assignment I where handling during Professional Practices
In my professional practice in chiro town finance and economic development office, I directed
to purchase and human resource department . As its name indicate both activities are the
backbone of the organizational activities .
2.1 Purchasing Department
Purchasing is the activity of acquiring goods and services to accomplish the goals of an
organization.
Purchasing Department is the office responsible for the acquisition of supplies, services
and construction in support of the operation of the zone. The department is serve as
supply sourcing, bidding , supplier management, cost control and legal control.
TASK OF PURCHASING AND RESOURCE ADMINISTRATION
To coordinate the purchasing needs.
Preparing the purchasing plan of the financial year
To store the purchased goods at store and distribute among the sector
according to their adjusted need to actual budget .
Major objectives of purchasing
To provide an uninterrupted flow of materials and services for organizational operation.
To find reliable alternatives sources of supply to buy at the most economic order quantities.
To buy the best value-a combination of right quality at best price with best supplier service.To
maintain good relations with vendors.
In 2022 chiro town finance buy five computer and forty house furniture at economic order
quantities.
2.2 Human Resources department
Planning: Sound human resource planning is fundamental to an organization’s capability and
capacity to effectively deliver services.

Training :Sufficient and appropriate training is fundamental to improving an employee’s
effectiveness in his/her current job and for enhancing the skills required for future challenges. so
chiro town finance trains almost all of it's employees in 2022

CHAPTER THREE : SWOT Analysis
3.1) Strength of the Organization
They provide fast service for customers
They prepare a good credit service for customers
They control illegal traders through systematic communication with woreda's and
different organizations
A good punctuality of employees
Having its own mission, vision ,and target
Some employees have a good work experiance
The existance of a smooth relationship between workers and customers
There is a good transparency within the organization
Discussion of the organizational workers based on program
Prepare voucher and leaflets and give information to the peoples
Effort to save expenditure and give service at a least cost
The existence of openmindness of employees for each other's
3.2) Weakness of the Organization
Lack of enough material to serve the office workers
Problem with supply in quality of evidence and lack of continuous guidance.
Absence of written document regarding to the organization
Lack of giving short and long term professional training to the employees
Lack of work coordination - that means one employee cannot cover others employee's
work at the time of absence of employee .i.e- by the occurence of unthinkable event.
Less provision of infrastructural area for investment
Shortage of budget supply in the organization
Office structure is not convenience for work
3.3) Threat of the Organization
All organization in the world have their own threat, out of them some threat about their
competitor, they fear their competitor not to make them out of domain from the market. Here
also these finance organizations have some threat.
*. Lack of employees because of less payment of salary
*.The existence of high degree of corruption in the town
* Low level of paying tax properly
* .Shortage of budget in the town
*.Uncertainty of the future might load the finance crisis
*. Absence of some infrastructure
*. Budget deficit due to imbalance between revenue and expenditure

3.4) Opportunity of the Organization
Opportunity is the chance that the organization will gain as well as the benefit that the
organization will get. Some of the opportunity mentioned below:
*. Employees are working deligently to fulfill the interest of societies in a proper way
*. At this time investment and small business and micro expanded
*. Increasing accessibility of social service
*. Strong team work system
*. Equality of gender
*. The existence of good weather condition
*. Create suitable condition to use experienced professional
*. The policy and strategy set by the government may provide the closer society
Because of suitable political situation and sustained peace in the town may create
economic development

4.1) Problem Observed that affect Organization at current time and its critical issues
During my attachment in Chiro town finance I have observed different major problem that retard
the organization to achieve its development plan.
Setting mission and vision does not mean the ways are quite smooth to meet the target.
Some of the problems I observe in the organization are:-
*. Absence of required number of equipment like computer, printer because of limited
number of budget
*. Lack of data for previous work performance(mother document)
*. Dishonest of the employees (employment)
*. Lack of capable generator that can run the organization when there is no electric power
to use computer and other device
*. Expanding black market in the town
*. Unqualified planning and budgeting system to perform work
*. Sophisticated plan which is difficult to meet
*. Unwise use of resource allocated
*. Lack of properly written document
*. Absences of worker from work place
*. Shortage of office materials
*. Shortage of qualified and skilled employees
* Using organizational material for their own purposes
* Replacing and Maintaining office materials as soon as they get tired
4.2) Solution or Measurement to be taken to solve or at least minimize the above problems.
*. The organization should bought needed number of equipment like computer, printer
and the like to solve problem of equipment
*. Using generator that have the capacity to run organization activities
*. Making the working environment more comfortable and attractable for employment
*. Training and awaring workers haw to use the machine and should be worker together
to improve managing system
*. Putting documents at a right way and place
*. minimizing complicated plan and exercising them
* strong managerial activity for absence and un wise use of organizational material
*.maintaining computer just on time.

5.1) Rational of practical Attachement
The rational or the reason of working practical attachement is get enough knowledge and know
how about the future job and to know the activates of the organization.
And also have to avoid the confusion of fresh entrance employees.
Generally, this practical attachement is very important in order to evaluate students ability of
theory in to practice and get qualified manpower in the future.
5.2) Significance of practical attachement
This practical attachement has the following significances:-
• Expand the knowledge of students
• Improving their knowledge in the time of practice
• Minimize difficulty and complexity of job in the near future
• Students develope their relationship to different persons of the organization and customers.
• Get work experience. i.e when students work their practical attachement, they get work
experience about purchase and human resources
• handling the problem of fear and worry in the work place.
5.3) Major Problems that I faced during my practical attachement

√Documents are written in Amharic language that used for my summer attachement paper
√ There was no smooth relationship with employees

6.1) Conclusion
Chiro town finance is one of the organization division which has its own working strategic plan
and perform finance administration related activity. In addition to this ,the organization has
strength , weakness, opportunity and threat which I have seen from different perspective . Beside
this the organization process of activity in fair and active manner in order to serve financial and
non financial problem of the organization.
Finally, I would focus and looked the above problems in Chiro town finance and economic
development sector and I recommended my solution and suggestion.
6.2) Recommendation
As I tried to express the strength and weakness of Chiro town finance and economic
development bureau.
If where this office has done all its best to convert its weakness , this office will be attractive and
convenience for worker and at the same time it assure the fair distribution of budgets for its
peoples this lead him to create goodwill and positive feedbacks.
As a member of this department I have recommended some points for the weakness and
sustaining the existing strengths
Some of the office working areas needed improvement in the office is mentioned as follows:
*. Fulfill office equipment and maintaining the existing one
*. Create good relationship with managers and employees
*. Avoid management and human resource problem
*. Develop punctuality and efficient working habit
*. Hiring qualified employees and giving training for the existing employees of the
organization
* .Develop tolerance habit among employees
*.Document necessary information of organizational values and objectives in written
form.The office should try to convert its negative feed backs to positives
